What is In-Plant Training under the Puducherry Development of Industries Scheme?

In-Plant Training is the flagship component of the Training scheme run by the District Industries Centre, Directorate of Industries and Commerce, Government of Puducherry. The District Industries Centre describes it as training imparted "to the educated unemployed youth at various industrial establishments in a real time environment", where the trainee "acquires the skill by observing, assisting and learning the job on his own in the plant itself".

The distinguishing feature of In-Plant Training is the venue. The trainee is not placed in a classroom or an institute. The trainee is attached for a full year to an actual working factory or service establishment inside the Union Territory, and learns the trade at the machine. The scheme document filed by the Directorate describes the component as "Industries and Service oriented", which is why service trades such as Computer Application and Lab Technician appear on the notified list alongside workshop trades.

In-Plant Training is funded by the Government of Puducherry, not by a centrally sponsored programme. Both the trainee and the host unit are paid. The trainee receives a monthly stipend, and the host unit receives a monthly amount to cover raw material spoiled during training.

Indicative trades listed by the District Industries Centre:

  • Computer Application
  • Electrician
  • Electronics
  • Composing and Printing
  • Machinist
  • Auto Mechanic
  • Air Conditioning and Refrigeration
  • Lab Technician

Who is eligible for In-Plant Training in Puducherry?

You can join In-Plant Training if:

  • You are aged 18 to 35 years, the band the District Industries Centre applies to all educated unemployed candidates.
  • You have passed a minimum of Tenth Standard (SSLC). Where the notified trade demands more, the higher qualification applies.
  • You are a native of the Union Territory of Puducherry, or you have been a continuous resident of the Union Territory for the past three years. Candidates from all four regions; Puducherry, Karaikal, Mahe and Yanam: are covered.
  • You are unemployed at the time of application.

You are not eligible if:

  • You are under 18 or over 35 years of age.
  • You have not passed SSLC, or you do not hold the specific qualification notified for the trade you want.
  • You are neither a native of Puducherry nor a three-year continuous resident.
  • You have already undergone a similar training under the Central or State Government or any of their agencies. This is stated as a separate eligibility clause in the Directorate's scheme document and is checked at selection.
  • You are already in employment.

No income limit and no community restriction is published for In-Plant Training. The scheme is open on qualification, age and residence alone.

How much does In-Plant Training pay?

Minimum qualification notified for the trade Monthly stipend
SSLC / ITI / Higher Secondary Rs 4,500
Graduate, or 3-year Diploma in Engineering or equivalent Rs 7,500
Degree in Engineering, or Postgraduate in Arts & Science or equivalent Rs 9,000

The rule that catches most applicants out is stated plainly on the District Industries Centre's Training page: the stipend follows the trade, not the candidate. Stipend "will be the same for any notified trade irrespective of the trainee possessing higher qualification". A graduate who joins an Electrician trade notified at ITI level draws Rs 4,500, not Rs 7,500.

One narrow exception is recorded on the same page. A trainee holding a postgraduate qualification in a trade whose minimum requirement is an undergraduate degree is paid Rs 3,000 per month.

Over one full year, a trainee on the top slab draws Rs 1,08,000 and a trainee on the base slab draws Rs 54,000.

Separately, the host industrial unit is paid Rs 300 per trainee per month as compensation for wastage of raw materials during training, according to the current DIC Training page. The older scheme document filed by the Directorate records a ceiling of up to Rs 900 per trainee per month, so the unit should confirm the applicable rate with the District Industries Centre before budgeting.

How to apply for In-Plant Training in Puducherry

  1. Watch for the December advertisement. The District Industries Centre floats the notice in local dailies during December, listing the trades and the number of seats sanctioned for the coming year.
  2. Download the Application Form for In-Plant Training from the Training page of dic.py.gov.in, where it appears as a downloadable document under the In-Plant Training section. The form is also available over the counter at the District Industries Centre.
  3. Assemble the enclosures, SSLC and higher certificates, nativity or residence certificate, date of birth proof, Aadhaar, bank passbook copy and photographs.
  4. Submit the form during January at the District Industries Centre, Industrial Estate, Thattanchavady, Puducherry 605009. Karaikal candidates submit at the Rural Industrial Estate, Kottucherry, Karaikal 609609; Yanam and Mahe candidates at the Civil Station offices in their regions.
  5. Attend the selection and, if selected, accept the trade and host unit allotted to you.
  6. Report at the host establishment in July, when training commences, and confirm your bank details so the monthly stipend starts on time.

The In-Plant Training service is also listed on the National Government Services Portal at services.india.gov.in, which points back to the Puducherry District Industries Centre for the actual submission.

How do I check my In-Plant Training application status?

There is no online status tracker for this component. Track it in one of three ways:

  1. Call the District Industries Centre on +91-413-2248987, +91-413-2248391 or +91-413-2249392, quoting the date on which you submitted your application.
  2. Check the Notice Board and News sections of dic.py.gov.in between the close of applications in late January and the July commencement, where selection lists are posted during the selection season.
  3. Visit the counter at Thattanchavady with your acknowledgement.

Once training starts, stipend queries go to the same office. A missing month is almost always a bank seeding problem rather than a sanction problem, so carry your passbook when you follow up.

Why do In-Plant Training applications get rejected?

  • Submitted outside the January window. Applications are not carried forward to the next cycle.
  • Below SSLC, or short of the specific qualification notified for the trade.
  • Residence proof that does not establish three continuous years in the Union Territory for a non-native applicant.
  • Age above 35 on the reckoning date.
  • A previous government-funded training of a similar nature.
  • Already employed, which defeats the "educated unemployed" test.
  • Incomplete file, most commonly a missing nativity certificate or bank passbook copy.

If the qualification bar is the obstacle, the Training in Handicrafts and Training in Coir components of the sister schemes accept any literate candidate in the same 18 to 35 age band and pay Rs 4,500 per month for six months.

What happens after the one-year training?

In-Plant Training carries no employment guarantee. The District Industries Centre states the purpose as making trainees "acquire better skill in the trade so as to start either their self ventures or to get employment in the established industries". Many trainees are absorbed by the host unit, but that is a matter between the trainee and the unit.

Trainees who want to go further can look at two follow-on routes within the same department. Advanced / High Skill Training is explicitly meant for those who have completed basic training and want advanced training in the same trade, and pays Rs 7,500 or Rs 9,000 per month plus travel and accommodation. The Entrepreneurship Development Programme runs for about a week, has no qualification or age bar, and is aimed at candidates who intend to set up their own unit.
