What is the House Construction Subsidy for Scheduled Caste people in Puducherry?

Grant of House Construction Subsidy to Scheduled Caste People is a housing subsidy of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry. The department describes it as "subsidy to poor houseless scheduled caste / Other Economically Backward class people to construct house", implemented as the Bharath Ratna Rajiv Gandhi Housing Scheme for the grant of subsidy for construction of a house to homeless SC and OEBC people.

According to the department's own scheme page, the subsidy amount is Rs 4,00,000, granted in three instalments, with building materials worth Rs 1,00,000 supplied within the first two instalments.

The scheme pairs with a companion programme, Distribution of free house sites to Scheduled Caste / Other Economically Backward Classes, run by the same department. That sequencing matters: many beneficiaries first receive a site under the free house sites programme and then apply for construction subsidy on that site.

How much is paid, and when?

Instalment Amount Released on
First Rs 1,50,000 Possession of a vacant house site
Second Rs 1,50,000 Progress of construction
Third Rs 1,00,000 Further stage of construction
Building materials Worth Rs 1,00,000 Provided within the first two instalments

The staged release is the defining feature of the scheme. Money is not handed over as a lump sum; each tranche follows verified progress on site, which is why the patta document and physical possession of the plot matter so much at the outset.

The department also records that "the number of beneficiaries to be covered every year will be completed according to the physical target earmarked in the action plan". A qualifying application therefore competes for a limited number of sanctions in any financial year.

Who is eligible for the house construction subsidy?

Common conditions for every applicant:

  • Citizen of India.
  • Native or permanent resident of the Union Territory of Puducherry.
  • Does not possess a house.

If you are a Scheduled Caste applicant, you can apply if:

  • You have a house site of at least 450 sq ft on which to build.
  • Your annual income does not exceed Rs 2,00,000.

If you are from an Other Economically Backward Class, you can apply if:

  • You hold a house site granted by the Adi Dravidar Welfare Department.
  • Your annual income does not exceed Rs 24,000.

You cannot apply, or are not eligible, if:

  • You already own a house anywhere. The scheme is for houseless applicants only.
  • You are a Scheduled Caste applicant whose site is smaller than 450 sq ft, or who has no site at all: in that case apply first under the free house sites programme.
  • You are an OEBC applicant whose site was not granted by the Adi Dravidar Welfare Department, for example a plot bought privately.
  • Your income exceeds the ceiling applicable to your category: Rs 2,00,000 for SC and Rs 24,000 for OEBC.
  • You are not a native or permanent resident of the union territory.
  • You cannot produce the original patta document for the site.

What documents are required?

Document Mandatory Notes
Proof of identity Yes Aadhaar or equivalent
Caste certificate Yes From the competent authority in Puducherry
Income certificate Yes Rs 2,00,000 for SC, Rs 24,000 for OEBC
Residence-cum-nativity certificate Yes Native or permanent resident of Puducherry
Original patta document Yes For the house site; 450 sq ft minimum for SC applicants
Declaration of houselessness Yes Core condition of the scheme
Bank passbook copy Yes Instalments are credited to this account

The caste, income and residence-cum-nativity certificates are all issued by the Revenue Department, and obtaining them is usually the longest step in the whole process. Start there rather than at the housing application.

How to apply for the house construction subsidy offline

  1. Visit the Adi Dravidar Welfare and Scheduled Tribes Welfare Department during office hours, the head office at Kamaraj Salai, Thattanchavady, Puducherry 605009, or the Karaikal or Yanam sub-office, and ask for the prescribed house construction subsidy application form, which is also published as a PDF on adwelfare.py.gov.in.
  2. Fill in every mandatory field, including the survey number and area of the house site, the estimated cost of construction and your bank account details, and paste a passport-size photograph where required.
  3. Attach self-attested copies of the identity proof, caste certificate, income certificate and residence-cum-nativity certificate, and carry the original patta document for verification.
  4. Submit the completed form to the concerned authority at the office or sub-office.
  5. Request a receipt or acknowledgement carrying the date and time of submission and a unique identification number where applicable.

