Award of Puduvai Kalaimamani
Puducherry state government scheme
Award of Puduvai Kalaimamani honours 34 eminent scholars and artistes every year with a cash purse of Rs 50,000, a certificate and a memento. The Directorate of Art and Culture, Puducherry accepts offline applications from artistes aged 30 and above who are natives of Puducherry or have lived there for 5 continuous years, after a newspaper advertisement.
What is the Award of Puduvai Kalaimamani?
Award of Puduvai Kalaimamani is the Government of Puducherry's principal recognition for artistes and scholars, administered by the Directorate of Art and Culture. The award carries a cash purse of Rs 50,000, a certificate and a memento, and is conferred on 34 awardees each year across eight disciplines in Tamil, Telugu and Malayalam.
The scheme was first established by G.O. Ms. No. 34 dated 2 July 1996 of the Chief Secretariat (Education and Culture), Puducherry. Over the years it went through six amendments, which; as the Government itself noted, made the scheme hard for the public to follow. The whole thing was therefore codified afresh in G.O. Ms. No. 02, dated 6 December 2025, published in La Gazette de l'État on 12 December 2025. That codified scheme supersedes all previous amendments and is the operative document today.
The award's stated purpose is to recognise and honour eminent scholars and artistes for outstanding contributions in literature, music, drama, dance, painting and sculpture, folk and martial arts, oratory and photography, film and documentary film, and in doing so to preserve cultural heritage, promote the regional languages and support artistes professionally and economically.
Key features
- Cash purse of Rs 50,000, with a certificate and memento.
- 34 awards a year.
- Eight fields, with 4 awardees each, plus 2 rotational awards for Karaikal, Mahe and Yanam.
- Minimum age 30 years.
- Nativity or 5 years of continuous residence in Puducherry.
- Selection by a Committee chaired by the Minister for Art and Culture.
Who is eligible for the Puduvai Kalaimamani award?
You can apply if:
- You are a resident of Puducherry, either by birth or by continuous residence for not less than 5 years preceding the date of submission.
- Your age is not less than 30 years on the date of submission.
- You are an artiste, the scheme's own word — in one of the recognised fields.
- You have professionally rendered yeomen services for the enrichment of the traditional arts.
- Your performance shows lasting contribution, popularity and merit in Tamil literature, music, dance, drama, folk or martial arts, painting or sculpture, oratory in literature, or film, photography and documentary film.
You cannot apply if:
- You are under 30 on the date of submission.
- Your connection with Puducherry is shorter than 5 years and you were not born there.
- You have already been given a similar award by another government or organisation such as a university. The awards page of the Directorate states this expressly, and it disqualifies the application.
- You are seeking the award in a second discipline. An artiste popular in various disciplines can be conferred the award for one discipline only, so a previous Kalaimamani cannot collect another in a different field.
- You are applying outside the announced window. Applications must reach the Director on or before the last date of receipt stated in the advertisement.
Where all conditions are equally met, the Directorate's published note says preference is given to age and to longevity in Puducherry.
How many awards are there, and in which fields?
Schedule II of the codified scheme fixes the annual list:
| Field | Awardees per year |
|---|---|
| Literature | 4 |
| Music | 4 |
| Dance | 4 |
| Drama | 4 |
| Painting / Sculpture | 4 |
| Orator (Literature) | 4 |
| Photography / Film / Documentary film | 4 |
| Folk / Martial arts | 4 |
| Special allotment for Karaikal, Mahe and Yanam, on rotation | 2 |
| Total | 34 |
Schedule III fixes the reward: a cash purse of Rs 50,000 and a certificate with memento for every field.
How to apply for the Award of Puduvai Kalaimamani
The Directorate of Art and Culture invites applications by advertisement. The process set out in Clause 5 of the codified scheme is:
- Watch for the advertisement. The Directorate publishes it in the newspapers. Application forms are also uploaded on art.py.gov.in, where artistes can view and download them.
- Get the prescribed form. Visit the office of the Department of Art and Culture during office hours and ask the staff entrusted with issuing and collecting applications for a hard copy of Form I (English) or Form II (Tamil), or download the same forms from the departmental website.
- Fill in every mandatory field and attach the documents. Self-attest the copies. Include evidence of your work, publications, performance records, press notices, catalogues, citations, because the Selection Committee judges lasting contribution, popularity, experience, recognition and merit.
- Attach the proof certificate from the Revenue Department. The scheme names this specifically: a proof certificate issued by the Revenue Department, Puducherry, establishing nativity or residence.
- Submit to the Director on or before the last date. Deliver the completed application to the Director, Directorate of Art and Culture, No. 1, Rue Romain Rolland, Puducherry - 605001, on or before the last date of receipt stated in the advertisement.
