Uniform Allowance to the Wards of Ex-Servicemen/Widows (Sainik Welfare)
Puducherry state government scheme
Uniform Allowance is a Puducherry Sainik Welfare scheme funded by the Armed Forces Flag Day Fund that pays Rs 2,500 a year for a ward at school level and Rs 3,000 a year for a ward in any other course, to children of ex-servicemen and widows registered with the Department. Claims are filed offline within three months of completing the year.
What is the Uniform Allowance for wards of ex-servicemen in Puducherry?
Uniform Allowance is an annual cash grant paid by the Department of Sainik Welfare, Government of Puducherry from the Armed Forces Flag Day Fund (AFFDF) to the wards of ex-servicemen and widows of ex-servicemen registered with the Department. It offsets the recurring cost of school and college uniform sets, shoes and institutional dress requirements, which fall due at the start of every academic year regardless of a family's circumstances.
According to the Department's published Flag Day Fund schedule, the allowance is paid at two rates:
| Level of study | Uniform Allowance |
|---|---|
| School level | Rs 2,500 per year |
| Other courses | Rs 3,000 per year |
The rate structure is deliberately simple. Where the Book Allowance at serial 15 of the same schedule divides into four bands by level of study, the Uniform Allowance recognises only whether the ward is at school or beyond it. A ward in a polytechnic diploma, a bachelor degree, a master degree or a professional course all draw the same Rs 3,000 a year.
Uniform Allowance is the third head in an educational block that the Department processes together. Reimbursement of tuition fees at serial 14 pays monthly rates by course, Book Allowance at serial 15 pays Rs 2,500 to Rs 5,000 a year, and Uniform Allowance at serial 16 follows the table above. The Department uses a common application form for serials 12 to 14 and handles the allowances with it, so a family should not file three separate visits.
The Department of Sainik Welfare acts as the Zila Sainik Welfare Office for the whole Union Territory, the Puducherry, Karaikal, Mahe and Yanam regions, and is the secretariat of the Managing Committee of the Armed Forces Flag Day Fund for Puducherry.
Who is eligible for the Uniform Allowance?
Your ward can receive the Uniform Allowance if:
- You are an ex-serviceman or the widow of an ex-serviceman registered with the Department of Sainik Welfare, Government of Puducherry. The Department's note on the Flag Day Fund page is unambiguous that all schemes are applicable only to those registered with it.
- The ward is studying in a government recognised institution.
- The ward is not in receipt of any other academic scholarship covering the same period, and is not drawing tuition fee reimbursement from another source.
- The claim is for not more than two children of the same ex-serviceman or widow.
- The ward has completed the academic year successfully and is not repeating the class.
You are not eligible and cannot apply if:
- You are registered with a Zila Sainik Board outside Puducherry. Each state and union territory funds its own Flag Day Fund schedule, and a claim lies where the ex-serviceman is registered.
- You are re-employed as regular or deemed-regular staff in a government department, a PSU or a private organisation, or you are a self-employed income tax assessee. This exclusion runs across the Department's financial assistance other than the specially marked items.
- The ward is repeating the same class.
- The ward is already drawing another academic scholarship.
- You are claiming for a third or later child.
- You are serving defence personnel rather than an ex-serviceman. Serving families in Puducherry have their own concessions: reserved seats in higher education and Employment Exchange priority for wives of serving personnel β but not the Flag Day Fund allowances.

How to apply for the Uniform Allowance
- Register with the Department of Sainik Welfare, Puducherry if you have not already done so. Take the discharge book, the Pension Payment Order where one exists, proof of residence in the Puducherry, Karaikal, Mahe or Yanam region, photographs and identity documents to the Department's office at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013. A widow registers on the strength of her late husband's discharge book and PPO with the death certificate.
- Obtain the educational assistance application form, either from the Department's office or from the download links on the Armed Forces Flag Day Fund page at sainik.py.gov.in.
- Have the head of the institution certify the form, confirming the class or course, the academic year and that the institution is government recognised. Where fees are collected in a lump sum, ask for a certificate showing the breakdown of fees signed by the head of the institution, which the Department specifically requires.
- Attach the supporting documents. The ex-servicemen identity card or discharge book, fee receipts, the mark statement, the no-other-scholarship declaration and a copy of the bank passbook.
- Submit the completed application in person at the Zila Sainik Welfare Office within three months of successful completion of the year or course, and collect a dated acknowledgement.
- Follow up at the same office if the amount has not been credited after a few weeks, quoting the acknowledgement number. The Department's website also carries a "Track Your Application" link for applications routed through its online service.
