Book Allowance to the Wards of Ex-Servicemen/Widows (Sainik Welfare)
Puducherry state government scheme
Book Allowance is a Puducherry Sainik Welfare scheme funded by the Armed Forces Flag Day Fund that pays Rs 2,500 a year for school and polytechnic students, Rs 3,500 for a bachelor degree and Rs 5,000 for a master degree or a professional course, to wards of registered ex-servicemen and widows. Applications are filed offline within three months.
What is the Book Allowance for wards of ex-servicemen in Puducherry?
Book Allowance is an annual education grant paid by the Department of Sainik Welfare, Government of Puducherry, out of the Armed Forces Flag Day Fund (AFFDF), to the wards of ex-servicemen and widows of ex-servicemen registered with the Department. The allowance covers the cost of textbooks, reference books and study material, which for a professional course can run to several thousand rupees a year and is rarely covered by any fee waiver.
According to the Department's published schedule of AFFD Fund assistance, the Book Allowance is paid at four rates, entirely determined by the ward's level of study:
| Level of study | Book Allowance |
|---|---|
| School, diploma in polytechnic, or school for special children | Rs 2,500 per year |
| Bachelor degree | Rs 3,500 per year |
| Master degree | Rs 5,000 per year |
| Professional course (MBBS, BE, BTech) | Rs 5,000 per year |
The allowance is one item in a wider educational block operated by the same department. Reimbursement of tuition fees sits at serial 14 of the schedule, Book Allowance at serial 15 and Uniform Allowance at serial 16 to Rs 2,500 a year at school level and Rs 3,000 a year for other courses. A family filing once for a ward in college can claim all three heads at the same visit, since the Department uses a common application form for serials 12 to 14 and processes the allowances alongside it.
The Department of Sainik Welfare functions as the Zila Sainik Welfare Office for the Union Territory, covering the Puducherry, Karaikal, Mahe and Yanam regions. It is the secretariat of the Managing Committee of the Armed Forces Flag Day Fund for the Union Territory, and the same office handles registration of ex-servicemen and widows, Flag Day collections, and the state's own concessions for the ex-servicemen community.
Who is eligible for the Book Allowance?
Your ward can receive the Book Allowance if:
- You are an ex-serviceman or the widow of an ex-serviceman registered with the Department of Sainik Welfare, Government of Puducherry. The Department's note is explicit: all its schemes are applicable only to ex-servicemen and widows registered with it.
- The ward is studying in a government recognised institution โ a school, a polytechnic, a college or a professional course.
- The ward is not in receipt of any other academic scholarship or another reimbursement of tuition fees for the same period.
- The claim is for not more than two children of the same ex-serviceman or widow.
- The ward has completed the year or course successfully and is not repeating the same class.
You are not eligible and cannot apply if:
- You are not registered with the Puducherry department. An ex-servicemen identity card issued by a Zila Sainik Board in another state does not create a claim here; each state and union territory runs its own Flag Day Fund committee with its own rate schedule.
- You are re-employed as regular or deemed-regular staff in a government department, a public sector undertaking or a private organisation, or you are a self-employed income tax assessee. The Department applies this exclusion to all financial assistance except the few items specially marked in its schedule.
- The ward is repeating the same class, in which case the year does not qualify.
- The ward is already drawing an academic scholarship from another source for the same year.
- You are serving personnel. Flag Day Fund welfare is directed at the ex-servicemen community, though the Union Territory separately gives wards of serving defence personnel who are natives of Puducherry reserved seats in higher education.
- You are claiming for a third or subsequent child.

How to apply for the Book Allowance
- Confirm your registration with the Department of Sainik Welfare, Government of Puducherry. An ex-serviceman who settled in Puducherry after discharge is not automatically on the Union Territory's rolls. Registration is done at the Department's office at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013, with the discharge book, the Pension Payment Order where one exists, proof of residence and photographs.
- Collect the common application form for educational assistance from the Department's office or download it from the Armed Forces Flag Day Fund page at sainik.py.gov.in. The same form covers reimbursement of tuition fees, Book Allowance and Uniform Allowance.
- Get the institution to certify the form. The head of the institution confirms the class or course, the academic year and the recognised status of the institution. Where fees are collected as a lump sum, the Department asks for a certificate signed by the head of the institution showing the breakdown of fees and clearly indicating the category.
- Attach the documents. The ex-servicemen identity card or discharge book, the fee receipts, the mark statement, the declaration that no other academic scholarship is being drawn, and a copy of the bank passbook.
- Submit the application in person at the Zila Sainik Welfare Office within three months of successful completion of the course or academic year, and take a dated acknowledgement.
- Follow up with the office if the credit has not appeared after a few weeks, quoting the acknowledgement. The Department also runs a "Track Your Application" link on its website for applications routed through its online service.
