Puducherry state government scheme
The One Time Cash Incentive towards Learning Driving of the Puducherry Department of Sainik Welfare reimburses an unemployed ex-serviceman the actual cost of a LMV or HMV driving course, up to Rs 10,000 on the current departmental rate. The ex-serviceman must be registered with the Department and apply within three years of discharge.
What is the One Time Cash Incentive towards Learning Driving?
The One Time Cash Incentive towards Learning Driving is a welfare benefit of the Department of Sainik Welfare, Government of Puducherry, paid from the Armed Forces Flag Day Fund. Its purpose is to put a driving licence in the hands of an ex-serviceman who has left the forces and has not yet found civil employment, because a Light Motor Vehicle or Heavy Motor Vehicle licence opens a direct route into transport work.
The benefit is a reimbursement of the actual fees paid to a driving school, subject to a ceiling. It is paid once. The scheme's name says "one time", and it is not a training stipend or an allowance.
The Department's current rate table on sainik.py.gov.in lists the benefit at serial number 11 as "Learning Driving (LMV/HMV)", with the amount shown as "Actual or Max 10,000" and the eligibility as "Unemployed Ex-Servicemen (within three years after discharge from service) are eligible Rs. 10,000/- or actual cost of fees."
An important caveat on the amount: an earlier ceiling of Rs 4,000 is still carried on some national scheme listings for this benefit, alongside a requirement of prior permission from the Department before joining the course. The Department's own published rate table is the more recent figure, but because the two do not agree, the sensible step is to confirm the applicable amount at the Department before enrolling at a driving school.
Who is eligible for the driving incentive?
You can claim if:
- You are an ex-serviceman.
- You are registered with the Department of Sainik Welfare, Puducherry. The Department states that all its Flag Day Fund schemes "are applicable only to the Ex-servicemen/Widows of Ex-servicemen registered with the Department of Sainik Welfare, Puducherry".
- You are unemployed.
- You are within three years after discharge from service, under the current rate table.
- You take the driving course from a government-recognised school or institution, with the prior permission of the Department.
You are not eligible if:
- You are not registered with the Department of Sainik Welfare, Puducherry. Registration is the gate to every Flag Day Fund benefit, and it is a separate step handled by the same Department.
- You are re-employed. The Department states that, except for schemes marked with an asterisk, financial assistance does not apply to ex-servicemen, living spouses or widows "who are re-employed as regular/deemed to be regular in Govt./PSU/Pvt Organizations and self employed IT assesses".
- You are more than three years past discharge, under the current rate table.
- You took the course at a school that is not government-recognised, or without prior permission from the Department.
- You have already claimed this benefit. It is a one-time grant.
How much is paid, and how?
| Item | Detail |
|---|---|
| Amount | Actual cost of driving school fees, subject to a maximum |
| Current ceiling on the Department's rate table | Rs 10,000 |
| Ceiling quoted on some scheme listings | Rs 4,000 |
| Frequency | One time |
| Mode of payment | RTGS or NEFT to the beneficiary's bank account |
| Course type covered | LMV or HMV |
The payment reaches the ex-serviceman's own bank account by RTGS or NEFT. Nothing is paid in cash and nothing is paid to the driving school directly, so the ex-serviceman pays the fee first and claims it back.
The related benefit at serial 13 of the same rate table is worth knowing about. Reimbursement of actual fee for short-term courses, up to Rs 15,000, covers unemployed ex-servicemen within three years of discharge, and dependents of ex-servicemen and widows, undergoing ITI courses, typewriting, accountancy, book-keeping, tailoring or computer training at a government-recognised institution.
How to apply for the driving cash incentive in Puducherry
- Register with the Department of Sainik Welfare, Puducherry, if you have not already. Nothing from the Armed Forces Flag Day Fund is payable to an unregistered ex-serviceman, and the registration form is available on sainik.py.gov.in.
- Get prior permission from the Department before joining the driving course. This is a stated condition of the benefit and a claim filed without it is at risk.
- Enrol at a government-recognised driving school for the LMV or HMV course, and keep every fee receipt.
- Complete the course and obtain your licence or completion certificate.
- Submit the claim to the Department of Sainik Welfare at 261, Lawspet Main Road, Pakkamudianpet, Lawspet, Puducherry 605008, enclosing the ex-serviceman identity card, discharge book, the permission letter, fee receipts, licence or completion certificate, proof of being unemployed, and bank account details. Applications for this benefit are accepted offline. Scheme listings record that the application should be submitted within three months from the successful completion of the driving course.
- Follow up on the RTGS or NEFT credit to your bank account.
The Department's public hours are Monday to Friday, 2:30 pm to 5:00 pm, which is a narrow window and worth planning around.
How do I check the status of my claim?
There is no online tracker for Armed Forces Flag Day Fund benefits in Puducherry. Check the status by:
- Calling the Department of Sainik Welfare on +91-413-2253107 during office hours, quoting the date on which you submitted the claim.
- Visiting the office at 261, Lawspet Main Road, Pakkamudianpet, Lawspet, Puducherry 605008, between 2:30 pm and 5:00 pm on a working day.
- Emailing dirdsw.pon@nic.in.
Because the payment comes by RTGS or NEFT, check your bank statement rather than waiting for a letter.
Why do driving incentive claims get rejected?
- Not registered with the Department at the time of the course.
- No prior permission obtained before joining the driving school.
- The driving school is not government-recognised, which puts the fees outside the scheme.
- More than three years since discharge, under the current rate table.
- The ex-serviceman is re-employed, or is a self-employed income tax assessee, which takes them outside most Flag Day Fund assistance.
- No fee receipts, so the actual cost cannot be established. The benefit is the lower of the actual fee and the ceiling, and without receipts there is no figure to sanction.
- Claim filed long after the course ended, where the three-month submission norm applies.
The Department itself notes that the information in its rate table "is intended to serve as a quick reference and not complete in detail", asks beneficiaries to contact it for clarification, and states that in case of any discrepancy the government order on the subject is final.