When and how the money reaches you
Uniform Allowance is paid once a year in arrears, after the academic year has been completed, not in advance of the year in which the uniform is bought. It is a flat amount, so a family that spent Rs 4,000 on two uniform sets for a college student receives Rs 3,000 and nothing more, and one that spent less is not asked to refund the difference.
The credit goes to the bank account written on the application. Because the educational block is sanctioned together, a family claiming for a bachelor degree student will typically see tuition fee reimbursement at Rs 1,500 a month, Book Allowance of Rs 3,500 and Uniform Allowance of Rs 3,000 released in the same cycle.
Common reasons a claim fails
- The three-month deadline is missed. The schedule fixes the window as three months after successful completion, and a late claim is hard to revive.
- The parent is not on the Puducherry rolls. An identity card issued by another state's Zila Sainik Board is not enough.
- Fee receipts are consolidated without the head of institution's breakdown certificate.
- The ward draws another scholarship for the same year.
- The claim is a third child's, or covers a repeated class.
- The ex-serviceman is re-employed on a regular basis or is a self-employed income tax assessee, taking the family outside the scope of the assistance.
What else the same office can sanction
The Armed Forces Flag Day Fund schedule for Puducherry runs well beyond uniforms. It includes subsistence allowance of Rs 14,000 a month for Second World War veterans and Rs 12,000 a month for non-pensioner ex-servicemen above 60 below the poverty line and their widows, a festival grant of Rs 5,000 a year, a marriage grant of Rs 50,000 for up to two daughters, a funeral grant of Rs 25,000 on the death of an ex-serviceman and Rs 20,000 on the death of a widow, one-time spectacle, hearing aid and denture grants of Rs 5,000, Rs 25,000 and Rs 40,000, spot assistance of Rs 25,000 after a severe accident, and relief of up to Rs 1,00,000 in a natural calamity.
For students specifically, the Department pays grants to meritorious wards in academics of Rs 20,000, Rs 18,000 and Rs 15,000 for the top three positions in class X, Rs 25,000, Rs 22,000 and Rs 20,000 in class XII, and Rs 30,000 for a university gold medal, and sports grants of Rs 50,000 or Rs 75,000 for achievement at national or international level in an event organised by a government approved body.
The Union Territory's own concessions add reserved seats; 1 per cent in government recognised medical colleges through CENTAC and 3 per cent in all other government recognised higher educational institutions, for wards of registered ex-servicemen and widows and of serving defence personnel who are natives of Puducherry, subject to five continuous years of study in a Puducherry school or college.
Where to raise a grievance
Grievances about a delayed or rejected Uniform Allowance should be taken to the Department of Sainik Welfare, Government of Puducherry on +91-413-2253107 or by email at sainik.pon@nic.in. Carry the acknowledgement issued at submission with the original bonafide certificate and fee receipts.
There is no fee for the form or for processing, and no agent is needed.
How to check your Uniform Allowance application status
Uniform Allowance is claimed offline at the Zila Sainik Welfare Office, so there is no separate online tracking dashboard dedicated to this one allowance. Use whichever of the following matches how you submitted the claim.
- Keep the dated acknowledgement from submission. When the office accepts the application, it should stamp or write a date and, where the claim is logged in a register, an acknowledgement or file number. Quote this number in every follow-up so the clerk can pull the file directly instead of searching by name.
- Use the "Track Your Application" link on the Department's website (sainik.py.gov.in) if the claim was routed through its online service rather than handed in purely on paper. This shows the processing stage for applications the Department has entered into its system, but it does not cover every offline submission, so a claim filed only at the counter may not appear there.
- Call or visit the Department of Sainik Welfare office at 261, Lawspet Main Road, Pakkamudianpet, Puducherry, if the tracking link shows nothing or several weeks have passed with no credit. Because the tuition fee reimbursement, Book Allowance and Uniform Allowance are sanctioned together under the same application, ask about the status of the whole educational block rather than the uniform component alone; the office generally clears all three heads for a ward in one sanction cycle.
- Check the bank account named on the application for the credit itself. Since Uniform Allowance is a flat annual amount paid in arrears, a credit matching Rs 2,500 or Rs 3,000 (or that figure combined with the other educational heads) is the clearest confirmation that the claim has cleared, even if no separate status notice is sent.
- Re-visit in person if the three-month window is close to expiring and there has been no response. Because a late claim is difficult to revive after the deadline, do not wait indefinitely on a phone follow-up; an in-person visit with the acknowledgement in hand gets a faster answer on whether any additional document is pending.