How and when the allowance is paid
Book Allowance is an annual payment, released after the academic year is successfully completed rather than in advance. It is a flat amount for the level of study, not a proportion of what was actually spent on books, so a family whose textbook bill exceeded Rs 5,000 does not receive more, and one that spent less is not asked to return the difference.
Payment is made to the bank account recorded on the application. Because the whole educational block is processed together, a ward in a bachelor degree course who is also eligible for tuition fee reimbursement at Rs 1,500 per month and Uniform Allowance at Rs 3,000 per year will see the heads sanctioned in the same cycle.
Why claims are rejected, and how to avoid it
- The three-month window is missed. This is the most common reason. The Department's schedule fixes the claim period as within three months after successful completion, and a claim filed a year later is difficult to revive.
- The parent is not registered in Puducherry. Registration precedes every Flag Day Fund benefit.
- Fee receipts are missing or show a consolidated amount. Where the institution bills a single lump sum, obtain the head of institution's breakdown certificate before applying.
- Another scholarship is being drawn. A ward holding a state post-matric scholarship or a Kendriya Sainik Board education grant for the same year cannot also draw this allowance.
- The claim is for a third child, or for a year in which the ward repeated the class.
- Re-employment or income tax assessee status of the ex-serviceman, which removes the family from the scope of most Flag Day Fund assistance.
What else the Department of Sainik Welfare offers a student family
A family visiting the office for the Book Allowance is often eligible for more on the same schedule. Reimbursement of tuition fees runs at Rs 1,500 a month for school, Rs 2,500 a month for military and Sainik schools, Rs 3,000 a month for a school for special children, Rs 1,000 a month for a diploma in polytechnic, Rs 2,500 a month for NDA or IMA, Rs 1,500 a month for a bachelor degree, Rs 2,000 a month for a master degree and Rs 2,500 a month for a professional course. Grants to meritorious wards in academics pay Rs 20,000, Rs 18,000 and Rs 15,000 for the first three positions in class X, Rs 25,000, Rs 22,000 and Rs 20,000 in class XII, and Rs 30,000 for a university gold medal at UG or PG level. Sports achievement at national or international level attracts Rs 50,000 or Rs 75,000.
Separately, the Union Territory reserves 1 per cent of seats in government recognised medical colleges through CENTAC and 3 per cent of seats in all other government recognised higher educational institutions for the wards of defence serving personnel who are natives of the Union Territory and of registered ex-servicemen and widows, subject to the ward having studied continuously for five years in a school or college in Puducherry.
Where to raise a grievance
Complaints about a delayed or rejected Book Allowance go to the Department of Sainik Welfare, Government of Puducherry, at +91-413-2253107, email sainik.pon@nic.in. The office receives the public on working days, and it is worth carrying the acknowledgement issued at submission along with the original fee receipts and bonafide certificate.
No fee is charged for the application form or for processing, and no agent is needed to obtain this allowance.
How to check your Book Allowance application status
Because the Book Allowance is claimed on a paper application submitted in person at the Zila Sainik Welfare Office, there is no separate online tracking ID issued at the counter. Applicants use the acknowledgement given at submission to follow up.
- Keep the dated acknowledgement handed over when the common application (covering tuition fee reimbursement, Book Allowance and Uniform Allowance together) was submitted at the Department's office in Pakkamudianpet. This slip, not the application itself, is the reference for any follow-up.
- Use the "Track Your Application" link on the Department's website, sainik.py.gov.in, if the application was routed through its online service rather than handed in purely on paper. Enter the acknowledgement or application reference to see whether it is still under scrutiny at the office or has moved to sanction.
- Call the Department directly on +91-413-2253107 if the online tracker shows no update, or if the application was filed entirely offline with no digital counterpart. Quote the acknowledgement number, the ex-serviceman's or widow's registration details, and the ward's name and course.
- Write to sainik.pon@nic.in for a written response when a phone follow-up does not resolve the query, especially useful when the family is not in Puducherry and cannot visit the office again in person.
- Visit the Zila Sainik Welfare Office on a working day as a last resort. Since disbursal is a bank credit rather than a cheque handed over the counter, staff can check whether the sanction has been passed and whether the credit has been sent to the bank account recorded on the form.
- Check the bank account used in the application a few weeks after submission. Because the allowance is paid as a single annual credit rather than in instalments, its arrival in the account is usually the first confirmation that the claim has been cleared, often before any status update appears elsewhere.
If several weeks pass after the three-month filing window with no credit and no response to a call or email, treat it as a case for the grievance route: raise it with the Department of Sainik Welfare quoting the acknowledgement, rather than resubmitting a fresh application, since a duplicate filing can itself cause confusion in the records.
