What is the Cash Incentive to Wards of ESM in Puducherry?

The Cash Incentive to Wards of ESM, also described as an academic scholarship, is a monthly education payment made by the Department of Sainik Welfare, Government of Puducherry from the Armed Forces Flag Day Fund (AFFDF) to the children of registered ex-servicemen and widows of ex-servicemen who are pursuing higher education.

Scheme listings for the incentive record a figure of Rs 1,000 per month for a ward in higher education, payable to academically progressing children, with the application to be submitted within three months of the results. The Department's current published Flag Day Fund schedule frames the same support as reimbursement of tuition fees to the wards of ex-servicemen and widows at serial 14, with monthly rates by course:

Course Monthly rate
School Rs 1,500
Military or Sainik school Rs 2,500
School for special children Rs 3,000
Diploma in polytechnic Rs 1,000
NDA or IMA Rs 2,500
Bachelor degree Rs 1,500
Master degree Rs 2,000
Professional course (MBBS, BE, BTech) Rs 2,500

The Rs 1,000 monthly figure in circulation matches the polytechnic diploma rate in the current schedule. Rates under the Armed Forces Flag Day Fund are revised periodically by the Managing Committee of the Armed Forces Flag Day Fund for the Union Territory, and the schedule published by the Department of Sainik Welfare, Puducherry is the current authority. A family should therefore ask the Zila Sainik Welfare Office for the rate applicable to the ward's actual course before assuming a figure.

The Department applies the schedule as an amount or the actual cost of fee, whichever is less, so the monthly rate is a ceiling rather than a guaranteed payment where fees are lower.

Who is eligible for the academic scholarship?

Your ward can receive the incentive if:

  • You are an ex-serviceman or the widow of an ex-serviceman registered with the Department of Sainik Welfare, Government of Puducherry. The Department's note is explicit that all its schemes are applicable only to those registered with it.
  • You are unemployed or a non-income-tax assessee, which is the condition the Department attaches to the educational assistance block.
  • The ward is studying in a government recognised institution.
  • The ward is not availing any other reimbursement of tuition fees and is not in receipt of any other academic scholarship.
  • The claim covers not more than two children of the same ex-serviceman or widow.
  • The ward is not repeating the same class.

You are not eligible and cannot apply if:

  • You are not registered with the Puducherry department. An ex-servicemen identity card issued elsewhere does not create a claim on the Puducherry Flag Day Fund.
  • You are re-employed as regular or deemed-regular staff in a government department, a public sector undertaking or a private organisation, or you are a self-employed income tax assessee. This exclusion runs across the Department's financial assistance except the specially marked items.
  • The ward is drawing another academic scholarship. A Puducherry post-matric scholarship, a national scholarship or a Kendriya Sainik Board education grant, for the same period.
  • The ward is repeating the class, so the year does not qualify.
  • You are claiming for a third or later child.
  • You are serving defence personnel rather than an ex-serviceman.

How to apply for the Cash Incentive to Wards of ESM

  1. Confirm your registration with the Department of Sainik Welfare, Government of Puducherry. An ex-serviceman who settled in the Union Territory after discharge is not automatically on its rolls. Register at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013, with the discharge book, the Pension Payment Order where one exists, proof of residence in the Puducherry, Karaikal, Mahe or Yanam region, and photographs.
  2. Collect the common educational assistance application form from the Department's office, or download it from the Armed Forces Flag Day Fund page at sainik.py.gov.in. One form covers serials 12 to 14 of the schedule and is processed alongside Book Allowance and Uniform Allowance.
  3. Have the head of the institution certify the form, stating the course, the academic year and that the institution is government recognised. Where fees are collected as a single lump sum, the Department requires a certificate showing the breakdown of fees, clearly indicating the category, signed by the head of the institution.
  4. Attach the documents โ€” the ex-servicemen identity card or discharge book, fee receipts, the mark statement, the declaration that no other academic scholarship is drawn, and a copy of the bank passbook.
  5. Submit the application in person at the Zila Sainik Welfare Office within three months of the results or of successful completion of the course, and take a dated acknowledgement.
  6. Track the application using the "Track Your Application" link on sainik.py.gov.in, or by following up at the same office with the acknowledgement number.

How and when the money is paid

The incentive is calculated on a monthly rate but is settled in arrears, after the year or course is successfully completed and the fee receipts are produced. Families sometimes expect a monthly credit through the academic year; in practice the Department reimburses the eligible months together once the claim is sanctioned.

Payment goes to the bank account recorded on the application. Because the whole educational block is processed on one form, a ward in a bachelor degree course who qualifies will normally see the monthly educational support alongside Book Allowance of Rs 3,500 and Uniform Allowance of Rs 3,000 for the same year.

Why claims are rejected, and how to avoid it

  • The three-month deadline is missed. This is the single most common failure. The window runs from the result or completion date, not from the date the family gets round to applying.
  • Fee receipts are consolidated and no breakdown certificate from the head of institution is attached, which the Department specifically asks for.
  • Another scholarship is being drawn for the same period, which the Department's condition prohibits.
  • The ex-serviceman is re-employed on a regular basis, or is a self-employed income tax assessee, placing the family outside the scope of the assistance.
  • The parent is not registered in Puducherry.
  • The claim is for a third child or covers a repeated class.
  • The rate assumed does not match the course. Applying on the basis of a Rs 1,000 figure found in a listing, when the ward is in a professional course carrying a Rs 2,500 rate: or the reverse; leads to correspondence and delay. Ask the office for the applicable rate before filing.

