Award of Adhoc Merit Grant (Special Incentive) to Scheduled Caste Students
Puducherry state government scheme
Award of Adhoc Merit Grant is a Puducherry Adi Dravidar Welfare Department scheme that pays a one-time cash award of Rs 1,000 to Scheduled Caste students who score 65% or more in the Class 10, matriculation or SSLC board examination. There is no income limit and no age limit, and students apply on the National Scholarship Portal.
What is the Adhoc Merit Grant for Scheduled Caste students?
Award of Adhoc Merit Grant (Special Incentive) to Scheduled Caste Students is a scheme implemented by the Adi Dravidar Welfare Department, Government of Puducherry. The department is the Union Territory's nodal agency for Scheduled Caste welfare, and this is one of a series of education incentives it runs alongside the pre-matric and post-matric scholarships.
The grant is deliberately narrow. It pays a one-time cash award of Rs 1,000 to a Scheduled Caste student who has secured 65% or above marks in the Class 10, matriculation or SSLC board examination.
The purpose is stated plainly by the department: the incentive exists to enable Scheduled Caste students who intend to pursue post-matric studies to meet the initial expenditure at the time of admission. That is the moment at which a family's cash constraint bites hardest, admission fees, a deposit, the first set of books, a bus pass, and it is the moment when a student with good marks most often quietly drops out. The grant is small, but it is timed at the point of maximum risk.
Who is eligible for the Adhoc Merit Grant?
A student can apply if:
- The student belongs to a Scheduled Caste.
- The student has secured 65% and above marks in the Class 10, matriculation or SSLC board examination.
- The student is a permanent resident of the Union Territory of Puducherry, either by virtue of birth, or by continuous residence in Puducherry for not less than five years.
- The student is going on to pursue higher studies in a recognised university, college or institution.
Two conditions that do not apply, and are worth knowing:
- There is no income limit. The department states that the grant is given irrespective of the income of the parent or guardian. Most Puducherry scholarships carry an income ceiling; this one does not.
- There is no age limit. The grant is given irrespective of the age of the student.
Who is not eligible:
- Students who are not Scheduled Caste. The scheme is confined to the Scheduled Caste community, and other categories are covered by separate Puducherry schemes such as the Pre-Matric Scholarship for Other Economically Backward Class students.
- Students scoring below 65% in the qualifying board examination. The threshold is the whole test of merit here.
- Students who are not permanent residents of Puducherry, meaning neither born in the Union Territory nor continuously resident there for five years or more.
- Students not continuing to a recognised institution, since the grant is built around the transition into post-matric study.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity proof and basis of the seeded bank account |
| Caste certificate | Yes | Proving Scheduled Caste status |
| Class 10 mark sheet | Yes | Proves the 65% threshold |
| Residence or nativity certificate | Yes | Issued by revenue officials |
| Bank account details | Yes | Should be Aadhaar-seeded for direct credit |
| Passport size photograph | Yes | Uploaded with the portal application |
| Income certificate | Listed | Part of the standard set, though no income ceiling applies |
| Proof of admission to a recognised institution | Yes | Supports the post-matric purpose of the grant |
The caste certificate and the Class 10 mark sheet do the real work. Both should be scanned clean and legible before the application is opened, because the National Scholarship Portal rejects unreadable uploads without much explanation.
How to apply for the Adhoc Merit Grant
- Register on the National Scholarship Portal. Go to scholarships.gov.in and use the New Registration option, entering information exactly as it appears on your documents. A mismatch between the name on Aadhaar and the name on the mark sheet is the commonest cause of trouble later.
- Note your Student Registration ID. The portal issues it on successful registration, and it is what you log in with from then on.
- Log in and open a Fresh Application. Sign in with the Student Registration ID, and from the welcome page click the Application Form icon.
- Fill in the complete application form, selecting the Puducherry scheme, and upload the caste certificate, Class 10 mark sheet, residence certificate, Aadhaar and bank details.
- Click Final Submit. The application is only lodged at this point; a saved draft is not an application.
- Save the system-generated registration number sent to you on successful submission. Every later status check and every query to the department depends on it.
How to check your application status
- Log in at scholarships.gov.in with your Student Registration ID.
- Open the status view for the application and check which stage it has reached; institute verification, district verification, or state verification.
- If it is stuck at institute level, follow up with the head of your college or institution, because that verification is done by the institution and not by the department.
- For state-level queries, contact the Adi Dravidar Welfare Department, Government of Puducherry, on +91-413-2205871, quoting your registration number.
Why applications for the Adhoc Merit Grant get rejected
- Marks below 65% in the qualifying examination. There is no relaxation published for this threshold.
- Caste certificate not in the student's own name, or issued by an authority other than the competent revenue authority.
- Residence test not met — the student is neither born in Puducherry nor able to show five years of continuous residence.
- Name mismatch between Aadhaar, the mark sheet and the bank account. This is the single most common technical rejection on the National Scholarship Portal.
- Bank account not Aadhaar-seeded, so the credit fails even after sanction.
- Application saved but not finally submitted before the portal window closed.
- Illegible document uploads, particularly photographed mark sheets taken at an angle.
When to apply
The Adi Dravidar Welfare Department does not publish a standing calendar date for this grant. In practice the operative deadline is the National Scholarship Portal window for the academic year, which usually opens after the Class 10 results are declared and closes some months later. A student who has just received a Class 10 result of 65% or more should open scholarships.gov.in and check the current window rather than wait for a separate announcement.
Help and grievance redressal
- Adi Dravidar Welfare Department, Government of Puducherry, phone +91-413-2205871. The department's scheme listing is at adwelfare.py.gov.in/programmes-schemes.
- National Scholarship Portal helpdesk, for technical problems with registration, OTP or uploads, use the helpdesk link on scholarships.gov.in rather than the department, which cannot fix portal-side faults.
- Head of your institution, for anything stuck at the institute verification stage.
Applying is free. No agent or middleman can charge a fee to add a student's name to this list, and no official will ask for an OTP sent to a student's phone.

Frequently asked questions
How much is the Adhoc Merit Grant for Scheduled Caste students in Puducherry?
The grant is a one-time cash award of Rs 1,000. It is paid once, on the strength of the Class 10 result, and is not a recurring monthly or annual scholarship.
What marks are needed for the Adhoc Merit Grant?
A student must have secured 65% or above in the Class 10, matriculation or SSLC board examination. That single mark threshold is the main test of eligibility.
Is there an income limit for this grant?
No. The Adi Dravidar Welfare Department states that the grant is given irrespective of the income limit of the parent or guardian of the student. That makes it unusual among Puducherry welfare scholarships, most of which carry an income ceiling.
Is there an age limit?
No. The grant is given irrespective of the age of the student, so a candidate who cleared Class 10 later than usual is not shut out on age grounds.
Who runs this scheme?
The Adi Dravidar Welfare Department, Government of Puducherry, implements the scheme. Applications are filed through the National Scholarship Portal at scholarships.gov.in.
What is the grant actually meant to be spent on?
The incentive is given to help a Scheduled Caste student meet the initial expenditure at the time of admission to a post-matric course — admission fees, deposits, books and travel in the first weeks, which are the costs that most often stop a student from taking up a place.
Can a student from another state living in Puducherry apply?
Only if the student is a permanent resident of the Union Territory of Puducherry by virtue of birth, or has lived continuously in Puducherry for not less than five years. A short stay for the purpose of study does not meet that test.
Does the student have to continue studying to keep the grant?
The incentive is designed for students who intend to pursue post-matric studies in a recognised university, college or institution, and evidence of that admission is part of the claim. Because it is a one-time payment there is no annual renewal.
