Free Distribution of Rice to Differently Abled Persons
Puducherry state government scheme
Free Distribution of Rice to Differently Abled Persons is a Puducherry scheme running since 2002 that gives 15 kg of rice a month, or an equivalent cash dole, to differently abled persons with 40 per cent disability, income up to Rs 75,000 a year, who already draw monthly financial assistance. Apply at the Directorate or online.
What is the free rice scheme for differently abled persons in Puducherry?
Free Distribution of Rice to Differently Abled Persons is a scheme of the Directorate of Social Welfare, Government of Puducherry, implemented since 2002. Under it, a differently abled person who already receives monthly financial assistance from the Directorate is given 15 kg of rice per month, or an equivalent cash dole in place of the grain.
The scheme is deliberately narrow. It does not stand alone as a food security programme; Puducherry households draw their ordinary entitlement through the public distribution system, and the Union Territory participates in the National Food Security Act arrangements like every other state. What this scheme does is add a fixed monthly quantity of rice on top, for the specific group of differently abled persons whom the Directorate has already assessed as poor enough to need a monthly cash pension.
That linkage is the most important thing to understand about the scheme. The Directorate's norms list four conditions, and the fourth is that the applicant should be a recipient of the payment of financial assistance. A differently abled person who has never applied for the monthly financial assistance cannot enter this scheme directly.
Rice for distribution is procured by the Directorate through public e-tenders issued for the purchase of rice for free distribution to persons with disabilities in the Union Territory.
Who is eligible for the free rice scheme?
You can apply if all four conditions are met:
- Your annual income does not exceed Rs 75,000.
- Your disability is 40 per cent and above, certified by the competent medical authority or evidenced by a UDID card.
- You have resided in the Union Territory of Puducherry for five years or more.
- You are already a recipient of monthly financial assistance from the Directorate of Social Welfare.
There is no age restriction under this scheme.
You are not eligible and cannot apply if:
- You are not receiving the Directorate's monthly financial assistance. This is the condition that disqualifies most enquirers, and the remedy is to apply for the financial assistance scheme first.
- Your annual income exceeds Rs 75,000.
- Your disability is below 40 per cent.
- You have lived in Puducherry for less than five years.
- You are a resident of another state who holds a disability certificate issued elsewhere and has not established five years of residence in the Union Territory.
What is the monthly financial assistance this scheme is linked to?
Because eligibility runs through it, the underlying scheme is worth setting out. The Directorate of Social Welfare, Puducherry has paid Grant of Monthly Financial Assistance to the Differently Abled Persons since 1993, worked out according to the percentage of disability and the age of the beneficiary:
| Category | Monthly assistance |
|---|---|
| 40 to 65 per cent disability | Rs 2,000 |
| 66 to 85 per cent disability | Rs 2,500 |
| 86 to 100 per cent disability | Rs 3,500 |
| Age 60 to 79 years | Rs 2,700 |
| Age 80 years and above | Rs 3,800 |
The eligibility conditions are annual income not exceeding Rs 75,000, no age restriction, disability of 40 per cent and above for orthopaedic, deaf and dumb and blind categories or an I.Q. below 69 for intellectual disability, and residence of five years and above.
A person who qualifies for that assistance and is sanctioned it becomes eligible for the rice under this scheme, and generally for the free supply of sarees and dhoties at Deepavali and local festivals as well, which carries the same Rs 75,000 income ceiling with an additional condition of being 18 years or above.

How to apply for free rice distribution
- Apply for the monthly financial assistance first if you are not already receiving it. Download the form for financial assistance to the differently abled persons from the Directorate of Social Welfare website, or collect it at the Directorate, and submit it with the disability, income and residence certificates. Nothing under the rice scheme can proceed until this is sanctioned.
- Obtain or update the disability certificate. A UDID card issued through the Directorate, which has been enrolling beneficiaries for UDID since 2019, serves this purpose and is portable across schemes.
