Award of Pre-Matric Scholarship to Other Economically Backward Class (OEBC) Students
Puducherry state government scheme
Award of Pre-Matric Scholarship to Other Economically Backward Class students is a Puducherry School Education scheme paying Rs 50 a month in Classes 6 to 8 and Rs 75 a month in Classes 9 and 10, for 10 months, to OEBC students whose family income is within Rs 75,000 a year. Apply through your school head.
What is the OEBC pre-matric scholarship in Puducherry?
Award of Pre-Matric Scholarship to Other Economically Backward Class (OEBC) Students is a scheme of the Directorate of School Education, Union Territory of Puducherry. It is designed to extend financial assistance to OEBC students and so to reduce the risk of dropouts caused by financial constraints, and it covers students in Classes 6 to 10.
"Other Economically Backward Class" is a Puducherry-specific classification. It covers households that are poor but that do not fall within the Scheduled Caste, Scheduled Tribe or notified Backward Class categories, and which therefore fall outside the reservation-linked welfare schemes. Without a scheme of this kind those families sit in a gap. This scholarship is the department's answer to that gap at the school stage.
The amounts are deliberately modest, because the scheme is designed to defray recurring costs, a bus fare, notebooks, a uniform repair; rather than to fund education outright.
How much is the scholarship?
| Class | Rate per month | Rate per year |
|---|---|---|
| Classes 6 to 8 | Rs 50 | Rs 500 |
| Classes 9 and 10 | Rs 75 | Rs 750 |
The scholarship is paid for ten months in an academic year, which is how the monthly rate translates into the annual figure. The amount is disbursed directly into the Aadhaar-seeded bank account of the applicant through Direct Benefit Transfer (DBT) and the Public Financial Management System (PFMS).
Who is eligible for the OEBC pre-matric scholarship?
A student can apply if:
- The student is a citizen of India.
- The student is a native of the Union Territory of Puducherry by birth, or by continuous residence for not less than five years.
- The student is studying in Class 6 to Class 10.
- The student has secured promotion to the next higher class.
- The student belongs to the Other Economically Backward Class (OEBC).
- The family income does not exceed Rs 75,000 per annum.
Who is not eligible:
- Students who do not belong to the OEBC category. Scheduled Caste students are covered by the Adi Dravidar Welfare Department's own pre-matric scholarships, which run in parallel with this one.
- Families with annual income above Rs 75,000.
- Students below Class 6 or above Class 10. The scheme is pre-matric by definition, and Classes 11 and 12 are served by the Puducherry State Post-Matric Scholarship Scheme instead.
- Students who have not secured promotion to the next higher class.
- Students who are neither native to Puducherry nor continuously resident there for five years or more.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Nativity, citizenship or residential certificate | Yes | Must be issued by a Revenue Department officer not below Deputy Tahsildar rank |
| Income certificate | Yes | Family income not above Rs 75,000 a year |
| Birth certificate | Yes | Establishes date of birth |
| Aadhaar card | Yes | Must match the bank account for DBT |
| Stamp-sized photograph | Yes | Affixed to the form |
| Public Information Certificate (PIC) | Yes | Listed among the department's required documents |
| Secondary School Leaving Certificate | If applicable | Where the student has completed Class 10 |
| Bank account details | Yes | Account must be Aadhaar-seeded |
The rank of the officer issuing the nativity certificate matters more here than families expect. The department specifies not below the rank of a Deputy Tahsildar, and a certificate from a village administrative officer or a municipal clerk, however genuine, will be sent back.
How to apply for the OEBC pre-matric scholarship
- Take a print of the prescribed application form. The form is the department's standard pre-matric scholarship format.
- Fill in all mandatory fields, paste the stamp-sized photograph, signed across where required, and attach self-attested copies of all mandatory documents.
- Submit the completed form to the head of your school. The student's route into this scheme runs through the institution, not through a counter at the Directorate.
- The head of the institution forwards the applications to the Directorate of School Education, which the department currently does through Google Forms.
