What is the Vocational Training component in Puducherry?

Vocational Training is the institution-based training component of the Training scheme under Development of Industries, administered by the District Industries Centre of the Directorate of Industries and Commerce, Government of Puducherry. The Directorate's scheme document describes it as training given with stipend "to the educated unemployed youth mainly for women candidates hailing from rural areas and other downtrodden people".

The component is labelled "Institution oriented" in the scheme document, which is the key distinction from In-Plant Training. A Vocational Training candidate learns at a training institution rather than inside a working factory, and the course runs for six months rather than a full year.

The named trades are ones with an immediate self-employment path in Puducherry's towns and villages:

  • Tailoring and Embroidery
  • Beauty Parlour
  • Arts and Design works
  • Other potential trades identified in the demand area

That last clause matters. The trade list is open by design, so the District Industries Centre can notify a trade wherever local demand justifies it rather than being confined to three fixed courses.

Who is eligible for Vocational Training?

You can join if:

  • You are aged 18 to 35 years.
  • You have passed SSLC. The Secondary School Leaving Certificate: as a minimum qualification.
  • You are a native of the Union Territory of Puducherry, or you have been a continuous resident of the Union Territory for at least the past three years.
  • You are among the educated unemployed. The component is directed mainly at women from rural areas and other disadvantaged groups, though the published eligibility clauses do not exclude men.

You are not eligible if:

  • You are under 18 or over 35 years of age.
  • You have not passed SSLC. Candidates without SSLC should look instead at Training in Handicrafts or Training in Coir, where any literate person in the same age band qualifies and the stipend is Rs 4,500 per month.
  • You are neither a native of Puducherry nor a three-year continuous resident of the Union Territory.
  • You have already undergone a similar training under the Central or State Government or any of their agencies.

Separate eligibility rules apply to the trainer, not the trainee. The Directorate's scheme document requires the trainer to hold SSLC and the relevant trade certificate, and to have "sufficient infrastructure and experience on the field". An institution that cannot demonstrate both cannot be empanelled.

How much does Vocational Training pay?

Recipient Head Amount
Trainee Stipend Rs 1,500 per month
Training institution or master Honorarium Rs 300 per trainee per month
Training institution or master Compensation for raw material wastage Rs 150 per trainee per month

Over the six-month course a trainee draws Rs 9,000 in total at the rate recorded in the Directorate's scheme document. This is the lowest stipend of any Puducherry training component; In-Plant Training pays Rs 4,500 to Rs 9,000 a month, and both Training in Handicrafts and Training in Coir pay Rs 4,500 a month.

That gap is worth flagging honestly. The Rs 1,500 figure comes from the Directorate's published scheme document, and it is not repeated on the current dic.py.gov.in Training page, which lists only In-Plant Training, Advanced / High Skill Training and the Entrepreneurship Development Programme. Handicrafts and Coir stipends were revised upward to Rs 4,500 on the live pages. Whether the Vocational Training rate has been similarly revised is not something the published sources settle, so the applicant should confirm the current rate at the District Industries Centre before counting on any figure.

How to apply for Vocational Training in Puducherry

  1. Confirm that the component is open for the current year by calling the District Industries Centre on +91-413-2248391 or checking the Notice Board and News sections of dic.py.gov.in. Vocational Training does not appear on the current Training page, so this step comes first.
  2. Collect the training application form at the District Industries Centre counter, Industrial Estate, Thattanchavady, Puducherry 605009, or download the training application from the relevant page of dic.py.gov.in.
  3. Attach the enclosures, SSLC certificate, nativity or residence certificate, date of birth proof, Aadhaar, bank passbook copy and photographs, with the declaration that you have not taken a similar government-funded training before.
  4. Submit the form at the District Industries Centre. Karaikal candidates submit at the Rural Industrial Estate, Kottucherry 609609; Yanam and Mahe candidates at the Civil Station offices in their regions.
  5. Attend selection and, if selected, report to the empanelled institution on the date notified.
  6. Give your bank details at the institution so the monthly stipend is credited without delay.