- Get the income and residence certificates from the revenue authority, showing annual income of Rs 75,000 or less and five years or more of residence in the Union Territory.
- Submit the application for the rice scheme at the Directorate of Social Welfare, Puducherry, or at the regional Social Welfare office in Karaikal, Mahe or Yanam, attaching the sanction order or payment record for your monthly financial assistance.
- Apply online if you prefer, through the Government of Puducherry e-District portal at edistrict.py.gov.in, which carries the Social Welfare services for differently abled persons. Register or log in, select the service, and upload scanned copies of the documents.
- Obtain the acknowledgement โ a dated receipt at the counter or the reference number generated by the e-District portal, and keep it for follow-up.
How the benefit is delivered
The Directorate's norms provide for 15 kg of rice per month or an equivalent cash dole. Where grain is distributed, the beneficiary draws it against the ration card through the arrangement the Directorate notifies. Where the cash equivalent is paid, it is credited to the beneficiary's bank account by Direct Benefit Transfer, which is why an active, Aadhaar-seeded account in the beneficiary's own name matters even in a scheme that is nominally about grain.
The quantity is fixed at 15 kg per beneficiary per month. It does not scale with the size of the household, and a family with two eligible differently abled members receives the entitlement for each of them separately.
Why entitlements stop or fail to start
- Monthly financial assistance suspended. Because the rice follows the assistance, any interruption to the parent scheme stops this one too.
- Income certificate expired or reassessed above Rs 75,000.
- Disability certificate expired, where the certificate was issued for a limited period rather than permanently.
- Bank account dormant, which blocks the cash dole even after sanction.
- Ration card details not matching the Directorate's beneficiary record.
The practical remedy in almost every case is a visit to the Directorate with the current certificates rather than a fresh application.
Where to raise a grievance
Grievances go to the Directorate of Social Welfare, Government of Puducherry, on +91-413-2205871 or by email at socwel[at]py[dot]gov[dot]in. Beneficiaries in Karaikal, Mahe and Yanam should use the Social Welfare office of their region. Carry the acknowledgement, the disability certificate and the financial assistance sanction order.
No fee is payable for the form or for processing, and no agent is needed to obtain this entitlement. Quantities and income ceilings under Puducherry's welfare schemes are revised by government order from time to time, so the current figures should be confirmed at the Directorate.
How to check your application status
There is no separate case-tracking dashboard for the rice scheme itself, because it is not sanctioned as a standalone file. Status has to be checked at two points: the parent financial assistance sanction, and the monthly delivery of rice or cash after that.
If you applied offline at the Directorate, use the acknowledgement receipt given at the counter. Visit the Directorate of Social Welfare, or the regional Social Welfare office in Karaikal, Mahe or Yanam if you applied there, and quote the receipt number to ask whether the financial assistance has been sanctioned and whether the rice entitlement has been linked to your record.
If you applied through the e-District portal at edistrict.py.gov.in, log in with the credentials used at the time of application and open the "track application" or "my applications" section. The status shown there reflects the underlying financial assistance case, since the rice benefit rides on it rather than being tracked as its own application.
Call the Directorate's helpline on +91-413-2205871 if the portal shows no update for several weeks, or if you applied offline and have no way to check online. Keep the acknowledgement number, your name, and the ration card number ready when you call, since staff will look up the record by these rather than by phone number.
Once the financial assistance is sanctioned, confirm separately that the rice or the cash dole has actually started reaching you. For rice, check with the fair price shop against your ration card in the following billing cycle. For the cash equivalent, check the bank passbook or account statement for the Directorate's Direct Benefit Transfer credit; a sanctioned case that shows no credit for two consecutive months is worth flagging at the Directorate rather than waiting further.
For beneficiaries in Karaikal, Mahe and Yanam, status enquiries should go to the regional Social Welfare office rather than the main Directorate in Puducherry town, since these regions maintain their own beneficiary records.
