What is the Dr. B.R. Ambedkar Memorial Award to Scheduled Caste Students?

The Dr. B.R. Ambedkar Memorial Award is a merit award of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry. According to the department, the award "is granted to top ranking boy and girl student in each region (Pondicherry, Karaikal and Yanam) who have secured not less than 55% of marks in the aggregate in the Higher secondary Examination", and it carries a cash award of Rs 15,000.

The Adi Dravidar Welfare Department was set up in the union territory to promote the status of Scheduled Caste people and to improve the socio-economic and educational condition of families living below the poverty line. Most of what the department does for students is need-based: scholarships, hostels, fee reimbursement, stipends. This award is different. It is purely a merit award, with no income limit at all, and it is the department's way of publicly recognising the highest achievers in the community at the end of school.

Because it is regional rather than territory-wide, the award reaches students in Karaikal and Yanam who would rarely top a single combined merit list dominated by the much larger Puducherry region. That regional split is the design feature that matters most in practice.

Who is eligible for the Ambedkar Memorial Award, and who is not?

You can apply if:

  • You belong to a Scheduled Caste and hold a community certificate issued by the competent authority.
  • You have passed the Higher Secondary Examination, Class 12, and scored not less than 55 per cent of marks in the aggregate.
  • You are a native of the union territory of Puducherry, or you have residence of not less than five years in it.
  • You are among the top-ranking Scheduled Caste candidates of your region; Puducherry, Karaikal or Yanam; in that examination year.

You cannot apply if:

  • You do not belong to a Scheduled Caste. The award is confined to Scheduled Caste students; Scheduled Tribe and Other Backward Class students are not eligible under this particular award.
  • Your aggregate is below 55 per cent. The floor is absolute.
  • You cannot show nativity or five years of residence in the union territory. A student studying in Puducherry but resident in Tamil Nadu is not eligible on the strength of the school's location.
  • You are applying on the basis of Class 10 marks, a diploma result or a degree result. The award is tied to the Higher Secondary Examination.
  • You are not the top-ranked boy or girl of your region. Clearing 55 per cent makes you eligible to be considered; it does not entitle you to the award.

That last point is the one students most often misread. Only six awards are made in a normal year — one boy and one girl in each of the three regions, so the practical cut-off in any year is the highest mark in the region, not 55 per cent.

Note also what is not a bar. There is no income limit, so a Scheduled Caste student from a comfortably placed family is fully eligible. And the award does not depend on the student going on to higher education; it recognises the Class 12 result itself.

How much is the award and how is it paid?

The award is a one-time cash award of Rs 15,000. It is credited to the student's own bank account, which is why the department lists a copy of the bank passbook and of the Aadhaar card among the required enclosures.

There is no recurring component, no separate book grant and no hostel element attached to this award. Students who need continuing support should apply separately for the department's post-matric scholarship, for Dr. Ambedkar financial assistance if they enter a professional college, or for the reimbursement of college fees available to the top 20 Scheduled Caste students in professional courses. Winning the memorial award does not disqualify a student from those schemes.

How to apply for the Dr. B.R. Ambedkar Memorial Award

The award runs on paper through the Adi Dravidar Welfare Department. Student applications in this department are routed through the head of the institution.

  1. Wait for the Higher Secondary results and confirm your aggregate. Compute the aggregate percentage the way the mark list states it, and check that it is at least 55 per cent.
  2. Get your community certificate and residence-cum-nativity certificate. Both are issued by the competent revenue authority. If you already hold a community certificate used for school admission, check that it is still in the form the department accepts.
  3. Have your mark list attested. The department specifically asks for a mark list "duly attested", and the head of the institution is the usual attesting authority.
  4. Collect the application form from the Adi Dravidar Welfare Department or from the applications section of adwelfare.py.gov.in, and fill it in.
  5. Attach the enclosures the department lists, proof of identity; caste, income and residence-cum-nativity certificates issued by the competent authority; the attested mark list; and copies of your bank account passbook and Aadhaar card.
  6. Submit through the head of your institution to the Adi Dravidar Welfare Department. Students in Karaikal and Yanam should submit through the departmental office in their region. Take a dated acknowledgement.

