What is the 5% Additional Capital Investment Subsidy for Karaikal?

The 5% Additional Capital Investment Subsidy to Karaikal Region is a component of the umbrella scheme "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries", administered by the Department of Industrial Development (Industries and Commerce), Union Territory of Puducherry. Local listings often shorten the umbrella scheme to MESIFAI.

Karaikal is one of the four geographically separate regions of the Union Territory, an enclave surrounded by Tamil Nadu roughly 130 kilometres south of Puducherry town. It has never attracted industrial investment at the same rate as the Puducherry region, and this component is the government's direct answer to that gap: a unit that sets up in Karaikal rather than elsewhere in the Union Territory gets 5 percentage points more capital subsidy than it otherwise would.

Because the component is a top-up rather than a standalone payment, the department publishes it as a set of final blended rates:

Category of unit in Karaikal Rate Maximum
SC, ST and women entrepreneurs 30% Rs 30,00,000
IT industries 25% Rs 25,00,000
Small and micro thrust area enterprises 40% Rs 35,00,000
Medium and large thrust area enterprises 25% Rs 25,00,000
Priority industries announced by Government and set up in Karaikal 25% on land, building and plant and machinery Rs 40,00,000

The priority industry line is the only one in the table computed on the full fixed asset block; land, building and plant and machinery together, and it carries the highest ceiling under the component at Rs 40,00,000.

Who is eligible for the Karaikal additional subsidy?

Units that can claim:

  • Any industrial unit located in the Karaikal region of the Union Territory of Puducherry.
  • SC, ST and women entrepreneurs in Karaikal, at 30% up to Rs 30,00,000.
  • IT industries in Karaikal, at 25% up to Rs 25,00,000.
  • Thrust area enterprises in Karaikal: small and micro at 40% up to Rs 35,00,000, medium and large at 25% up to Rs 25,00,000.
  • Priority industries announced by the Government and set up in Karaikal district, at 25% on fixed assets up to Rs 40,00,000.

Who is not eligible:

  • Units located outside Karaikal. A unit in Puducherry, Mahe or Yanam cannot claim this component. It remains free to claim the general capital investment subsidy components that operate across the whole Union Territory.
  • Private individuals seeking a personal payment. This is an enterprise incentive against documented capital expenditure; individuals cannot apply for a household or welfare benefit under it.
  • Units claiming the SC, ST or women rate on partial ownership. Across the Motivation of Entrepreneurs components the enhanced category rates apply only where the unit is fully owned by the claimed category, which for a partnership or a private limited company means every partner, shareholder and director.
  • Units filing beyond the one-year window, unless the delay is condoned.
  • Claims resting on second-hand machinery, which is not eligible investment.
  • Investment already subsidised by the Central Government, a State Government or another agency. The umbrella scheme does not allow two subsidies on the same investment.

How to apply for the Karaikal additional capital investment subsidy

  1. Download the prescribed common application form for subsidies from industry.py.gov.in/common-application-subsidies. One form set covers the several components of the Motivation of Entrepreneurs scheme, so tick the Karaikal additional capital investment subsidy component clearly and state the category rate being claimed.
  2. Complete every mandatory field, including the Karaikal address of the unit, the date of commencement of production, the enterprise classification, and a head-wise break-up of the investment claimed.
  3. Attach self-attested copies of all mandatory documents, in particular the registered land document showing the Karaikal site, the chartered accountant's certificate of investment, the DSTE consent orders and the notary affidavit.
  4. Submit the duly filled and signed application with enclosures to the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, or through the Assistant Director's office at the Rural Industrial Estate, Kottucherry, Karaikal.
  5. Obtain a receipt or acknowledgement carrying the date and time of submission and a unique identification number, and keep it safe.

What happens after you file?

The Directorate of Industries scrutinises the claim on merit and works out the quantum admissible. The file then goes before the State Level Committee, which examines the merits of each case, decides whether the unit qualifies, and recommends the amount payable. Sanction follows.

The subsidy is released in single or multiple instalments depending on the availability of funds in the year of sanction, so a Karaikal unit should plan its cash flow on the assumption that the money may arrive in tranches rather than in one payment.

How is the subsidy paid out?

