What is the fuel subsidy scheme for differently abled persons in Puducherry?

Grant of Fuel Subsidy to Differently Abled Persons Who Are Owning Motorised Vehicles is a scheme of the Directorate of Social Welfare, Government of Puducherry, implemented since 2004. The Directorate reimburses 50 per cent of the cost of the petrol or diesel used by a differently abled person to drive a motorised vehicle registered in their own name.

The scheme rests on a simple observation about mobility. A person with a locomotor disability who has a job, a small business or a college place cannot rely on ordinary public transport in the way other commuters can. A modified two-wheeler or a small car makes independent travel possible, but the running cost falls on a household with an income of at most Rs 75,000 a year. The subsidy takes half of that recurring cost off the beneficiary.

According to the Directorate's published norms, the benefit is 50 per cent of the cost of fuel subject to a maximum of 15 or 25 litres per month, depending on the vehicle:

Vehicle capacity Monthly ceiling
2 H.P. and below 15 litres
Above 2 H.P. 25 litres

The Directorate's scheme page states the ceiling in the shorter form as a maximum of 25 litres. Applicants should confirm the ceiling applicable to their own vehicle at the Directorate, since the figure depends on engine capacity.

Who is eligible for the fuel subsidy?

You can apply if:

  • Your annual income does not exceed Rs 75,000.
  • You have an orthopaedic or locomotor disability of 40 per cent and above, certified by the competent medical authority.
  • You have resided in the Union Territory of Puducherry for five years or more.
  • The vehicle is registered in your own name and you hold a valid driving licence issued by the Transport Department.
  • The distance between your residence and your duty point is above 6 kilometres.
  • You are employed, self-employed or a student. The scheme is framed for beneficiaries who travel for work or study.
  • You can produce bills and the prescribed certificate once every three months, signed by you and by the fuel agency.

There is no age limit and no educational qualification requirement.

You are not eligible and cannot apply if:

  • Your annual income exceeds Rs 75,000.
  • Your disability is below 40 per cent.
  • You have lived in Puducherry for less than five years.
  • The vehicle is registered in someone else's name β€” a spouse, parent or sibling. The registration must be in the applicant's own name.
  • You do not hold a valid driving licence.
  • You are already receiving transport allowance for conveyance from the Directorate or from any other source. Puducherry runs a separate transport allowance of Rs 300 a month for differently abled persons in lieu of the free bus pass, and a beneficiary cannot draw both.
  • You cannot produce fuel bills with the agency's signature at the prescribed quarterly intervals.

How to apply for the fuel subsidy

  1. Obtain or renew the disability certificate. A UDID card issued through the Directorate of Social Welfare is accepted, and the Directorate has been enrolling beneficiaries for UDID since 2019. The certificate must show locomotor disability of 40 per cent or more.
  2. Get the income and residence certificates from the revenue authority. Income must be certified at Rs 75,000 a year or below, and residence at five years or more in the Union Territory.
  3. Download the application form for fuel subsidy to differently abled persons from the Directorate of Social Welfare website, where it is listed among the downloadable forms, or collect a printed copy from the Directorate or a regional office in Karaikal, Mahe or Yanam.
  4. Apply online through the e-District portal at edistrict.py.gov.in if you prefer the digital route. Register or log in, select the Social Welfare service for fuel subsidy to differently abled persons, fill the form and upload scanned copies of the documents.
  5. Attach the vehicle registration certificate and driving licence, both in your own name, along with the income, residence and disability certificates and a copy of your bank passbook.
  6. Submit the application and obtain the acknowledgement, a printed receipt at the Directorate, or the application reference number generated by the e-District portal.
  7. Start collecting fuel bills immediately. Ask the petrol pump to sign the bill or the prescribed certificate at each purchase, and submit the set once every three months. The subsidy is calculated on these bills, so an unsupported quarter simply produces no payment.

How the subsidy is calculated and paid

The subsidy is not a fixed monthly amount. It is half the cost of the fuel you actually bought, subject to the monthly litre ceiling for your vehicle. A beneficiary with a vehicle above 2 H.P. who buys 25 litres in a month is considered for half the cost of those 25 litres; one who buys 10 litres is considered for half of 10 litres.

This is why the quarterly bill submission is not paperwork for its own sake. It is the entire basis of the payment. The bills must carry the applicant's signature and the signature of the agency where the fuel was purchased, in the form the Department prescribes. Payment is credited to the applicant's bank account.