What else the Department pays a student family

Alongside the monthly educational support, the Puducherry Flag Day Fund schedule pays Book Allowance of Rs 2,500 a year for school, polytechnic diploma or a school for special children, Rs 3,500 for a bachelor degree and Rs 5,000 for a master degree or professional course, and Uniform Allowance of Rs 2,500 a year at school level and Rs 3,000 for other courses.

For merit, the Department pays lump sum academic grants of Rs 20,000, Rs 18,000 and Rs 15,000 for the top three positions in class X, Rs 25,000, Rs 22,000 and Rs 20,000 in class XII and Rs 30,000 for a university gold medal, and sports grants of Rs 50,000 or Rs 75,000 for national or international achievement in an event organised by a government approved body.

For ex-servicemen seeking work after discharge, the same schedule reimburses up to Rs 10,000 for learning to drive an LMV or HMV, up to Rs 30,000 for a B.Ed, B.P.Ed or TTC, and up to Rs 15,000 for a short-term course such as ITI, typewriting, accountancy, book-keeping, tailoring or computer training at a government recognised institution, all for unemployed ex-servicemen within three years of discharge.

The Union Territory separately reserves 1 per cent of seats in government recognised medical colleges through CENTAC and 3 per cent in all other government recognised higher educational institutions for wards of registered ex-servicemen and widows and of serving defence personnel who are natives of Puducherry, subject to five continuous years of study in a Puducherry school or college.

Where to raise a grievance

Questions and complaints about the academic scholarship go to the Department of Sainik Welfare, Government of Puducherry on +91-413-2253107 or by email at sainik.pon@nic.in. The Department's office is at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013. Carry the acknowledgement issued at submission along with the original fee receipts and bonafide certificate.

No fee is charged for the form or for processing, and no agent is required.

How to check your application status

Because the claim is filed offline at the Zila Sainik Welfare Office rather than through a portal-based submission, status checking has two real routes.

  1. Use the "Track Your Application" link on sainik.py.gov.in. The Department of Sainik Welfare, Puducherry publishes this tracker on its site at sainik.py.gov.in. Enter the acknowledgement number given to you at the counter when you submitted the common educational assistance application. The tracker shows whether the claim is still under scrutiny at the Zila Sainik Welfare Office, has been forwarded for sanction, or has been settled for payment.

  2. Follow up in person or by phone with the acknowledgement number. If the online tracker shows no update, or the ward's family does not have reliable internet access, call the Department on +91-413-2253107, or visit the office at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013, and quote the acknowledgement number and the date of submission. Since the whole educational assistance form covers Book Allowance and Uniform Allowance together with the monthly cash incentive, one status check at the counter usually confirms all three at once.

  3. Watch the bank account tied to the application. Because payment is settled in arrears after the claim is sanctioned, a family that has not received a credit within a reasonable period after checking status as "sanctioned" should go back to the office with the fee receipts and bonafide certificate originals, since a mismatch in the bank passbook copy or a change of account is a common reason a sanctioned claim does not reach the beneficiary on time.

  4. Do not assume no news is bad news. Offline claims processed through a Zila Sainik Welfare Office can take longer during periods when the Managing Committee of the Armed Forces Flag Day Fund is reviewing rates or during year-end claim volume from many families at once. A status check every few weeks with the acknowledgement number in hand, rather than repeated fresh applications, is the correct way to follow up.

Frequently asked questions

How much is the Cash Incentive to Wards of ESM in Puducherry?

Scheme listings for the Cash Incentive to Wards of ESM record Rs 1,000 per month for a ward in higher education. The Department of Sainik Welfare's own current Flag Day Fund schedule sets its monthly educational support at Rs 1,000 for a polytechnic diploma, Rs 1,500 for a bachelor degree, Rs 2,000 for a master degree and Rs 2,500 for a professional course such as MBBS, BE or BTech, so the exact rate for a given course should be confirmed at the Zila Sainik Welfare Office.

Who can claim the academic scholarship?

Wards of ex-servicemen and of widows of ex-servicemen registered with the Department of Sainik Welfare, Puducherry can claim, provided the ward is in higher education at a government recognised institution and is not drawing any other academic scholarship.

When must the application be submitted?

Within three months of the publication of results or of successful completion of the course, along with the fee receipts and mark statement.

How many children of one ex-serviceman can benefit?

Not more than two. The Department's educational assistance conditions cap the benefit at two children and exclude a ward who is repeating the same class.

Can this be claimed with a state or central scholarship?

No. The Department's condition is that the ward must not be in receipt of any other academic scholarship, so a ward drawing a Puducherry post-matric scholarship or a national scholarship for the same period cannot also draw this incentive.

Is there an online application?

No. Armed Forces Flag Day Fund claims in Puducherry are filed offline at the Department of Sainik Welfare with original documents produced for verification, though the Department's website carries a "Track Your Application" link.

Does a re-employed ex-serviceman's ward qualify?

No. The Department excludes ex-servicemen, living spouses and widows who are re-employed as regular or deemed-regular staff in government, PSU or private organisations, and self-employed income tax assessees, from financial assistance other than the specially marked schemes.