How do I check my application status?

There is no online tracker. Call the District Industries Centre on +91-413-2248987, +91-413-2248391 or +91-413-2249392 with the date on which you submitted your form. Karaikal applicants should call +91-4368-266467, Yanam applicants +91-884-2321257 and Mahe applicants +91-490-233235. The general Directorate of Industries and Commerce numbers are +91-413-2248476, 2248168 and 2248320.

Selection lists, where published, appear on the Notice Board and News sections of dic.py.gov.in.

Why do Vocational Training applications get rejected?

  • No SSLC. This component sets a firm Tenth Standard bar, unlike the Handicrafts and Coir components.
  • Residence proof that does not establish three continuous years in the Union Territory for a non-native applicant.
  • Age outside 18 to 35 on the reckoning date.
  • A previous similar government-funded training, which is an express disqualification.
  • Applying to a trade that has not been notified for the current cycle. The trade list is demand-driven, so a course that ran last year may not run this year.
  • Incomplete enclosures, most often the nativity certificate or the bank passbook copy.

What are the alternatives if Vocational Training is not running?

The same District Industries Centre runs several parallel components that accept a similar candidate profile:

  • Training in Handicrafts, six months, no formal qualification needed, Rs 4,500 per month, applications in August, training from December.
  • Training in Coir, six months, literate candidates aged 18 to 35, Rs 4,500 per month.
  • In-Plant Training โ€” one year in a working industry, SSLC and above, Rs 4,500 to Rs 9,000 per month, applications in January, training from July.
  • Entrepreneurship Development Programme, about a week, no age or qualification bar, entire cost met by the government, for anyone in Puducherry who intends to set up their own unit.

For a woman from a rural area who has passed SSLC and wants a self-employment trade, Training in Handicrafts is often the closer match in practice, because it pays three times the recorded Vocational Training stipend for the same six-month duration.

Where do I raise a grievance?

  • District Industries Centre, Industrial Estate, Thattanchavady, Puducherry 605009 to +91-413-2248987, 2248391, 2249392
  • Directorate of Industries and Commerce, same address: +91-413-2248476, 2248168, 2248320
  • Email: dic.pon@nic.in
  • Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605001 to +91-413-2336115

Applying is free. No agent can secure a training seat or a stipend on your behalf, and the stipend is paid directly into the trainee's own bank account.

Frequently asked questions

What trades are covered by Vocational Training in Puducherry?

The Directorate's scheme document names Tailoring and Embroidery, Beauty Parlour, and Arts and Design works, plus other potential trades identified in the demand area. The list is deliberately open so that the District Industries Centre can add trades where local demand exists.

How long is Vocational Training and what is the stipend?

Vocational Training runs for six months. The Directorate's scheme document records a stipend of Rs 1,500 per month to the trainee. Because this is the lowest stipend among the Puducherry training components and the figure is not repeated on the current DIC Training page, confirm the rate at the District Industries Centre before applying.

Who is Vocational Training mainly aimed at?

Vocational Training is aimed mainly at women candidates from rural areas and other disadvantaged groups among the educated unemployed, though the eligibility rules themselves do not bar men.

Where is Vocational Training conducted?

Vocational Training is institution-based, unlike In-Plant Training which is conducted inside a working factory. The trainer must hold SSLC plus a trade certificate and must have adequate infrastructure and field experience.

Does the training institution get paid?

Yes. The Directorate's scheme document records an honorarium of Rs 300 per trainee per month to the institution or master, plus Rs 150 per trainee per month as compensation for wastage of raw materials.

Can I do Vocational Training if I have already done a government skill course?

No. A candidate who has already undergone any similar training under the Central or State Government or their agencies is not eligible, and this is listed as a separate eligibility clause for the component.

Is Vocational Training still running?

Vocational Training appears in the Directorate of Industries and Commerce scheme document but is not among the three components listed on the current dic.py.gov.in Training page, which shows In-Plant Training, Advanced / High Skill Training and the Entrepreneurship Development Programme. Confirm current availability with the District Industries Centre on +91-413-2248391.