- Request an acknowledgement. Ask the receiving authority for a receipt or acknowledgement of the application.
How is the selection made?
- The Director of Art and Culture verifies the applications and the documents furnished, and forwards them to the Selection Committee.
- The Selection Committee is chaired by the Minister for Art and Culture, with the Secretary to Government (Art and Culture) as member, two experts nominated by the Government in each field, and the Director of Art and Culture as Member-Secretary. The Committee is notified within 30 days of the scheme's notification, and nominated members serve a three-year tenure.
- The Committee selects on the basis of lasting contribution, popularity, experience, recognition and merit in the respective discipline.
- The Member-Secretary prepares a field-wise selection list and submits it to the Government for approval.
- Details of field-wise awardees are uploaded on art.py.gov.in, and a separate register of awardees is maintained by the department.
The Committee may reject an application it considers invalid or insufficient, and the scheme states that applicants have no right of appeal against its recommendation.
Why are applications rejected?
- Filed after the last date in the advertisement. The Directorate works to a fixed receipt date, not a rolling window.
- No Revenue Department proof certificate. A ration card alone does not satisfy Clause 5(iii); the scheme names the Revenue Department certificate.
- Age below 30 on the submission date.
- A similar award already received from another government or a university.
- Thin evidence of achievement. The Committee assesses lasting contribution, not enthusiasm. Applications with no publications, performance record or press documentation rarely progress.
- Applying in a second discipline after already holding the award.
- Incomplete form. Missing mandatory fields or unsigned photographs are returned at the counter.
What dates should I watch?
There is no fixed calendar date published for the award. The cycle runs from the newspaper advertisement issued by the Directorate of Art and Culture, which states the last date of receipt of applications. Applications outside that window are not entertained. The scheme itself came into force on the date of its publication in the Official Gazette, 12 December 2025, and the Selection Committee was to be notified within 30 days of that date.
How do I raise a query or grievance?
- The Director, Department of Art and Culture, No. 1, Romain Rolland Street, Puducherry - 605001, phone +91-413-2336203 and +91-413-2349716, email art@py.gov.in.
- Karaikal: Office of the Assistant Library and Information Officer, 93, Masdhan Palli Street, Karaikal - 609602, +91-4368-221472.
- Mahe: Government Public Library, Mahe - 673310, +91-490-2332222.
- Yanam: Government Public Library, High School Road, Yanam - 533464, +91-884-2321243.
- Interpretation of the scheme: any doubt is referred to the Secretary to Government (Art and Culture), Puducherry, whose decision is final and binding.
- Central portal: pgportal.gov.in.
Note that the Government has reserved the right under Clause 9 to amend, modify, supersede or nullify any clause of the scheme without notice, so check art.py.gov.in before each cycle.
How to check your Puduvai Kalaimamani application status
The Puduvai Kalaimamani award has no online tracking dashboard and no application-ID lookup on art.py.gov.in. Because the whole process runs offline through a single annual advertisement, an applicant has to follow up through the Directorate rather than a portal. Here is how that actually works.
- Keep the acknowledgement you were told to collect at submission. The codified scheme asks applicants to obtain a receipt or acknowledgement when they hand in Form I or Form II at the Directorate. This slip, not any online reference number, is the only proof you have that your application was received, so quote it in any follow-up call or letter.
- There is no interim status to check. Once the Director verifies applications and forwards them to the Selection Committee, the file moves entirely inside government channels. The scheme does not provide for applicant-level updates while the Committee deliberates, so there is nothing to "track" between submission and the final announcement.
- Watch art.py.gov.in for the field-wise selection list. The scheme requires the department to upload details of the awardees, field by field, on the departmental website once the Government approves the Committee's recommendation. This published list is the actual outcome of your application, positive or otherwise, since only selected names are notified.
- Call the Directorate for anything more specific. For a genuine query on a submitted application, contact the Director, Department of Art and Culture, on +91-413-2336203 or +91-413-2349716, or write to art@py.gov.in. Applicants based in Karaikal, Mahe or Yanam can instead approach the local library office listed for their region, since applications from those areas are routed through those offices.
- Use the central grievance portal only as a last resort. If you get no response through the Directorate's own numbers, pgportal.gov.in is the channel the scheme points to for escalation, though it is meant for grievances rather than routine status queries.
- Do not expect a rejection letter. The scheme gives the Committee the power to reject an application it finds invalid or insufficient, and states there is no right of appeal against its recommendation. In practice this means silence, your name simply not appearing on the published list, is the only signal a rejected applicant receives, which is another reason to keep checking art.py.gov.in after the advertised cycle closes.
