What is Management Training under the Development of Industries Scheme?

Management Training: recorded in the Directorate's scheme document as "Training to Entrepreneurs (Management Training)"; is the one component of the Puducherry Training scheme aimed at people who are already in business rather than at job seekers. The District Industries Centre, under the Directorate of Industries and Commerce, Government of Puducherry, describes its purpose as developing industrial growth by giving management training to entrepreneurs and industrialists or their representatives, so as to improve productivity.

The component is delivered through a dedicated body: the Puducherry Management and Productivity Council. The Council is named in the scheme document as both the training coordinator and the channel through which the subsidy is paid, and it separately receives an annual grant-in-aid from the Government of Puducherry for administration and training.

Subjects covered, as listed by the Directorate:

  • Financial Management
  • Marketing Management
  • Personnel Management
  • Quality Control and Productivity
  • Technical skill development, added by the Council's own objectives

Courses are delivered as management programmes in which lectures are given by faculty drawn from reputed organisations, both government and private, according to the Council's stated method of working.

Who is eligible for Management Training in Puducherry?

You can attend with subsidy if:

  • You are a micro or small scale entrepreneur or industrialist in the Union Territory of Puducherry. The scheme document uses exactly this phrase in defining who the 90 per cent subsidy is given to.
  • Or you are a representative nominated by such an entrepreneur or industrialist, an employee, partner or manager sent in the proprietor's place.
  • Your unit operates in the Union Territory of Puducherry.

You cannot apply if:

  • You are an unemployed individual seeking a personal training stipend. This component pays no stipend and is not an employment scheme. In-Plant Training, Vocational Training and the Entrepreneurship Development Programme are the routes for that.
  • You do not run, or represent, a micro or small enterprise. Large enterprises are outside the stated scope of the subsidy.
  • Your enterprise is not located in the Union Territory of Puducherry.

There is no published age limit and no educational qualification bar for Management Training, which is consistent with it being a business-development measure rather than a youth skilling measure.

How much does the government pay?

The subsidy is 90 per cent of the participation fee. The remaining 10 per cent is borne by the participating entrepreneur or industrialist.

The absolute rupee value therefore depends entirely on the fee for the particular course. The Directorate has not published a ceiling on the subsidy, and the scheme document gives the benefit purely as a percentage. An entrepreneur budgeting for a course should ask the Puducherry Management and Productivity Council for the fee and work the arithmetic from there.

Two further points follow from how the money moves:

  • The subsidy is routed through the Council, not paid to the participant as a reimbursement from the District Industries Centre. The scheme document is explicit that "the subsidy amount will be paid through Puducherry Management and Productivity Council, Puducherry".
  • The Council itself is funded separately. Grant-in-aid is provided every year in the form of administrative and training grant, as requested and approved by the Council's governing board. That grant is institutional support and is not a benefit any individual can claim.

How to apply for Management Training in Puducherry

  1. Contact the Puducherry Management and Productivity Council to find out which management programmes are scheduled, since the Council is the designated training coordinator. The District Industries Centre at +91-413-2248391 can direct you to the Council.
  2. Confirm your enterprise qualifies as a micro or small enterprise located in the Union Territory of Puducherry, and keep your Udyam registration or District Industries Centre registration record ready.
  3. Nominate the participant: yourself, or an employee or representative, with an authorisation letter if you are sending someone in your place.
  4. Register for the course and pay the participation fee as invoiced by the Council.
  5. Claim the 90 per cent subsidy through the Council, enclosing the fee receipt, proof of the unit's status and the enterprise's bank details.
  6. Keep the attendance and completion record issued by the Council, since the subsidy is tied to actual participation in the programme.

How do I check the status of a subsidy claim?

Subsidy claims under this component are tracked offline, through the Puducherry Management and Productivity Council in the first instance, since the Council both runs the course and disburses the money. Where the Council cannot resolve a delay, escalate to the District Industries Centre or the Directorate of Industries and Commerce:

  • District Industries Centre, Industrial Estate, Thattanchavady, Puducherry 605009 to +91-413-2248987, 2248391, 2249392
  • Directorate of Industries and Commerce, same address β€” +91-413-2248476, 2248168, 2248320
  • Email: dic.pon@nic.in

Keep the fee receipt and the Council's confirmation of attendance. Those two documents are what a subsidy claim rests on.

Why do Management Training subsidy claims fail?

  • The participant is not an entrepreneur or a nominated representative. The subsidy is defined by who attends, not by who pays.
  • The unit is not a micro or small enterprise, or is not registered in Puducherry.
  • No fee receipt. Without the actual participation fee evidenced, the 90 per cent cannot be computed.
  • The course was not coordinated by the Puducherry Management and Productivity Council. Because the Council is named in the scheme as the payment channel and the coordinator, a course arranged privately elsewhere sits outside the component.
  • Attendance not completed, which breaks the link between the fee and the benefit.

How does Management Training fit alongside the other components?

Component Who it is for Benefit
In-Plant Training Educated unemployed, 18-35 Rs 4,500 – Rs 9,000 stipend for one year
Advance / High Skill Training Trained or technically qualified, 18-35 Rs 7,500 – Rs 9,000 stipend, fee, travel
Vocational Training Educated unemployed, mainly rural women Six-month institution-based training with stipend
Entrepreneurship Development Programme Anyone in Puducherry intending to start a unit Roughly a week, entire cost met by government
Management Training Existing micro and small entrepreneurs 90 per cent of course participation fee

Management Training sits at the far end of that ladder. A reader who has not yet set up a unit should look at the Entrepreneurship Development Programme first, which has no age limit, no qualification requirement and no fee at all, and only requires the applicant to be a native of Puducherry or a three-year continuous resident.

Where do I raise a grievance?

  • Puducherry Management and Productivity Council, Puducherry. The training coordinator and payment channel
  • District Industries Centre, Industrial Estate, Thattanchavady, Puducherry 605009 to +91-413-2248987, 2248391, 2249392
  • Directorate of Industries and Commerce: +91-413-2248476, 2248168, 2248320
  • Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605001 to +91-413-2336115

The subsidy is a government benefit and no intermediary can charge a commission to arrange it. Deal directly with the Council and with the District Industries Centre.