  • Financed units — the amount is disbursed through the financial institution or bank only, and is adjusted against the loan availed, or applied to creating additional fixed assets or working capital. "Financial institution" here includes PIPDIC or any other government corporation, and scheduled banks including co-operative banks.
  • Self-financed units, the amount is disbursed directly to the entrepreneur or the unit.

How to check the status of your claim

  1. Keep the unique identification number printed on your acknowledgement.
  2. Call the Assistant Director, Industries and Commerce, Rural Industrial Estate, Kottucherry, Karaikal, on +91-4368-265438, and ask whether the file is under scrutiny, awaiting inspection, or listed before the State Level Committee.
  3. Escalate to the Directorate of Industries and Commerce, Thattanchavady, on +91-413-2248476, 2248168 or 2248320 if the Karaikal office cannot trace the file.
  4. If the unit is bank-financed, ask the branch separately when the sanctioned amount is credited against the loan account.

Why Karaikal claims fail

  • The site is not actually in Karaikal, or the registered address on the EM Part-II shows a different region from the land document.
  • The enhanced SC, ST or women rate claimed on partial ownership. A firm with one qualifying partner and two others does not meet the test.
  • The wrong category rate applied, for example a unit claiming the 40% thrust area rate when its product is not in the notified thrust area list, or claiming the priority industry rate when the industry has not been announced as a priority industry by the Government.
  • Filing beyond one year of commencing regular production, or of completing expansion, diversification or modernisation.
  • Second-hand machinery in the claim.
  • Investment figures that do not reconcile between invoices, the balance sheet and the chartered accountant's certificate.
  • The same investment already subsidised by another government scheme.

Grievance redressal

Complaints about delay or rejection are taken up through the Industries and Commerce Department's grievance redressal mechanism at industry.py.gov.in/grievance-redressal-mechanism. Beyond that, the Director of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, and the Secretary to Government (Industries and Commerce) at the Chief Secretariat, Puducherry 605001, phone +91-413-2336115, are the escalation points.

The prescribed application form is free. No consultant or agent has any special standing before the State Level Committee, and no payment is required to have a Karaikal claim listed for consideration.

Frequently asked questions

What extra subsidy do industrial units in Karaikal get?

Units in the Karaikal region receive 5 additional percentage points on the existing capital investment subsidy rates. In practice that works out to 30% up to Rs 30,00,000 for SC, ST and women entrepreneurs, 25% up to Rs 25,00,000 for IT industries, 40% up to Rs 35,00,000 for small and micro thrust area enterprises, and 25% up to Rs 25,00,000 for medium and large thrust area enterprises.

What do priority industries in Karaikal get?

Priority industries announced by the Government and set up in Karaikal district are eligible for subsidy at 25% on fixed assets — land, building and plant and machinery — subject to a maximum of Rs 40,00,000. This is the highest ceiling under the Karaikal component.

Can a unit outside Karaikal claim this additional subsidy?

No. The component is region-specific. A unit in the Puducherry, Mahe or Yanam region is not eligible for the Karaikal top-up, though it can still claim the standard capital investment subsidy components that apply across the Union Territory.

Is this a separate subsidy or a top-up on an existing one?

It is a top-up. The component adds 5 percentage points to the subsidy rates a Karaikal unit would otherwise receive, which is why the benefit is expressed as final blended rates rather than as a standalone payment.

Where should a Karaikal unit file its claim?

The claim is filed offline on the prescribed common subsidy application form available from the Directorate of Industries and Commerce, Puducherry. The Assistant Director's office at the Rural Industrial Estate, Kottucherry, Karaikal, phone +91-4368-265438, is the local point of contact.

What is the deadline for filing?

A new unit must file within one year from the date of obtaining its Entrepreneurs Memorandum Part-II, permanent registration or commencement of production certificate. An existing unit must file within one year of completing expansion, diversification or modernisation.

Is second-hand machinery covered?

Second-hand machinery is not treated as eligible investment under the Motivation of Entrepreneurs subsidy components. Where a claim involves it at all, the unit must file an affidavit stating that no subsidy has been availed for it from the Central Government or any State or Union Territory.

Can an individual apply for a personal payment under this scheme?

No. This is an enterprise incentive claimed by a registered industrial unit against documented capital expenditure in Karaikal. There is no household or welfare component and an individual cannot apply for a personal benefit.