Why fuel subsidy claims fail

  • Vehicle registered in a family member's name rather than the applicant's.
  • No valid driving licence, or a licence that has expired.
  • Bills not signed by the fuel agency, or submitted without the prescribed certificate.
  • A missed quarter, which produces no payment for that period and cannot normally be reconstructed later.
  • Transport allowance already drawn from the Directorate or another source.
  • Income certificate above Rs 75,000, or expired.
  • Disability certificate not showing locomotor disability, where the applicant's certificate records a different category.

Other Puducherry schemes for differently abled persons

An applicant for the fuel subsidy will usually qualify for several other Directorate of Social Welfare schemes at the same income and disability thresholds. These include monthly financial assistance of Rs 2,000 to Rs 3,800 depending on the percentage of disability and age, free distribution of 15 kg of rice a month to recipients of that financial assistance, free supply of prosthetic appliances, free supply of motorised tri-cycles for locomotor disability of 65 per cent and above, a free bus pass, state scholarship from Rs 1,000 to Rs 6,800 a year by course level, and funeral expenses of Rs 15,000 under the Perunthalaivar Karma Veerar Kamaraj Scheme. Asking the Directorate to review the full list in one visit is far more efficient than applying scheme by scheme.

Where to raise a grievance

Grievances go to the Directorate of Social Welfare, Government of Puducherry, reachable on +91-413-2205871 or by email at socwel[at]py[dot]gov[dot]in. Applicants in Karaikal, Mahe and Yanam can use the regional Social Welfare office. Carry the acknowledgement and the bill set for the quarter in dispute.

No fee is payable for the form or for processing. Rates and ceilings under Puducherry's welfare schemes are revised by government order from time to time, so confirm the current figures at the Directorate before applying.

How to check your application status

If you applied online through the e-District portal:

  1. Go to edistrict.py.gov.in and log in with the credentials you used at the time of application.
  2. Open "Track Application Status" or the equivalent option on your dashboard and enter the application reference number generated when you submitted the form.
  3. The portal shows the current stage, such as pending verification at the Directorate, forwarded to the Social Welfare officer, approved, or returned for correction. If it shows returned or objected, note the reason given and revisit the Directorate with the corrected document.

If you applied offline at the Directorate:

  1. Call the Directorate of Social Welfare on +91-413-2205871 and quote the receipt number given at submission.
  2. You can also visit the Directorate in person, or the regional Social Welfare office in Karaikal, Mahe or Yanam if you applied there, and ask the counter staff to check the file against your acknowledgement.
  3. Once approved, status enquiries shift to a different question: whether that quarter's fuel bills have been received and processed for payment. Keep asking for confirmation each time you submit a fresh set of bills, since approval of the application itself does not guarantee that every quarter's claim is credited automatically.

Applicants who neither hear back within a reasonable time nor can get a clear answer at the counter should follow up in writing to the Directorate at socwel[at]py[dot]gov[dot]in, referencing the application or receipt number, so there is a written record of the follow-up.

Frequently asked questions

How much fuel subsidy is paid in Puducherry?

The scheme pays 50 per cent of the cost of the fuel purchased, subject to a monthly ceiling of 15 litres for a vehicle of 2 H.P. and below and 25 litres for a vehicle above 2 H.P. The Directorate's scheme page states the ceiling as a maximum of 25 litres.

What is the income limit for the fuel subsidy?

Annual income must not exceed Rs 75,000, certified by the revenue authority. This ceiling applies across most differently abled schemes of the Directorate of Social Welfare, Puducherry.

Must the vehicle be registered in my own name?

Yes. The scheme requires the vehicle to be registered in the applicant's name only, and the applicant must hold a valid driving licence issued by the Transport Department. A vehicle in a spouse's or parent's name does not qualify.

Is there a distance condition?

Yes. The Directorate's norms state that the distance between the applicant's residence and the duty point should be above 6 kilometres. This is why the scheme is aimed at employed, self-employed and student beneficiaries who travel regularly.

Can I get both the fuel subsidy and the transport allowance?

No. An applicant must not be in receipt of transport allowance for conveyance from the Department or from any other source. Puducherry pays a transport allowance of Rs 300 a month under a separate scheme, and a beneficiary must choose one route.

How often do I need to submit fuel bills?

Bills and the certificate prescribed by the Department must be produced once every three months, signed by the applicant and by the agency where the petrol or diesel was purchased. Missing a quarter is the commonest reason for a broken payment run.

Can I apply online?

Yes. The Government of Puducherry's e-District portal at edistrict.py.gov.in carries an online application for fuel subsidy to differently abled persons, and the printed form can also be downloaded from the Directorate of Social Welfare website and submitted offline.

Is there a minimum disability percentage?

Yes, 40 per cent and above, and the Directorate's norms specify orthopaedic or locomotor disability for this particular scheme rather than any category of disability.
