What is the Incentive for Eye Donors scheme?

Incentive for Eye Donors is a scheme of the Directorate of Social Welfare, Government of Puducherry, that pays Rs 10,000 to the near relative of a person whose eyes were donated and successfully transplanted. The Directorate's stated purpose is twofold: to create public awareness about eye donation, and to recognise the family that agreed to the donation at a difficult moment.

The payment is not compensation for the eyes and it is not a sale. Under Indian law organs and tissue cannot be traded. The Government of Puducherry frames this as an incentive and an acknowledgement, released after the transplantation has actually taken place; not merely after a pledge to donate.

Cornea shortage is the practical problem the scheme addresses. Corneal blindness is treatable, but only if corneas are harvested quickly after death, and families frequently decline in the first hours of bereavement. Puducherry uses a modest cash incentive plus publicity to shift that decision.

Key features

  • One-time incentive of Rs 10,000 per beneficiary.
  • Paid to a close relative of the donor, not to the recipient of the cornea.
  • No income ceiling.
  • Claim window of 90 days from the date of transplantation.
  • Available in all four regions: Puducherry, Karaikal, Mahe and Yanam.

Who is eligible for the eye donation incentive?

You can apply if:

  • You are a close relative of the eye donor. The Directorate's condition is that the person claiming the incentive must be a close relative of the eye donor.
  • You are 18 years of age or above on the date of application.
  • You are a native or resident of the Union Territory of Puducherry for not less than 5 years.
  • The donated eyes have actually been transplanted, and you can produce the certificate from the eye bank or hospital.
  • You file within 90 days after the transplantation.

You cannot apply if:

  • You are the recipient of the transplanted cornea, or a member of the recipient's family. The incentive belongs to the donor's side only.
  • You are under 18. A minor heir cannot claim in his or her own name; an adult close relative must claim.
  • Your residence in Puducherry is shorter than 5 years.
  • Only a pledge was registered and no donation or transplantation followed. Pledge cards alone do not create a claim.
  • More than 90 days have passed since the transplantation. This is the single hardest condition in the scheme.

There is no income test, so a family in comfortable circumstances is not excluded. Equally, an income certificate is not something you need to chase.

How much is the incentive and how is it paid?

Incentive for Eye Donors pays Rs 10,000 per beneficiary. The amount is a one-time payment linked to a single donation, and it is released to the claiming close relative after the Directorate verifies the transplantation certificate, the death certificate and the relationship.

Payment is made into the claimant's bank account. Because it is a Direct Benefit Transfer, the account must be live, correctly named and Aadhaar-seeded. Where several relatives could claim, the department settles the claim of the near relative who applies with complete documentation — it does not split the amount across the family.

How to apply for the Incentive for Eye Donors

You can apply offline at the Social Welfare office for your region, or online through the Puducherry e-District portal.

  1. Get the application form. Visit the Directorate of Social Welfare or the Social Welfare sub-office for your region during office hours and ask for the prescribed format, or download it from socwelfare.py.gov.in, where the form for the incentive for eye donation is published as a PDF.
  2. Fill it in and attach the proof. Complete every mandatory field, paste a passport-size photograph, and attach self-attested copies of the eye donation and transplantation certificate, the donor's death certificate, proof of your relationship, residence proof of 5 years, Aadhaar and bank passbook.
  3. Submit to the authority for your region. In Puducherry, submit to the Deputy Director, Differently Abled Section, Directorate of Social Welfare. In Karaikal, to the Assistant Director at the Social Welfare sub-office. In Mahe and Yanam, to the Welfare Officer in charge of the sub-office.
  4. Take an acknowledgement. Ask for a receipt with the date and time of submission and a reference number where one is issued. This proves you filed inside the 90-day window even if the file moves slowly afterwards.
  5. Or apply online instead. Go to edistrict.py.gov.in, click Login, then Register a New Membership, and create an account with your name, address, date of birth, mobile number and email. Log in, pick the Social Welfare Department from the department-wise scheme list, open the scheme, fill the form, upload the scanned documents, tick the declaration and submit. Note the application number that appears on screen and arrives by SMS.

How do I check the status of my claim?

  • Online applications can be tracked on the e-District portal's Track Your Application page at edistrict.py.gov.in using the application number sent to your registered mobile number or email.
  • Offline applications are followed up at the office where you filed. Call the Directorate of Social Welfare on +91-413-2205871 or +91-413-2205872 with your acknowledgement number.
  • If the sanction is issued but the money has not arrived, the Directorate names the escalation points itself: the Director, Directorate of Social Welfare, Saradhambal Nagar, Ellaipillaichavady for Puducherry region; the Collector for Karaikal; and the Regional Administrator for Mahe and Yanam.

Why are eye donor incentive claims rejected?

  • Filed after 90 days. The most frequent cause. Families deal with the funeral, the paperwork drifts, and the window closes. Start the claim in the first fortnight.
  • No transplantation certificate. A harvesting receipt from the eye bank is not the same as proof that the cornea was transplanted. Ask the eye bank specifically for a transplantation certificate.
  • Relationship not documented. A verbal claim of being a close relative is not enough. Produce a ration card carrying both names or a Revenue Department certificate.
  • Residence shorter than 5 years, or unprovable. A recent ration card does not establish 5 years of residence. Use an older electoral roll entry or ask the Revenue Department for a residence certificate stating the period.
  • Claimant is a minor. Have an adult close relative apply instead.
  • Bank details wrong. A closed account or a name mismatch bounces the transfer, and re-issue takes weeks.

Are there any deadlines to remember?

Yes, and it is the defining feature of this scheme: 90 days from the date of transplantation. There is no annual window and no last date in the calendar sense; applications are received through the year, but each individual claim expires 90 days after the transplant. Fix the date on the transplantation certificate as your clock, not the date of death.

How do I raise a grievance?

  • Directorate of Social Welfare, No. 1, Saradhambal Nagar, Ellaipillaichavady, Puducherry - 605005, phone +91-413-2205871 and +91-413-2205872, email socwel@py.gov.in.
  • Public Grievances Redressal Officer of the Directorate, on +91-413-2205871.
  • Regional escalation: the Collector, Karaikal, or the Regional Administrator, Mahe or Yanam.
  • Central portal: pgportal.gov.in, quoting your acknowledgement or e-District application number.
