Financial Assistance to Scheduled Castes for Funeral Rites, Puducherry
Puducherry state government scheme
Financial Assistance to Scheduled Castes for Funeral Rites is an Adi Dravidar Welfare Department, Puducherry scheme that pays a one-time cash grant of Rs 10,000 to a close relative of a deceased Scheduled Caste person whose annual family income is up to Rs 2,00,000. Applications are filed at the department with the death certificate.
What is the Financial Assistance to Scheduled Castes for Funeral Rites scheme?
Financial Assistance to Scheduled Castes for Funeral Rites is a welfare scheme of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry. The scheme gives a bereaved Scheduled Caste family a single cash payment so that the cost of the funeral does not push the household into debt in the days immediately after a death.
According to the Adi Dravidar Welfare Department's own scheme page, the assistance is Rs 10,000 in cash. The scheme runs on the Financial Assistance to Scheduled Castes for Funeral Rites Rules, 1982, published on the Government of Puducherry portal. Those original rules fixed the grant at Rs 3,000 with an income ceiling of Rs 24,000 a year; both figures have since been raised, and the department published a notice titled "Revision of quantum of financial assistance to perform funeral rites" dated 23 February 2023.
The stated objective in the rules is direct: to provide financial assistance for performing the funeral rites of poor Scheduled Caste family members "in order to get rid of the immediate hardship". It is not a pension, not an insurance payout, and not linked to the cause of death. Any death in an eligible Scheduled Caste family qualifies, whether by illness, accident or old age.
The scheme runs in all four regions of the Union Territory; Puducherry, Karaikal, Mahe and Yanam. In Tamil the department is commonly referred to as the Adi Dravidar Nalath Thurai, and residents often ask for this grant simply as the "funeral assistance" or ithukadan udhavi at the welfare office counter.
Who is eligible for the Puducherry funeral rites assistance?
You can claim the grant if:
- You are a close relative of the deceased; typically the spouse, son, daughter, parent or sibling who actually bore the funeral cost.
- Both you and the deceased belong to a Scheduled Caste recognised in the Union Territory of Puducherry.
- Your annual family income does not exceed Rs 2,00,000.
- The family of the deceased belongs to the Union Territory of Puducherry by nativity, or by continuous residence of five years.
You are not eligible and cannot apply if:
- Neither the deceased nor the claimant is from a Scheduled Caste. Non-SC families must look at other Puducherry schemes instead.
- The annual family income of the household is above Rs 2,00,000.
- The family neither is native to Puducherry nor has completed five years of continuous residence in the Union Territory.
- You are a distant acquaintance, neighbour or funeral contractor rather than a close relative of the deceased. The grant is paid to the family, not to whoever organised the service.
- A claim for the same death has already been sanctioned to another member of the family. One death draws one grant.
There is no age condition on the deceased and no restriction based on the place of death, provided the family is resident in Puducherry.

How to apply for funeral rites assistance in Puducherry
- Register the death with the municipality or commune panchayat and collect the death certificate. Nothing moves without it.
- Obtain the community certificate and income certificate from the Revenue Department if you do not already hold current copies. The income certificate must show annual family income of Rs 2,00,000 or less.
- Download the funeral rites application form from the "Funeral Rites Related Application Forms" page on adwelfare.py.gov.in, or collect a printed form free of cost from the welfare office.
- Fill in the form with the name of the deceased, the date of death, your relationship to the deceased, the family's community and address, and your bank account details.
- Attach the enclosures — death certificate, community certificate, Aadhaar copies of the deceased and yourself, ration card copy and income certificate.
- Submit the completed application at the Adi Dravidar Welfare and Scheduled Tribes Welfare Department office for the Puducherry region, the sub-office in Karaikal, or the Welfare Officer in Mahe or Yanam.
- Collect the acknowledgement and keep the reference number, because you will quote it when following up.
The department verifies the community status, the income declaration and the family relationship before sanctioning. The grant is then released either as cash at the counter, as the rules describe, or by transfer to the bank account given in the form.
How much does the scheme pay and when?
The scheme pays Rs 10,000 as a single lump sum. There is no instalment structure, no monthly component and no recurring element. Once sanctioned, the amount is released in one go to the applicant who filed the claim.
