Thatched House Repair Grant for Re-thatching and Repairs (Sainik Welfare, Puducherry)
Puducherry state government scheme
Thatched House Repair Grant of the Department of Sainik Welfare, Puducherry pays the actual cost of damage or up to Rs 1,00,000 from the Armed Forces Flag Day Fund for re-thatching and repairing a house damaged by natural calamity. It is for registered ex-servicemen and widows drawing subsistence allowance, and requires spot verification by the Director.
What is the Thatched House Repair Grant?
Thatched House Repair Grant for Re-thatching and Repairs is a welfare benefit paid from the Armed Forces Flag Day Fund by the Department of Sainik Welfare, Government of Puducherry. The grant meets the actual cost of damage, or a maximum of Rs 1,00,000, for re-thatching and repairing the house of a registered ex-serviceman, widow or dependant whose thatched dwelling has been damaged.
On the department's own Assistance from AFFD Fund table the benefit appears as relief during natural calamities: compensation to the extent of actual cost of damage or a maximum of Rs 1,00,000 due to natural calamities, for those ex-servicemen and widows drawing subsistence allowance and living in a thatched house, subject to spot verification by the Director.
The context is Puducherry's coastal weather. Cyclones and heavy monsoon rain regularly strip thatch off roofs along the coast in Puducherry and Karaikal, and an ex-serviceman living on a subsistence allowance of Rs 12,000 to Rs 14,000 a month has no capacity to fund an emergency re-roofing.
Key features
- Actual cost of damage, capped at Rs 1,00,000.
- Restricted to registered ex-servicemen, widows and dependants drawing subsistence allowance.
- Applies only to thatched houses.
- Spot verification by the Director is mandatory.
- Amount decided by the Management Committee and paid by RTGS or NEFT.
The Rs 1,00,000 ceiling is what the department publishes today. National scheme aggregators still carry an earlier figure of Rs 40,000 payable once every three years. The department notes that its published table is a quick reference and that, in case of any discrepancy, the government order on the subject is final, so confirm both the ceiling and the interval at the Rajya Sainik Board.
Who is eligible for the re-thatching grant?
You can apply if:
- You are an ex-serviceman, the widow of an ex-serviceman, or a dependant of an ex-serviceman, as those terms are defined on the department's website.
- You are registered with the Department of Sainik Welfare, Puducherry.
- You are receiving subsistence allowance from the department.
- You are living in a thatched house that needs re-thatching or repair.
- You can support the claim with documentary proof of the damage and its cost, and you are willing to have the house inspected.
You cannot apply if:
- You are not registered with the Department of Sainik Welfare, Puducherry.
- You are not drawing subsistence allowance. This is the condition that narrows the scheme most sharply: pensioner ex-servicemen with an adequate service pension are outside it.
- Your house is not thatched. A tiled, asbestos or concrete-roofed house does not qualify under this head, however badly damaged.
- You are re-employed as regular or deemed regular staff in a Government department, a Public Sector Undertaking or a private organisation, or you are a self-employed income tax assessee.
- You cannot evidence the damage or the cost. A claim without an estimate, bills or photographs will not survive spot verification.
How much is paid, and who decides the amount?
The grant is the actual cost of damage subject to a maximum of Rs 1,00,000. Two features follow from that wording:
- It is a reimbursement-style grant, not a flat payment. If the assessed cost of re-thatching is Rs 35,000, the sanction is Rs 35,000, not the ceiling.
- The Management Committee fixes the figure. The department states that the amount, as decided by the Management Committee, is credited to the beneficiary's bank account through RTGS or NEFT.
Spot verification by the Director is the step that connects the two. The Director's inspection establishes that the house is thatched, that the damage is real and that the estimate is reasonable.
How to apply for the Thatched House Repair Grant
- Confirm your registration and subsistence allowance status. Both are preconditions. If you are not registered, complete the registration procedure published at sainik.py.gov.in before anything else.
- Document the damage immediately. Photograph the damaged roof from several angles before you begin any repair, and obtain an estimate from a local thatching contractor. Where the damage followed a notified calamity, ask the Revenue or Disaster Management authorities for any report or enumeration record covering your house.
- Obtain the prescribed application form. Download it from the Assistance from AFFD Fund page at sainik.py.gov.in, or visit the Rajya Sainik Board, Jawan Bhawan, Department of Sainik Welfare, 261, Lawspet Main Road, Pakkamudianpet, Lawspet, Puducherry - 605013, on a working day and ask the concerned authority for a hard copy.
- Fill the form and attach the evidence. Complete every mandatory field, paste a passport-size photograph, sign across it if required, and attach self-attested copies of the discharge book or identity card, proof of subsistence allowance, photographs of the damage, the repair estimate or bills, address proof and the bank passbook.
- Submit at the Rajya Sainik Board and keep the receipt. Hand the signed form and documents to the concerned authority, who assigns a receipt of the application to the applicant.
- Be available for the spot verification. The Director's inspection is part of the sanction process. Do not complete a full rebuild before the visit if you can avoid it, because the inspection is the department's means of assessing the damage.
How do I check the status of my claim?
- Track Your Application is available under the online services section of the department's website at sainik.py.gov.in.
- Phone: +91-413-2253107, during the department's stated public hours of Monday to Friday, 2:30 pm to 5:00 pm.
- Email: sainik.pon@nic.in or dirdsw.pon@nic.in, quoting your registration number and application receipt.
- In person: at the Rajya Sainik Board, Jawan Bhawan, Lawspet, Puducherry.
After sanction the amount is transferred by RTGS or NEFT, so check the bank account.
Why do re-thatching grant claims fail?
- Not drawing subsistence allowance. The commonest reason. Ex-servicemen on a service pension are outside the scheme's scope even if the damage is severe.
- House is not thatched. The eligibility condition is specific.
- Repairs completed before verification. Once the roof is rebuilt, the Director cannot assess the damage. Photograph first and, where possible, wait for the inspection.
- No cost evidence. Without an estimate or bills the actual cost cannot be fixed, and the Management Committee has nothing to sanction.
- Re-employment or income tax assessee status. Both fall within the department's general exclusion.
- Not registered with the department. Registration must precede the claim.
- Delay. Although no fixed statutory window is published for this head, the department expects claims within a reasonable time with documentary proof, and a stale claim is hard to verify on the spot.
What figures and rules should I remember?
- Rs 1,00,000. The current maximum on the department's page, or the actual cost of damage if lower.
- Rs 40,000 once in three years — the earlier published ceiling and interval, still carried by some listings. Confirm which applies to you.
- Subsistence allowance: Rs 12,000 to Rs 14,000 a month depending on the category, and drawing it is a precondition for this grant.
- Spot verification by the Director: mandatory.
- Monday to Friday, 2:30 pm to 5:00 pm: public hours for queries and grievances.
How do I raise a grievance?
