"Capital Investment Subsidy: SC/ST/Women Entrepreneurs" Component of the "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries" Scheme
Puducherry state government scheme
Capital Investment Subsidy for SC/ST/Women Entrepreneurs is a component of Puducherry's Motivation of Entrepreneurs scheme that pays 25 per cent of the investment made in land, building, plant and machinery, subject to a maximum of Rs 25,00,000. The unit must be fully owned by the category and give at least 60 per cent of its jobs to Puducherry people.
What is the Capital Investment Subsidy for SC/ST/Women Entrepreneurs?
Capital Investment Subsidy: SC/ST/Women Entrepreneurs is a component of the scheme "Motivation of Entrepreneurs to start Industries and Fiscal Assistance to Industries", run by the Department of Industrial Development (Industries and Commerce), Union Territory of Puducherry. It is the union territory's main capital incentive for industrial units set up by Scheduled Caste, Scheduled Tribe and women entrepreneurs.
The component pays a capital investment subsidy at 25 per cent of the investment made in land, building, plant and machinery, subject to a maximum of Rs 25,00,000. Where a general-category unit would receive the ordinary rate under the same parent scheme, units fully owned by SC, ST or women entrepreneurs are assessed at this enhanced 25 per cent rate.
The scheme's structure is visible in the government orders that operate it. G.O.Rt.No.29/Ind&Com/T1/2017, issued by the Directorate of Industries and Commerce (Secretariat Wing), Puducherry, sanctions expenditure "towards payment of second and final instalment of 25% Capital Investment Subsidy" to four units "on the investment made on land, building, plant and machinery under the Scheme 'Motivation of Entrepreneurs to start Industries and Fiscal Assistance to Industries'". That order also records that the grant of 25 per cent capital investment subsidy to the woman entrepreneurs concerned was "as recommended by State Level Committee in the meeting held on 18/01/2017 and subject to the conditions as prescribed in the G.O.Ms.2/2012-Ind.A. dated 07.05.2012" of the Department of Industrial Development.
Four operational facts follow from those orders, and they are the ones that most affect an applicant:
- The subsidy is released in instalments, not as a lump sum. The 2017 order is expressly a second-and-final instalment sanction.
- A State Level Committee recommends each case before it is sanctioned.
- Release is subject to inspection. The order states that release "is subject to inspection of the units by the official of the Department of Industries and Commerce, Puducherry to ensure the functioning of the Unit."
- Beneficiary names are published. The order directs that "the name of the beneficiaries with details will be uploaded / displayed in department website."
The order also shows the payment mechanism in practice: in the annexed cases the subsidy was routed through the financing bank by ECS, rather than always paid directly to the entrepreneur.
Who is eligible for the SC/ST/women capital investment subsidy?
A unit can apply if:
- It is a micro or small manufacturing enterprise located in the Union Territory of Puducherry. The Puducherry, Karaikal, Mahe or Yanam regions.
- It is fully owned by the eligible category. This is the defining condition. In the SC/ST/women category, investments are considered only in respect of industrial units fully owned by the respective category and by women entrepreneurs. A unit in which an SC, ST or woman partner holds a share alongside a general-category partner does not satisfy a "fully owned" test.
- It has made the qualifying investment in land, building, plant and machinery, and can document each head.
- It provides at least 60 per cent of its total employment strength to people of the Union Territory of Puducherry.
- It has commenced commercial production and is functioning at the time of inspection.
- It meets the conditions prescribed in G.O.Ms.No.2/2012-Ind.A dated 7 May 2012, which is the governing order for the component.
You cannot apply, or are not eligible, if:
- Your unit is not fully owned by SC, ST or women entrepreneurs. Mixed ownership takes the case out of this component; such a unit is assessed under the general capital investment subsidy component of the same parent scheme instead.
- Your unit is not located in Puducherry, or is located there only nominally with production elsewhere.
- Your unit is not functioning at the time of departmental inspection. A unit that has closed, or never started commercial production, will not have subsidy released however large the investment on paper.
- Your unit does not meet the 60 per cent local employment condition.
- You are seeking subsidy on items outside land, building, plant and machinery: working capital, raw material, vehicles, preliminary expenses and pre-operative expenses do not form part of the eligible investment base.
- You are an individual seeking a personal benefit rather than an industrial unit. This is an industrial incentive, not a welfare payment.
Puducherry extends related concessions to the same categories in other forms, for example, women, SC, ST and differently abled entrepreneurs are required to pay only 50 per cent of the premium lease amount for industrial land, but those are separate benefits with their own procedures.
How much is the subsidy and how is it calculated?
The subsidy is 25 per cent of the eligible investment in land, building, plant and machinery, capped at Rs 25,00,000.
| Eligible investment in land, building, plant and machinery | 25% of investment | Subsidy payable |
|---|---|---|
| Rs 20,00,000 | Rs 5,00,000 | Rs 5,00,000 |
| Rs 50,44,000 | Rs 12,61,000 | Rs 12,61,000 |
| Rs 75,00,000 | Rs 18,75,000 | Rs 18,75,000 |
| Rs 1,00,00,000 | Rs 25,00,000 | Rs 25,00,000 |
| Rs 1,50,00,000 | Rs 37,50,000 | Rs 25,00,000 (capped) |
The second row is not hypothetical. G.O.Rt.No.29/Ind&Com/T1/2017 records a Puducherry unit with plant and machinery investment of Rs 50,44,000, total eligible investment of Rs 50,44,000, subsidy eligible at 25 per cent of Rs 12,61,000, of which Rs 4,16,000 had been released as the first instalment and Rs 8,45,000 was sanctioned as the second and final instalment, payable through the entrepreneur's bank by ECS. That case is a useful illustration of both the arithmetic and the two-instalment release pattern.
