Reimbursement of College Fees for Scheduled Caste Students in Professional Colleges (Top 20), Puducherry
Puducherry state government scheme
Reimbursement of College Fees for Scheduled Caste Students in Professional Colleges (Top 20) refunds the tuition and examination fees paid by poor Scheduled Caste students of Puducherry who scored above 75 per cent in the Higher Secondary examination, found a place in the Top 20 rank list and were admitted through CENTAC. There is no parental income limit.
What is the Top 20 college fee reimbursement scheme?
Reimbursement of College Fees for Scheduled Caste Students in Professional Colleges (Top 20) is a student welfare scheme of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry.
The department's stated objective is to reimburse the tuition fees and examination fees paid by poor Scheduled Caste students who have obtained marks above 75 per cent in the Higher Secondary Course examination and are studying in government or government-recognised private professional colleges, with a view to minimising their financial hardship.
The "Top 20" in the scheme name is not decoration. The department's eligibility condition requires the student to find a place in the Top 20 rank list in the HSC marks and to have been selected through CENTAC for admission to a professional college. It is a narrow, merit-driven scheme aimed at the small group of Scheduled Caste students in Puducherry who reach the top of the higher secondary results and then enter engineering, medical or other professional courses.
The one condition that is absent
Most welfare scholarships turn on parental income. This one does not. The department records the annual income of the parent as "no limit". Where a Scheduled Caste student clears the 75 per cent mark, makes the Top 20 rank list and is allotted a professional college seat through CENTAC, the family's income is not examined. That is a deliberate design choice: the department is buying merit retention, not means-testing hardship.
Who is eligible for the Top 20 fee reimbursement?
The department publishes two conditions.
You can apply if:
- You are a Scheduled Caste student of the Union Territory of Puducherry.
- You obtained marks above 75 per cent in the Higher Secondary Course examination.
- You find a place in the "Top 20 Rank" in the HSC marks.
- You were selected through CENTAC for admission in a professional college.
- You are studying in a government or government-recognised private professional college.
- Annual income of the parent, no limit.
You are not eligible if:
- You are not Scheduled Caste. Other categories are served by the Directorate of Social Welfare, the Department of Welfare of Backward Classes and Minorities, and the national schemes on scholarships.gov.in.
- You scored 75 per cent or below in the HSC examination.
- You do not appear in the Top 20 rank list.
- You were not selected through CENTAC, for instance where you took a management or direct admission.
- You are studying in a college that is not government-recognised.
What documents are required?
The department's published enclosure list is precise:
| Document | Mandatory | Notes |
|---|---|---|
| Caste certificate | Yes | Issued by the Revenue Department |
| Residence certificate | Yes | Issued by the Revenue Department |
| Certificate of the head of the institution | Yes | Confirms admission and course |
| Original fee receipt | Yes | The reimbursement is made against it |
| Attested copy of the HSC mark list | Yes | Evidences marks above 75 per cent |
| Copy of the bank account passbook | Yes | For crediting the amount |
| Aadhaar card copy | Yes | Listed among the enclosures |
| CENTAC allotment order | No | Evidences the admission route |
The original fee receipt deserves emphasis. This is a reimbursement scheme, not an upfront fee waiver. The student or family pays the college first and claims afterwards. Keep the original receipts safely; a photocopy will not do, and colleges do not always reissue them.
How to apply for the Top 20 fee reimbursement
- Confirm your Top 20 standing after the HSC results and keep the attested mark list showing above 75 per cent.
- Complete admission through CENTAC to a government or government-recognised private professional college, and keep the allotment order.
- Pay the tuition and examination fees and collect the original receipts from the college.
- Obtain your caste certificate and residence certificate from the Revenue Department if you do not already hold them.
- Get the certificate of the head of the institution from your college.
- Submit the application through the head of the institution. The department states plainly that all scholarship applications should be sent through the head of the institution in which the student is studying, a student cannot walk the form in directly and expect it to be processed.
- Attach the caste and residence certificates, the head of institution's certificate, the original fee receipt, the attested HSC mark list, the bank passbook copy and the Aadhaar copy.
- Track the sanction through the college office, since the amount is disbursed through the head of the institution.
How the money reaches the student
The department's own note on payment of scholarships is that the scholarship amount will be disbursed through the head of school or institution where the student is studying. In practice this means the college office is the point of contact for the status of your claim as much as the department is. Students who change colleges mid-course should tell the department in writing, since the disbursement route follows the institution.
Why claims fail, and how to avoid it
- Original fee receipt lost. Ask the college for a certified duplicate immediately, and expect delay.
- Application not routed through the head of the institution. The department's standing instruction covers all its scholarship schemes.
- Marks exactly 75 per cent. The condition is above 75 per cent, not 75 and above.
- Admission not through CENTAC. Management-quota admissions do not satisfy the stated condition.
- Caste or residence certificate from the wrong authority. Both must come from the Revenue Department.
- Bank account not in the student's own name, or not active, which blocks the credit after sanction.

How to check your application status
This scheme has no online tracking portal and no application ID that a student can look up on a website. Because the claim is submitted on paper through the college and disbursed to the college's head of institution, status checking is a manual, two-point process.
Ask the head of your institution first. Since every application under this scheme is routed through the head of the institution rather than filed by the student directly, the college office is usually the first place a claim's progress is recorded. The office typically knows whether your file has been forwarded to the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, and whether it came back with a query.
Call or write to the department if the college has no update. Contact the Deputy Director, Students Wing, at the department's Thattanchavady office (phone 0413-2275631), or the Director's office (0413-2275681 / 0413-2275682 / 0413-2276375, email adwel.pon@nic.in). Quote your name, the professional college you are studying in, the academic year the fee receipt belongs to, and the date the application was forwarded by your college.
Check with the Senior Accounts Officer for disbursement-stage queries. If the college confirms your file was sanctioned but the amount has not been credited, the Senior Accounts Officer (0413-2275631, email sao-adw.pon@nic.in) handles the payment side, since reimbursement is credited through the head of the institution rather than directly to the student in every case.
Use CPGRAMS only if the above channels do not respond. A written grievance can be lodged at pgportal.gov.in, linked from the department's own website, if repeated follow-up with the college and the department produces no answer. Keep a copy of your original application and the date it was submitted, since the grievance form will ask for this.
Because there is no SMS alert or online dashboard for this particular scheme, students are better placed checking with their college first each semester rather than waiting for the department to reach out, and keeping a personal note of the date the fee receipt and application were handed in.
