Awarding of Tamil Mamani, Telugu Ratna and Malayala Ratna
Puducherry state government scheme
Awarding of Tamil Mamani, Telugu Ratna and Malayala Ratna is the Puducherry Arts and Culture Department's literary honour for authors in the three languages, historically carrying a cash award of Rs 75,000 across 14 awards. A scheme codified on 6 December 2025 folded these titles into the Puduvai Kalaimamani framework, which pays Rs 50,000 to 34 awardees a year.
What is the Tamil Mamani, Telugu Ratna and Malayala Ratna award?
Awarding of Tamil Mamani, Telugu Ratna and Malayala Ratna is a literary honour of the Directorate of Art and Culture, Government of Puducherry. The scheme recognises authors and writers who have published books of high repute in poetry, prose, and research articles in literature and grammar in Tamil, Telugu and Malayalam, the three languages that Puducherry's four regions speak.
The titles reflect the Union Territory's unusual geography. Puducherry and Karaikal are Tamil-speaking, Mahe is Malayalam-speaking and Yanam is Telugu-speaking, so a single literary award in one language would have left two of the four regions unrecognised. Tamil Mamani, Telugu Ratna and Malayala Ratna were created to honour scholarship in each.
Under the structure documented before December 2025 the award carried a cash award of Rs 75,000, with 6 Tamil Mamani awards, 4 Malayala Ratna awards and 4 Telugu Ratna awards each year, and required the applicant to be 60 years or above.
That structure has been superseded. The Government of Puducherry codified the whole award framework through G.O. Ms. No. 02, dated 6 December 2025, published in La Gazette de l'État on 12 December 2025. The codified scheme is titled "Award of Puduvai Kalaimamani to the Eminent Scholars / Artistes in Tamil, Telugu and Malayalam languages in the Union territory of Puducherry", and it expressly supersedes all previous amendments. The Directorate's current awards page similarly lists a single "Awarding of Kalaimamani Award" covering Kalaimamani, Malayala Ratna and Telugu Ratna together with a cash component of Rs 50,000.
Readers searching for "Tamil Mamani award Puducherry" should therefore expect to apply under the Kalaimamani framework, and should confirm the current title and amount with the Directorate before filing.
Who is eligible for the Tamil Mamani, Telugu Ratna or Malayala Ratna award?
You can apply if:
- You are an author or writer in Tamil, Telugu or Malayalam.
- You have published books of high repute in poetry, prose, or research articles in literature and grammar in your language.
- You participate in literary and research activity.
- You are a native of Puducherry, or have resided in Puducherry continuously for 5 years.
- You meet the age condition. The earlier structure for these titles required 60 years or above; the codified scheme now in force sets the floor at not less than 30 years on the date of submission.
You cannot apply if:
- You have already been given a similar award by another government or by an organisation such as a university. This is an express exclusion.
- Your residence in Puducherry is shorter than 5 years and you were not born there.
- You have no published body of work. Manuscripts and unpublished writing do not satisfy the condition of published books of high repute.
- You are applying for a second time in a discipline for which the award has already been conferred on you, the codified scheme allows the award in one discipline only.
- You file after the last date stated in the Directorate's advertisement.
What does the award carry?
- Under the earlier structure: a cash award of Rs 75,000, with 6 Tamil Mamani, 4 Malayala Ratna and 4 Telugu Ratna awards — 14 in all.
- Under the codified 2025 scheme: a cash purse of Rs 50,000 with a certificate and a memento, for 34 awardees a year across eight fields including Literature and Orator (Literature), with 2 awards allotted on rotation to Karaikal, Mahe and Yanam.
The change is not a reduction in the value of literary recognition so much as a consolidation: the number of awards rose sharply while the individual purse was harmonised across all disciplines. Confirm which structure applies to the cycle you are entering, because the Government has reserved the right to amend the scheme without notice.
How to apply for the award
Applications are accepted offline only.
- Watch for the Directorate's advertisement. The Department of Art and Culture publishes the call in the newspapers and uploads the forms to art.py.gov.in.
- Obtain the prescribed form. Visit the Department of Art and Culture during office hours and request a hard copy from the staff entrusted with issuing and collecting applications, or download the application form published on the departmental website.
- Fill in every mandatory field. Paste a passport-size photograph, sign across it if required, and complete the details of your published works, including titles, publishers and years.
- Attach the supporting documents. Self-attested copies of published books or their title and publication pages, evidence of literary and research participation, age proof, and the proof certificate issued by the Revenue Department, Puducherry.
- Submit to the Directorate. Deliver the duly filled and signed application with the documents to the Superintendent or the Director, Department of Art and Culture, No. 1, Romain Rolland Street, Puducherry - 605001, on or before the last date of receipt.
- Take an acknowledgement. Ask for a receipt showing the date and time of submission and a unique identification number where one is issued.
How is the selection made?
Selection is by a Selection Committee constituted by the Government. Under the codified scheme the Committee is chaired by the Minister for Art and Culture, with the Secretary to Government (Art and Culture), two experts nominated by the Government in each field, and the Director of Art and Culture as Member-Secretary.
The Director first verifies applications and documents, then forwards them to the Committee, which assesses lasting contribution, popularity, experience, recognition and merit. The Member-Secretary prepares a field-wise list for Government approval. The Committee may reject an application it considers invalid or insufficient, and applicants have no right of appeal against its recommendation.
Why are applications rejected?
- A similar award already held. Check this before applying; it is the clearest disqualifier in the scheme.
- No Revenue Department proof certificate. The scheme names this document specifically.
- Published work not documented. List every book with publisher and year, and attach copies of the title pages.
- Late submission. The last date in the advertisement is firm.
- Age condition not met for the cycle you are applying in to 60 under the older structure, 30 under the codified scheme.
- Applying under a superseded title. Ask the Directorate which award head is open in the current cycle before you fill a form downloaded from an old page.
What dates matter?
There is no fixed annual calendar date. The cycle is driven by the newspaper advertisement of the Directorate of Art and Culture, which announces the last date of receipt. The governing scheme came into force on 12 December 2025, the date of its publication in the Official Gazette, and the Selection Committee was to be notified within 30 days of that date.