The ceiling of Rs 25 lakh is reached at an eligible investment of Rs 1 crore. Investment beyond that attracts no additional subsidy under this component.

How to apply for the capital investment subsidy
- Commence commercial production first. The subsidy attaches to investment already made in a functioning unit, so an application before production starts is premature.
- Obtain the prescribed application form from the Department of Industries and Commerce. Applications under this component are accepted offline in the prescribed form; there is no online submission route.
- Establish full ownership by the eligible category. Attach the caste certificate for SC or ST applicants, or the constitution documents proving the unit is fully owned by women entrepreneurs. Mixed ownership is the most frequent cause of a case failing at the threshold.
- Compile the investment file under the three sanctioned heads β land, building, and plant and machinery, with deeds, completion documents, machinery invoices and payment proof, supported by a chartered accountant's certified statement of fixed assets.
- Prepare the employment statement showing the total employment strength of the unit and the number drawn from the Union Territory of Puducherry, demonstrating the 60 per cent condition.
- Submit the complete application to the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605 009, or through the District Industries Centre at the same address, and obtain a dated acknowledgement.
- Cooperate with the departmental inspection. Officials inspect the unit to confirm it is functioning, and release is expressly conditional on that inspection.
- Await the State Level Committee. The committee considers and recommends cases, after which a government order sanctions the expenditure.
- Receive the instalments. The subsidy is released in instalments by ECS, either to the entrepreneur or through the financing bank, depending on how the case is structured.
Units in the outlying regions can lodge the application through the Functional Manager, Rural Industrial Estate, Kottucherry, Karaikal 609 609 on +91-4368-266467; the Assistant Director, Karaikal on +91-4368-265438; or the Technical Officer, Civil Station, Yanam 533 464 on +91-884-2321257. Mahe units approach the Technical Officer's office there.
How do I check the status of my subsidy claim?
There is no self-service tracking portal for this component. Use these routes:
- The Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605 009, on +91-413-2248476, +91-413-2248168 or +91-413-2248320.
- The District Industries Centre on +91-413-2248391, +91-413-2248987 or +91-413-2249392, or by email to dic.pon@nic.in.
- Government order listings on py.gov.in. Sanctions under this scheme are published as government orders naming the beneficiary units, and the department is directed to display beneficiary details on its website. Searching those listings is often the fastest way to confirm that your case has been sanctioned.
Ask specifically at which of the three stages your file sits: departmental verification and inspection, State Level Committee recommendation, or expenditure sanction and drawal.
Why claims get reduced or rejected, and how to fix them
- Ownership not fully within the category. The most common failure. A unit part-owned by a general-category partner does not qualify under this component. Either restructure ownership before investing, or apply under the general capital investment subsidy component instead.
- Investment claimed on ineligible heads. Only land, building, and plant and machinery count. Working capital, raw material, vehicles, and preliminary and pre-operative expenses are excluded. Claiming them inflates the base and slows the whole file.
- Machinery invoices without payment proof. Every invoice must be tied to a bank payment. Cash purchases without a trail are routinely disallowed.
- Unit not functioning at inspection. Release is expressly conditional on the unit functioning. Ensure the unit is operational, staffed and producing on the inspection date.
- Employment condition not met or not evidenced. Maintain a wage register and employment statement showing at least 60 per cent of the total strength are people of the Union Territory of Puducherry.
- Commercial production date not established. Obtain a certificate of commencement of commercial production; the date matters under the governing order.
- Accounts not certified. Have a chartered accountant certify the fixed asset schedule. An uncertified investment claim will not be accepted as the basis for a 25 per cent calculation.
- Second instalment not followed up. Because the subsidy is released in instalments, some units receive the first tranche and never pursue the balance. Track the second and final instalment actively.
What are the key dates?
The scheme operates on the Government of Puducherry's financial year, 1 April to 31 March, and expenditure is debited to the budget head "2851 to Village and Small Industries, 800 Other Expenditure, Motivation of Entrepreneurs to start Industries and Fiscal Assistance to Industries", as recorded in the government orders under the scheme. Sanctions therefore depend on provision being available in the year.
No fixed last date is published for applications. The governing conditions are those in G.O.Ms.No.2/2012-Ind.A dated 7 May 2012, and cases are placed before the State Level Committee as they mature. The practical implication is that an eligible unit should apply as soon as it has commenced commercial production and can document its investment, rather than waiting for a notification.
How do I raise a grievance?
- Begin with the General Manager, District Industries Centre, Thattanchavady, Puducherry 605 009, on +91-413-2248987 or +91-413-2248391.
- Escalate to the Director of Industries and Commerce, Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605 009, on +91-413-2248476, +91-413-2248168 or +91-413-2248320.
- Escalate to the Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605 001, on +91-413-2336115.
- Written grievances can be emailed to dic.pon@nic.in. The department's website carries a Feedback form and an RTI section. Because sanction decisions here rest on a State Level Committee recommendation, an RTI application is the most effective way to obtain the recorded reasons where a claim is reduced or declined.
No fee is payable for applying, and no consultant or intermediary is authorised to charge a percentage of the subsidy for securing a sanction.