- Keep a photocopy of the submitted form and its enclosures, together with a note of the date it was handed in, since the school is where any later query will start.
Applications for several Puducherry School Education scholarships can also be lodged through the Puducherry e-District portal at edistrict.py.gov.in, where a citizen registers a new membership, logs in, chooses the scheme department-wise, uploads the documents and receives an application number for tracking. Ask the head of your school which route is being used for the current academic year before filing twice.
How to check the status of the application
- Start with the head of your school, who holds the record of what was forwarded to the Directorate and when.
- If the application went through the e-District portal, log in at edistrict.py.gov.in and use the application number issued on submission to track it.
- Confirm with your bank that the account is Aadhaar-seeded, because a sanctioned scholarship that cannot reach the account will simply not appear.
- For departmental queries, the Directorate of School Education, Puducherry publishes its section contacts at schooledn.py.gov.in.
Why OEBC pre-matric scholarship applications fail
- Income certificate above Rs 75,000, or an income certificate that has lapsed. Most states treat these as valid for a limited period.
- Nativity certificate issued by an officer below Deputy Tahsildar rank.
- Not promoted to the next higher class, which breaks a stated eligibility condition.
- Bank account not Aadhaar-seeded, so the DBT credit fails after sanction.
- Name mismatch between Aadhaar, the school record and the bank account.
- Application handed to a class teacher rather than lodged with the head of the institution, so it never reaches the Directorate.
- Residence test not met: neither born in Puducherry nor resident there continuously for five years.
Help and grievance redressal
- Head of your school — the first point of contact, and the person who forwards and tracks the application.
- Directorate of School Education, Puducherry; schooledn.py.gov.in, for departmental circulars, the citizen's charter and section contact details.
- Puducherry e-District portal, edistrict.py.gov.in, for applications lodged online and for tracking them by application number.
There is no fee to apply and no agent is involved. A family asked to pay to have a child's name included in a scholarship list should report it to the head of the institution.

Students in Classes 6 to 8 receive Rs 50 per month, which is Rs 500 a year, and students in Classes 9 and 10 receive Rs 75 per month, which is Rs 750 a year. The scholarship is paid for ten months in an academic year.
What is the income limit for the OEBC pre-matric scholarship?
The family income of the applicant should not exceed Rs 75,000 per annum. That ceiling is the same across several Puducherry School Education scholarships, including the state post-matric scholarship.
How do I apply for the OEBC pre-matric scholarship in Puducherry?
Apply through the head of your school, who forwards the application to the Directorate of School Education. The scholarship is also available on the Puducherry e-District portal at edistrict.py.gov.in.
What documents are needed for the OEBC pre-matric scholarship?
A nativity, citizenship or residential certificate from an officer not below the rank of a Deputy Tahsildar, an income certificate showing family income up to Rs 75,000, a birth certificate, an Aadhaar-seeded bank account, a stamp-sized photograph and a Public Information Certificate.
Which classes are covered?
Classes 6 to 10. The scheme is a pre-matric scholarship, so it stops at the end of Class 10, after which the Puducherry State Post-Matric Scholarship takes over for Classes 11 and 12.
How is the scholarship paid?
The amount is disbursed directly into the Aadhaar-seeded bank account of the applicant through Direct Benefit Transfer and the Public Financial Management System. There is no cash or cheque payment.
Where do I submit the application?
To the head of your school. The heads of institutions then send the applications on to the Directorate of School Education. A student does not approach the Directorate directly.
Does the student have to be promoted to stay eligible?
Yes. The applicant should have secured promotion to the next higher class. A student repeating a year does not meet that condition.
Who can issue the nativity or residence certificate?
An officer of the Revenue Department not below the rank of a Deputy Tahsildar. A certificate issued by any lower authority will not be accepted with the application.
Can a student from outside Puducherry apply?
Only if the student is a native of the Union Territory of Puducherry by birth, or has been continuously resident in Puducherry for not less than five years. Temporary residence for study does not satisfy this test.