How do you check the status of an application?

There is no online status tracker for this award. Follow-up is done at the office.

  • Quote the inward number and date of submission when you enquire at the Adi Dravidar Welfare Department.
  • The department publishes announcements and results on the notice board section of adwelfare.py.gov.in. Selections and lists are put up there rather than sent to each applicant.
  • Once the award is sanctioned, the Rs 15,000 is credited to the account given in the application. Watch the passbook or the bank's SMS alerts.
  • The department also notes that scholarship and award amounts for students are routed through the head of the school or institution where the student studies, so the school office is often the fastest place to get news of a sanction.

Why do applications get rejected, and how do you fix it?

  • Aggregate below 55 per cent. Nothing can be done; the floor is fixed.
  • Not the top-ranked candidate in the region. Also not curable, but check the region under which you were considered, since a student from Karaikal wrongly listed under Puducherry loses the benefit of the regional split.
  • Community certificate in an old or wrong format. Get a fresh certificate from the competent authority rather than submitting a photocopy of a school record.
  • Residence not established for five years. Add a nativity certificate, voter roll entry of the parents and utility bills covering the period.
  • Mark list not attested. Get the head of the institution to attest it and resubmit.
  • Bank account mismatch. Where the name on the passbook does not match the mark list and Aadhaar, correct it at the bank first, the sanction will otherwise fail at payment.
  • Application not routed through the institution. Applications sent directly by the student are commonly returned. Route them through the school or college.

Where do you get help or complain?

  • Contact the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry, at its Puducherry office; students in Karaikal and Yanam should approach the departmental office in their region.
  • Check the department's notice board and orders pages on adwelfare.py.gov.in before travelling, since annual calls and results appear there.
  • An unresolved grievance can be raised on CPGRAMS at pgportal.gov.in against the Government of Puducherry, Adi Dravidar Welfare Department, and tracked with the registration number issued.

No fee is charged for the application form or for processing, and no agent can influence the ranking. Report any demand for money to the department directly.

Frequently asked questions

How much is the Dr. B.R. Ambedkar Memorial Award in Puducherry?

The award is Rs 15,000 as a one-time cash award. According to the Adi Dravidar Welfare Department, it goes to the top-ranking boy student and the top-ranking girl student in each region.

What marks are needed for the Ambedkar Memorial Award?

A student must have secured not less than 55 per cent of marks in the aggregate in the Higher Secondary Examination. Meeting 55 per cent is the threshold; the award itself goes to the highest ranked candidate in the region, so the effective cut-off in a given year is usually far higher.

Which regions does the award cover?

The award covers three regions — Puducherry, Karaikal and Yanam — with one boy and one girl selected in each. That gives six awards in a normal year.

Is there an income limit for this award?

No. The department states expressly that there is no income limit for the Dr. B.R. Ambedkar Memorial Award, which distinguishes it from the department's scholarship schemes.

Can a student from a private school apply?

Yes, provided the student is a Scheduled Caste student who satisfies the residence and marks conditions. The department routes scholarship and award applications through the head of the institution where the student studies, whether it is a government or a recognised private school.

Does the award have to be applied for, or is it automatic?

It has to be applied for. Ranking is not picked up automatically from the board results; the student must submit the application with an attested mark list, community certificate and residence certificate.

What other help does the department give Scheduled Caste students?

The department runs pre-matric and post-matric scholarships, a retention scholarship for Scheduled Caste girl students, opportunity cost to parents of girl students, an ad hoc merit grant, Dr. Ambedkar financial assistance for students in professional colleges, reimbursement of college fees for the top 20 professional-course students, boys' and girls' hostels, and a stipend for trainees in technical training institutions.
