Financial Assistance for Marriage of Poor Scheduled Caste Brides, Puducherry
Puducherry state government scheme
Financial Assistance for Marriage of Poor Scheduled Caste Brides pays Rs 15,000 per marriage to poor Scheduled Caste parents in Puducherry, for up to two daughters. The parent's annual income must not exceed Rs 2,00,000, the bride must be 18 and the groom 21, and the application must be filed 30 days before the wedding or within 60 days after it.
What is the Financial Assistance for Marriage of Poor Scheduled Caste Brides?
Financial Assistance for Marriage of Poor Scheduled Caste Brides is a scheme of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry. The department states the objective as providing financial assistance to poor Scheduled Caste parents for performing the marriage of their daughters, and sets the benefit at Rs 15,000 in each case for the marriage of their two daughters.
The scheme addresses a specific pressure point. A wedding in a poor household is often financed by borrowing at high interest, and the debt outlasts the ceremony by years. Rs 15,000 does not cover a wedding, but it is designed to reduce the size of that borrowing and is paid directly to the parent or guardian rather than routed through any intermediary.
A note on the figure
Some aggregator websites quote Rs 50,000 for this scheme. The Government of Puducherry's own published scheme note for "Financial Assistance for marriage of poor S.C. brides" states Rs 15,000 in each case, and that is the figure used throughout this guide. If the amount has been revised upward, the revision will appear in a government order on adwelfare.py.gov.in: confirm the current rate at the departmental office before you plan around it.
Who is eligible for the marriage assistance?
The department publishes eight conditions.
You can apply if:
- The annual income of the parent or guardian does not exceed Rs 2,00,000.
- No financial assistance has been received from other sources for the same marriage.
- The parent or guardian of the bride is a citizen of India and a native of Puducherry.
- The marriage is performed in accordance with the law.
- It is the bride's first marriage, assistance is provided for the first marriage alone.
- You are claiming for a first or second daughter, the assistance is available only for two daughters in a family.
- The bride has attained 18 years and the bridegroom has attained 21 years.
- The application is submitted 30 days prior to the date of marriage, and within 60 days from the date of performance of the marriage.
You cannot apply if:
- The parent or guardian is not an Indian citizen or not a native of Puducherry.
- Annual income exceeds Rs 2,00,000.
- You have already received the benefit for two daughters.
- The bride is under 18 or the bridegroom is under 21. This is not merely a scheme condition; it tracks the legal minimum ages for marriage.
- It is a second or subsequent marriage for the bride.
- Assistance for the same marriage has been received from another source.
- The application arrives more than 60 days after the marriage was performed.
The timing rule is the one that catches most families. The department's wording sets a pre-marriage window of 30 days and a post-marriage window of 60 days. Applying in the pre-marriage window is the safer course, because it lets the department raise queries while there is still time to answer them.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Proof of identity | Yes | Named first in the department's list |
| Caste certificate | Yes | From the competent Revenue authority |
| Income certificate | Yes | Annual income within Rs 2,00,000 |
| Residence-cum-nativity certificate | Yes | Nativity of Puducherry |
| First-time marriage certificate | Yes | From an MP, MLA, Municipal Commissioner or Commune Panchayat |
| Age proof of bride and bridegroom | Yes | 18 and 21 years respectively |
| Marriage registration or invitation | Yes | The marriage must be performed in accordance with law |
| Bank account passbook | Yes | For crediting the assistance |
The first-time marriage certificate is the unusual item. The department names four possible issuing authorities. A Member of Parliament, a Member of the Legislative Assembly, the Commissioner of the Municipality, or the Commune Panchayat, so a family that cannot reach one can approach another.
How to apply for the marriage assistance
- Start at least 30 days before the wedding. Obtain the caste certificate, income certificate and residence-cum-nativity certificate from the Revenue authorities; these are the slowest documents.
- Obtain the first-time marriage certificate from an MP, MLA, the Commissioner of the Municipality or the Commune Panchayat.
- Collect the application form. The Adi Dravidar Welfare Department publishes an Integrated Application for 5 schemes for download on adwelfare.py.gov.in, and forms are available at the departmental office at Thattanchavady, Puducherry - 605 009.
- Complete the form with the bride's and bridegroom's details, ages, and the date of marriage, and declare that no assistance has been received from any other source.
- Attach the enclosures โ identity proof, caste, income and residence-cum-nativity certificates, the first-time marriage certificate, age proofs and a copy of the bank passbook.
- Submit the application to the Adi Dravidar Welfare Department, 30 days before the wedding, and take an acknowledgement. If the wedding has already taken place, submit within 60 days of the date of marriage.
- Follow up with the department after the marriage, carrying evidence that the marriage was performed, so that the sanction can be released.
Applicants in Karaikal, Mahe and Yanam should submit through the departmental office or the regional administration in their region.
How to check the status of your application
There is no public online tracker for this scheme. Follow up at the Adi Dravidar Welfare Department office at Thattanchavady with your acknowledgement, or with the Deputy Director handling the section. The department publishes region-specific orders on adwelfare.py.gov.in under titles such as "AWD (Sect.) - Grant of Financial Assistance for marriage of poor SC Brides in Puducherry region", which are worth checking to see whether a sanction batch covering your case has issued.
Common reasons an application is rejected
- Filed too late; more than 60 days after the marriage was performed.
- Income certificate above Rs 2,00,000 a year.
- Bride under 18 or bridegroom under 21 on the date of marriage.
- No first-time marriage certificate, or one issued by an authority other than the four the department names.
- Third daughter. The benefit stops at two daughters per family, and the department checks its own sanction records.
- Assistance already received from another source for the same marriage, for example, under the Department of Women and Child Development's grant of financial assistance for the performance of marriage of poor brides. A family should claim under one scheme, not both.
- Marriage not performed in accordance with law, or not evidenced by registration.
