What is the Opening and Maintenance of Boys and Girls Hostels scheme?

Opening and Maintenance of Boys and Girls Hostels is a scheme of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry, under which the department runs government hostels for boys and for girls and gives students in them free board and lodging.

The scheme exists to solve a specific and well-documented problem: students from Scheduled Caste and economically weak households drop out when the school or college they need to attend is too far from home and the family cannot afford either daily travel or private accommodation. The department's own framing is that the hostels address school and college dropouts by supporting students who live far from educational institutions.

The Adi Dravidar Welfare Department maintains the hostels across the Union Territory, meets the running costs, and admits students afresh each academic year against available seats.

What does a student get in a government hostel?

The benefits under the scheme are:

  • Free lodging. A place in the government boys' or girls' hostel
  • Free boarding; meals during the stay
  • Cash payment in lieu of 2 pairs of clothing each year
  • Conveyance charges for 6 journeys a year to 3 down and 3 up, so a student can travel home and back three times during the year

The cash components are credited to the student's bank account, which is why a passbook is one of the required documents. Board and lodging themselves cost the student nothing.

For a family whose entire annual income is capped at Rs 75,000 for eligibility, free board and lodging for a full academic year is by far the largest part of the benefit, it removes both the rent and the food cost of keeping a child in education away from home.

Who is eligible for the Puducherry government hostels?

A student can apply if:

  • The student belongs to a Scheduled Caste, or to the Other Economically Backward Classes (OEBC).
  • The student is currently studying in a recognised institution.
  • The student is a native or resident of the Union Territory of Puducherry for at least five years.
  • The parent or guardian's annual income does not exceed Rs 75,000. The income certificate is specifically required for OEBC applicants.

A student cannot apply if:

  • They do not belong to the Scheduled Caste or OEBC categories covered by the Adi Dravidar Welfare Department.
  • The parental income exceeds Rs 75,000 a year.
  • They cannot establish five years' residence in Puducherry.
  • They are not enrolled in an educational institution, since a bonafide certificate from the head of the institution is compulsory.

Seats in each hostel are limited, so meeting the criteria does not by itself guarantee admission; applications are considered against the sanctioned strength of the hostel for that year.

What documents are required for hostel admission?

Document Mandatory Notes
Caste certificate Yes SC certificate, or the relevant OEBC certificate
Aadhaar card or enrolment ID Yes Student's identity
Income certificate Yes Parent or guardian income up to Rs 75,000; specifically required for OEBC
Bank passbook Yes For crediting clothing and conveyance amounts
School or college admission document or ID card Yes Proof of enrolment
Birth certificate Yes Age proof
Bonafide certificate Yes From the head of the institution
Residence proof Yes Five years in Puducherry

Scan each document clearly before uploading. Blurred caste and income certificates are the commonest reason an application is returned.

How to apply for a Puducherry government hostel seat

  1. Watch for the admission announcement. The Adi Dravidar Welfare Department publishes hostel admission notices on adwelfare.py.gov.in and on py.gov.in around the start of the academic year. Note the last date given in the notice.
  2. Collect the documents, caste certificate, income certificate, Aadhaar, birth certificate, bank passbook, institution ID and a bonafide certificate from the head of the school or college.
  3. Open edistrict.py.gov.in, click Login and register a new user account with your mobile number and email, then log back in with those credentials.
  4. Select the Adi Dravidar Welfare Department from the department-wise list of services, choose the hostel admission service, and fill in every mandatory field.
  5. Upload the scanned documents and submit the application. Save the reference number the portal displays.
  6. Or apply offline; download the hostel admission application form from adwelfare.py.gov.in, complete it, attach self-attested photocopies, and submit it at the Adi Dravidar Welfare Department office or through the school.
  7. Report to the hostel on the date of admission with the original documents once your name appears in the selected list.

How do I check my hostel application status?

  1. Log in to edistrict.py.gov.in and open the application tracking section with your reference number.
  2. Check the announcements and selection lists published on adwelfare.py.gov.in after the closing date.
  3. For an offline application, contact the Adi Dravidar Welfare Department office with your acknowledgement, or ask the head of your institution, who is often informed of selections.

Common reasons hostel applications are rejected

  • Caste certificate not attached, or issued outside Puducherry. The certificate must be from the Puducherry Revenue authorities.
  • Income above Rs 75,000. For OEBC applicants this is checked strictly against the income certificate.
  • No bonafide certificate. An institution ID card alone does not replace it.
  • Residence short of five years.
  • Applying after the announced last date. Unlike open-all-year cash schemes, hostel admission runs on an academic calendar.
  • Seats exhausted. A rejection on this ground is not a finding against your eligibility, and you can apply again the following year.

Key dates

Hostel admissions follow the academic year. The department issues its admission announcement before the school and college year begins, and applications close on the date stated in that notice. Renewal for a continuing student is usually handled at the start of each academic year as well, so do not assume a seat carries over automatically — confirm with the hostel warden.

Why the hostels exist, the dropout problem they address

The Adi Dravidar Welfare Department is explicit that the hostels address school and college dropouts among students who live far from their educational institutions. That framing is worth taking seriously when you apply, because it tells you what the department is looking for.

Two things push a student out of education in the Union Territory. The first is distance: a student whose school or college is in Puducherry town while the family lives in an outlying village faces either a daily commute they cannot afford or an accommodation cost the household cannot bear. The second is the compounding cost of staying enrolled once the family income is at or below Rs 75,000 a year, uniforms, travel, meals away from home. Free board and lodging removes the largest of these at a stroke, and the clothing and conveyance allowances address two of the smaller ones.

An application that clearly shows the distance between home and institution, and that carries a bonafide certificate naming the course and the institution, is easier for the department to assess than one that simply asserts need.

Other Adi Dravidar Welfare schemes for the same households

The department runs a linked set of schemes, and the caste certificate, income certificate and residence proof gathered for a hostel application will serve for most of them:

  • Award of Pre-matric Scholarship to SC students, and the separate scholarship for students whose parents are engaged in unclean occupations, which pays Rs 1,850 per annum for Classes 1 to 10.
  • Post-matric scholarships for students beyond Class 10.
  • Financial Assistance to Poor Scheduled Caste People Suffering From Prolonged Diseases, Rs 500 a month.
  • Grant of house construction subsidy and distribution of free house sites to Scheduled Caste families.
  • Supply of dhotis and sarees to Scheduled Caste people.
  • Financial assistance for construction of sanitary latrines, and support for poor pregnant and lactating women.