Because the amount is fixed, there is nothing to negotiate on quantum. What varies is how quickly the sanction is issued, which depends on how complete the enclosures are when the file first reaches the welfare officer and on the availability of funds under the scheme head for the financial year.
How do I check the status of my funeral rites application?
- Note the acknowledgement or file number written on the receipt given to you at the time of submission.
- Visit or telephone the same office where you filed. The Adi Dravidar Welfare Department directorate for Puducherry region, the Karaikal sub-office, or the Welfare Officer at Mahe or Yanam.
- Quote the file number and ask which stage the file is at: verification, sanction, or payment.
- If verification is complete but payment has not been released, ask whether the sanction is waiting for a fund allocation, which is a common reason for delay at the end of a financial year.
Why funeral rites applications get rejected
- Community certificate not produced, or the certificate covers only the applicant and not the deceased. The department requires that both be Scheduled Caste.
- Income certificate showing more than Rs 2,00,000 a year.
- Death not registered, so no death certificate can be attached. Register the death first, even if it is late.
- Residence condition not met, the family is neither native to Puducherry nor able to show five years of continuous residence.
- Relationship not established. Where the ration card does not show the claimant and the deceased in the same household, an additional relationship certificate is usually asked for.
- Duplicate claim by a second relative for the same death.
- Name mismatches between the death certificate, the ration card and the Aadhaar card. Even a spelling difference stalls the file, so correct the documents before submitting rather than after.
Most rejections are document problems rather than eligibility problems, and a rejected file can be resubmitted once the missing paper is obtained.
Where do I complain if the grant is delayed?
- Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Puducherry: 0413-2275681, 0413-2275682 and 0413-2276375.
- Karaikal: through the departmental sub-office, escalating to the Collector, Karaikal.
- Mahe and Yanam: through the Welfare Officer, escalating to the Regional Administrator.
- CPGRAMS, the central public grievance portal at pgportal.gov.in, is linked from the department's own website for written complaints.
No fee is payable at any stage of this application. The form is free, submission is free, and no agent has any role in getting a funeral rites claim sanctioned.

Frequently asked questions
How much money is given for funeral rites of a Scheduled Caste person in Puducherry?
The Adi Dravidar Welfare Department pays Rs 10,000 as a one-time cash grant. The department's own scheme page states the assistance as "Rs 10,000/- (Rupees Ten thousand only) in cash". The original Financial Assistance to Scheduled Castes for Funeral Rites Rules, 1982 set the amount at Rs 3,000, and the department published a revision of the quantum on 23 February 2023.
Who can claim the funeral rites assistance in Puducherry?
A close relative of the deceased can claim it, provided both the applicant and the deceased belong to a Scheduled Caste. The annual family income must not exceed Rs 2,00,000, and the family must belong to the Union Territory of Puducherry by nativity or by five years of continuous residence.
What is the income limit for the Puducherry funeral rites grant?
Rs 2,00,000 a year is the ceiling on annual family income, according to the Adi Dravidar Welfare Department scheme page. The 1982 rules originally set a limit of Rs 24,000, which has since been raised.
Which documents must be attached to the funeral rites application?
Four documents are listed by the department — the death certificate, the Aadhaar card of both the deceased and the applicant, a copy of the ration card, and the community certificate. An income certificate from the Revenue Department is also needed to prove the Rs 2,00,000 income condition.
Can a non-Scheduled Caste family apply for this Puducherry funeral grant?
No. Families who are not Scheduled Caste are not eligible, because the scheme is administered by the Adi Dravidar Welfare Department specifically for Scheduled Caste families. Other communities in Puducherry are served by separate funeral-expense schemes, such as the Perunthalaivar Karma Veerar Kamarajar scheme for differently abled persons and the funeral expense grant for old-age and destitute pensioners.
Is there a time limit for applying after the death?
The department has not published a hard cut-off date, but the grant is designed as immediate relief and offices expect the claim soon after the death. Filing within a few weeks, while the death certificate and community certificate are freshly available, avoids questions about delay.
Where do I apply for funeral rites assistance in Karaikal, Mahe or Yanam?
Applications in Karaikal go to the Adi Dravidar Welfare sub-office there, and in Mahe and Yanam to the Welfare Officer of the Regional Administrator's office. The Puducherry region is served by the directorate on Vazhudavour Road.
