What is the stipend for differently abled vocational trainees in Puducherry?

Grant of Stipend to the Differently Abled Trainees of the Vocational Training Institutes is a welfare scheme of the Directorate of Social Welfare, Government of Puducherry. The scheme pays Rs 1,000 a month to a differently abled person who is undergoing a full-time technical or professional training course.

The Directorate's Citizen Charter states the objective directly: differently abled persons undergoing any technical or professional training through institutes "are paid a fixed monthly stipend which will enable them to secure the training successfully in order to make their own earnings and become useful members of the society".

The logic of the scheme is practical. A trainee spends the day at a workshop or ITI instead of earning, and travel, food and materials still cost money. Without a stipend, many differently abled trainees drop out of courses part way. The Rs 1,000 a month is intended to close exactly that gap.

The scheme is one of more than twenty differently abled schemes run by the Directorate, which also include financial assistance, fuel subsidy for motorised vehicles, free bus passes, scholarships, prosthetic appliances, transport allowance and motorised tricycles. All of them operate through the same Differently Abled Section of the Directorate and use the same Financial Assistance ID Card as the applicant's identity anchor.

The Directorate operates from Saradhambal Nagar, Ellaipillaichavadhy, Puducherry, with sub-offices covering Karaikal, Mahe and Yanam.

Who is eligible for the differently abled trainee stipend?

You can apply if:

  • You are a differently abled person. The Citizen Charter records the disability condition as "Any Disability", with no category restriction stated.
  • You have undertaken a full-time vocational training course in a vocational training centre, workshop, ITI or other centre.
  • The centre is run by the Central or State Government, a local body, or a voluntary organisation or institution recognised by the Central or State Government.
  • You have resided in Puducherry for five years or more.
  • You hold a Financial Assistance ID Card issued by the Directorate of Social Welfare.

You are not eligible and cannot apply if:

  • Your course is part-time, evening or by correspondence. The charter requires a full-time course.
  • The training institution is not recognised by the Central or State Government and is not run by a government body or local body.
  • You have less than five years of residence in the Union Territory of Puducherry.
  • You cannot produce a medical certificate of disability.
  • You have already completed the course and left without the institution certifying your attendance, since attendance along with the completion certificate is a required enclosure.

There is deliberately no income ceiling. Applicants often assume an income certificate is needed and delay their application while chasing one; the Citizen Charter records the annual income condition as "No ceiling".

How to apply for the vocational training stipend in Puducherry

  1. Enrol in a full-time vocational or technical training course at a vocational training centre, workshop, ITI or recognised institution. Confirm before joining that the centre is government-run or government-recognised, because a course at an unrecognised institute will not qualify later.
  2. Obtain your medical certificate of disability, or apply for a UDID card through the Directorate of Social Welfare if you do not hold one. The Directorate has a dedicated UDID service.
  3. Obtain or renew your Financial Assistance ID Card from the Differently Abled Section of the Directorate.
  4. Ask your training institution for the attendance record and the completion certificate for the training period you are claiming.
  5. Fill in the stipend application form available at the Directorate or the sub-office in your region, attaching the medical certificate, photograph, Aadhaar card, Financial Assistance ID Card, attendance record and completion certificate, and residence proof.
  6. Submit the application to the Deputy Director, Differently Abled Section, Directorate of Social Welfare, Puducherry; the Assistant Director, Social Welfare Department sub-office, Karaikal; or the Welfare Officer (i/c), Social Welfare Department sub-office, Mahe or Yanam.
  7. Collect the acknowledgement and follow up, keeping in mind that the department processes these claims once a year.

How much is paid and how often?

The stipend is Rs 1,000 per month for the period of the full-time training. The Citizen Charter gives the processing time as once in a year, and requires the trainee's attendance record along with the completion certificate. In practice this means the stipend is settled against attendance for the training period rather than credited automatically at the end of each month.

For a trainee on a one-year full-time course with full attendance, that works out to Rs 12,000 over the year. A trainee who drops out midway can expect the stipend only for the months the institution certifies attendance.

The stipend is separate from, and does not affect, the other differently abled benefits the Directorate runs, monthly financial assistance to differently abled persons, scholarships for differently abled students, the free bus pass, and the transport allowance. A trainee may draw more than one of these at the same time if separately eligible.

How do I check the status of my stipend application?

  1. Note the acknowledgement or file number given when you submitted the application.
  2. Contact the Deputy Director, Differently Abled Section, at the Directorate of Social Welfare, Puducherry, or the Assistant Director at Karaikal, or the Welfare Officer at Mahe or Yanam.
  3. Ask whether the attendance record from your training institution has been received and accepted β€” this is the commonest hold-up, because institutions sometimes send it late.
  4. If verification is complete, ask which annual processing cycle your claim falls into.

Why stipend applications get rejected

  • Course is not full-time. A part-time or evening course does not meet the charter's condition.
  • Training centre is not government-run or government-recognised. Check recognition before enrolling, not after.
  • Attendance record or completion certificate not submitted, or submitted without the institution's seal and signature.
  • Medical certificate of disability missing or expired.
  • Financial Assistance ID Card not held or lapsed.
  • Residence in Puducherry of less than five years.
  • Aadhaar name mismatch with the training institution's records or the Financial Assistance ID Card.

Most of these are curable. A file rejected for a missing attendance record can be refiled once the institution issues it.

Where do I complain if the stipend is delayed?

  • Director, Directorate of Social Welfare, Saradhambal Nagar, Ellaipillaichavadhy, Puducherry: +91-413-2205871, email socwel[at]py[dot]gov[dot]in.
  • Karaikal: the Collector, Karaikal, as named in the Citizen Charter's escalation route.
  • Mahe and Yanam: the Regional Administrator, Mahe or Yanam.
  • CPGRAMS at pgportal.gov.in, linked from the Directorate's own website.

The Citizen Charter's escalation column names exactly these authorities for delays, so a written complaint to the Director, the Collector or the Regional Administrator is the correct first step rather than a repeat application. There is no fee at any stage.