How to apply online through the Puducherry e-District portal

  1. Visit the e-District portal of the Government of Puducherry at edistrict.py.gov.in.
  2. Click Login at the top right of the home page, then choose Register a New Membership if you do not already have an account.
  3. On the registration page, fill in the username, password, full name, email address, current address, gender, date of birth and mobile number, agree to the declaration, enter the captcha and click Signup.
  4. Log in with your username and password. The portal then lists the schemes of the Government of Puducherry department-wise.
  5. Select the house construction subsidy scheme under the Adi Dravidar Welfare Department to open its online application form.
  6. Fill in all fields marked with a red asterisk and upload the mandatory documents, self-attested where required.
  7. Tick the declaration that the details given are true and correct, submit the application, and note the application number, which is also sent to your registered mobile number and email.

How to check your application status

Use the Track Application page of the e-District portal at edistrict.py.gov.in/User/TrackApplication.aspx and enter the application number issued when you submitted the form. Offline applicants should follow up at the department office with the acknowledgement, since a paper application does not generate an online tracking number.

For construction that is already sanctioned, the more useful check is instalment status: confirm with the department which stage inspection has been recorded, because the second and third tranches follow verified progress.

Why applications are rejected, and how to fix them

  • No patta, or a patta in another family member's name. The site must be held by the applicant. Get the patta transferred before applying.
  • Site smaller than 450 sq ft for a Scheduled Caste applicant.
  • Income certificate above the ceiling — Rs 2,00,000 for SC, Rs 24,000 for OEBC. A certificate more than a year old is often queried; obtain a fresh one.
  • The applicant already owns a house, which surfaces during field verification.
  • OEBC applicant with a privately purchased site, where the scheme requires a site granted by the department.
  • Annual target exhausted. A correct application may be carried to the next year's action plan rather than rejected outright, so ask the office whether the file is pending or closed.

Key dates and the annual cycle

There is no published last date. Applications are received through the year and sanctioned against the physical target earmarked in the action plan for that financial year, which means applying early in the financial year gives a better chance of being taken up in the same cycle. Once sanctioned, the pace is set by construction itself: the first instalment follows possession of the vacant site, and the remaining two follow stage verification.

Where to raise a grievance

  • Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Kamaraj Salai, Thattanchavady, Puducherry 605009 to phone 0413-2275681, 0413-2275682, 0413-2276375, email adwel.pon@nic.in.
  • Karaikal sub-office; phone 04368-222517.
  • Yanam sub-office, phone 0884-2324680.
  • CPGRAMS at pgportal.gov.in for an escalation.

Application forms are free. No agent can charge you for a sanction, and every rupee of the subsidy is released to the beneficiary's own bank account against verified stages of construction.

Frequently asked questions

How much is the house construction subsidy for SC families in Puducherry?

The subsidy is Rs 4,00,000, released in three instalments — Rs 1,50,000 on possession of a vacant house site, Rs 1,50,000 as the second instalment and Rs 1,00,000 as the third. Building materials worth Rs 1,00,000 are also provided within the first two instalments.

What size of house site is needed to qualify?

A Scheduled Caste applicant must own a house site of at least 450 sq ft on which to build. Without a site in hand, the first instalment, which is paid on possession of a vacant house site, cannot be released.

What is the income limit for the Puducherry house construction subsidy?

The annual income of a Scheduled Caste applicant must not exceed Rs 2,00,000. For an Other Economically Backward Class applicant the ceiling is Rs 24,000 a year.

Can someone who already owns a house apply?

No. The scheme is for houseless people. An applicant who already possesses a house is not eligible, whatever their caste or income.

Can Other Economically Backward Class families get this subsidy?

Yes, but on stricter terms. An OEBC applicant must hold a house site granted by the Adi Dravidar Welfare Department itself and must have annual income not exceeding Rs 24,000.

Can I apply online for the house construction subsidy?

Yes. The scheme is available on the Puducherry e-District portal at edistrict.py.gov.in after registering a new membership, and applications can also be filed offline at the department office.

What is the scheme officially called?

The department describes it as the Bharath Ratna Rajiv Gandhi Housing Scheme for the grant of subsidy for construction of a house to homeless SC/OEBC people, listed under Programmes and Schemes as Grant of House Construction Subsidy to Scheduled Caste people.

How many families are covered each year?

The department notes that the number of beneficiaries covered every year is determined by the physical target earmarked in the action plan, so sanction is limited by the annual target rather than by demand.
