Supply of Dhotis and Sarees to Scheduled Caste (SC) People, Puducherry
Puducherry state government scheme
Supply of Dhotis and Sarees to Scheduled Caste People is an Adi Dravidar Welfare Department, Puducherry scheme giving every male member of a qualifying SC family a lungi and shirt bit and every female member a saree and blouse, on 2 occasions each year at Deepavali and Pongal, for yellow or red ration card holders aged 18 and above.
What is the Supply of Dhotis and Sarees scheme in Puducherry?
Supply of Dhotis and Sarees to Scheduled Caste People is a clothing distribution scheme of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry. The department states the objective plainly: "to provide clothing items to the all S.C. people of this Union Territory", and elsewhere describes the free supply of dhoties and sarees to poor Scheduled Caste and Scheduled Tribes people who "are not in a position to purchase minimum clothing required for their use".
The Adi Dravidar Welfare Department was set up in the Union Territory of Puducherry to promote and develop the status of Scheduled Caste people and to improve the socio-economic and educational condition of those living below the poverty line. This clothing scheme is one of its oldest and simplest programmes, sitting alongside house construction subsidy, free house sites, financial assistance for funeral rites, assistance for SC pregnant and lactating women, marriage assistance for poor SC brides, washing machines for SC families and a range of scholarships.
What the scheme provides
- Each male member of the family is supplied with a lungi and a shirt bit.
- Each female member of the family is supplied with a saree and a blouse.
- The distribution takes place on two occasions in the year: Deepavali and Pongal.
Because the benefit is counted per member rather than per household, a family of five adults named on the same yellow or red ration card receives five sets, not one.
Who is eligible for free dhotis and sarees in Puducherry?
You can apply if:
- You are a Scheduled Caste person, with a caste certificate from the competent authority.
- Your name is included in the yellow or red ration card supplied by the Civil Supplies Department of Puducherry.
- You are not less than 18 years of age.
- You have continuously resided in the Union Territory of Puducherry for not less than five years.
- You are a citizen of India.
You cannot apply, or are not eligible, if:
- You are under 18 years of age. Children in the household are not counted as beneficiaries under this scheme even if they are named on the card.
- Your family holds a ration card of a colour other than yellow or red, since the department ties the benefit to those two card categories.
- You cannot produce a caste certificate issued by the competent authority in Puducherry.
- You have lived in the union territory for less than five years.
- Your name does not appear on any ration card of the Civil Supplies Department: in that case get the ration card corrected first, because the beneficiary list is drawn from it.
The national myScheme listing for this scheme also records an annual income ceiling of Rs 24,000. The department's own page does not state an income figure, so carry an income certificate to the counter if you have one and confirm the position locally rather than assuming the ceiling does or does not apply.

How to apply for the Supply of Dhotis and Sarees scheme
The scheme is administered offline through the department's offices in the four regions.
- Visit the Adi Dravidar Welfare and Scheduled Tribes Welfare Department office during office hours, the head office at Kamaraj Salai, Thattanchavady, Puducherry 605009, the Karaikal sub-office at the Kamarajar Administrative Complex, or the Yanam sub-office at the Civil Station, and ask for the prescribed application form from the staff entrusted with issuing and collecting applications.
- Fill in the form completely, listing the members of the family whose names appear on the yellow or red ration card and who are 18 years or above, and paste a passport-size photograph if the form asks for one.
- Attach self-attested copies of the caste certificate, the ration card, the residence certificate and the age proof for each member being claimed for.
- Submit the form and the documents to the concerned authority at the office or sub-office.
- Ask for a receipt or acknowledgement carrying the date and time of submission and, where applicable, a unique identification number.
- Collect the clothing at the distribution point announced by the department ahead of Deepavali or Pongal, carrying your acknowledgement and ration card.
How the distribution actually works
Unlike a cash benefit, this scheme ends in a physical handover. The department draws up beneficiary lists from the ration card database and the applications received, procures the cloth, and organises distribution camps timed to the two festivals. Practical consequences follow from that:
- Timing matters more than in a cash scheme. An application filed a week before Pongal is unlikely to make that year's list.
- The ration card is the master record. If a family member was added to or removed from the card recently, the department's list may not reflect it.
- Collection is in person at the announced camp, with the acknowledgement and ration card in hand.
Related schemes for differently abled persons run in the same way: the Directorate of Social Welfare supplies sarees and dhoties, or an equivalent Direct Benefit Transfer, to differently abled persons receiving monthly financial assistance, at Deepavali, Pongal and local regional festivals.
Why applications are rejected
- Name not on a yellow or red ration card, or the card has lapsed and not been renewed with the Civil Supplies Department.
- No caste certificate, or a certificate issued outside Puducherry.
- Applicant under 18, so the member is not counted.
- Residence short of five years, or no residence certificate produced.
- Application filed after the beneficiary list for that festival was closed.
- Duplicate claim β the same member listed on two applications from different addresses.
Most of these are curable. Correct the ration card entry or obtain the missing certificate, then apply afresh for the next distribution cycle.
Key dates in the year
There is no fixed calendar date announced in advance, but the scheme's two fixed points are Deepavali, which falls in October or November, and Pongal, in mid-January. Applications should reach the department comfortably before those festivals. The department publishes notices on adwelfare.py.gov.in and at its offices when distribution is scheduled.
Where to ask questions or complain
- Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Kamaraj Salai, Thattanchavady, Puducherry 605009 to phone 0413-2275681, 0413-2275682 or 0413-2276375, email adwel.pon@nic.in.
- Karaikal sub-office, Kamarajar Administrative Complex; phone 04368-222517.
- Yanam sub-office, Civil Station, phone 0884-2324680.
- CPGRAMS at pgportal.gov.in if a grievance is not settled at the department.
The application form is free. No payment is required at any stage, and the clothing is distributed free of cost.
How to check your application status
This scheme does not run on an online portal with a tracking number, so there is no login or reference-ID lookup the way there is for a Direct Benefit Transfer scheme. Status has to be confirmed the same offline way the application was filed.
- Keep the acknowledgement from submission. When you handed in the form at the department office or sub-office, you should have received a receipt or acknowledgement noting the date of submission and, if the office issues one, an identification number. Quote this when you follow up.
- Watch for the department's distribution notice. The Adi Dravidar Welfare and Scheduled Tribes Welfare Department announces the beneficiary list and the camp date and venue ahead of each Deepavali and Pongal distribution, at its offices and on adwelfare.py.gov.in. Your name appearing on that list is the practical confirmation that your application was accepted for that cycle.
- Call or visit the office that took your application if the distribution date has been announced but you have not been able to confirm your name on the list: the head office at Kamaraj Salai, Thattanchavady on 0413-2275681, 0413-2275682 or 0413-2276375, the Karaikal sub-office on 04368-222517, or the Yanam sub-office on 0884-2324680. Carry your acknowledgement and ration card number when you call or visit, since the staff work from the ration-card-linked beneficiary register rather than a searchable online case number.
- If a festival has passed and you were not covered, ask the office whether your application was carried forward to the next distribution or whether it needs to be refiled; applications are tied to a specific festival's beneficiary list and do not automatically roll over.
- Escalate through CPGRAMS at pgportal.gov.in only if the office is unresponsive to a genuine, correctly filed application, since this is a grievance channel rather than a status-tracking tool.
