What is the Supply of Invalid Carriages (Motorized Tri-cycles) scheme?

Supply of Invalid Carriages (Motorized Tri-cycles) to the Persons With Disabilities is a mobility scheme run by the Directorate of Social Welfare, Government of Puducherry, under which a motorised tricycle is issued free of cost to a person with a severe lower-limb disability who has a daily reason to travel, a job to get to, or a college course to attend.

The Directorate has been running the scheme since 2003. Unlike the Directorate's cash schemes, this one delivers a physical asset. The vehicle removes the daily dependence on another person to reach a workplace or an educational institution, which is why the eligibility conditions are built around employment and education rather than around need alone.

The scheme operates across the Puducherry, Karaikal, Mahe and Yanam regions of the Union Territory and sits alongside the Directorate's other disability programmes; monthly financial assistance, the transport allowance, the fuel subsidy for those owning motorised vehicles, free bus passes and prosthetic appliances.

What exactly is provided?

The benefit is one motorised tricycle (invalid carriage), supplied free of cost. The Directorate procures the vehicles and issues them to sanctioned beneficiaries. No cash is paid in lieu, and no subsidy is reimbursed against a vehicle bought privately.

Because the vehicle is procured against an annual allotment, sanction in a given year depends on the number of units available as well as on eligibility. An eligible applicant may therefore be placed on a waiting list rather than rejected, and it is worth asking the Directorate where your file stands rather than assuming it has failed.

Who is eligible for the motorised tricycle in Puducherry?

According to the Directorate of Social Welfare, an applicant must meet all of these conditions:

You can get the tricycle if:

  • You have a locomotor disability of the lower limbs of at least 65 per cent, certified by a government medical board.
  • You hold a medical certificate confirming you are fit to operate the vehicle.
  • You hold a valid driving licence issued by the Transport Department.
  • Your annual income, or that of your parent or guardian, where you are a student: is below Rs 75,000.
  • You have been a resident of Puducherry for at least five years.
  • You are in gainful employment or pursuing higher, professional or technical education.
  • You are not receiving a transport allowance from any government department or other source.

You are not eligible if:

  • Your lower-limb disability is below 65 per cent. A 40 or 50 per cent certificate qualifies you for other Directorate schemes but not for this one.
  • You are neither employed nor studying at the higher, professional or technical level.
  • You do not hold a driving licence, or the medical board does not certify you fit to drive.
  • Your annual income is Rs 75,000 or more.
  • You are already drawing a transport allowance or an equivalent benefit elsewhere.
  • You cannot establish five years' residence in the Union Territory.

Departmental records also note that the distance between residence and duty point should be above 6 kilometres, reflecting the scheme's purpose of solving a real commuting problem.

How to apply for the motorised tricycle

  1. Confirm your disability certificate records 65 per cent or more lower-limb locomotor disability. If it does not, apply to the government medical board at your regional Government General Hospital for assessment, or obtain a UDID card through swavlambancard.gov.in.
  2. Obtain a driving licence from the Transport Department and a medical certificate confirming that you are fit to operate a motorised tricycle. These two are the papers applicants most often lack, and getting them takes time, so start here.
  3. Collect the supporting documents, a current income certificate below Rs 75,000, residence proof covering five years, Aadhaar card, and an employer certificate or college bonafide certificate.
  4. Apply online at edistrict.py.gov.in. Register as a user, log in, select the Directorate of Social Welfare, choose the motorised tricycle service, complete every field, upload the documents and submit. Save the reference number.
  5. Or apply offline; download the form from the "Differently Abled Persons - Download Forms" section of socwelfare.py.gov.in, attach self-attested photocopies, and submit at the Directorate of Social Welfare or your regional Social Welfare office. Collect the acknowledgement.
  6. Attend any verification the Directorate calls you for, and wait for the allotment. The vehicle is handed over against acknowledgement once your name is cleared.

How do I check my application status?

  1. Log in to edistrict.py.gov.in and open the tracking section with your reference number.
  2. For offline applications, call the Directorate of Social Welfare on +91-413-2205871 or write to socwel[at]py[dot]gov[dot]in quoting your acknowledgement number.
  3. Ask specifically whether your file is rejected or awaiting allotment, these are different outcomes and only the first requires a fresh application.

Common reasons applications fail

  • Disability recorded below 65 per cent. This is the single biggest reason. The threshold for this scheme is deliberately higher than for the Directorate's cash benefits.
  • No driving licence. Apply to the Transport Department first; the application cannot be completed without it.
  • No proof of employment or higher education. A general statement that you are looking for work does not satisfy the condition.
  • Another transport allowance already running. Close that claim first, or choose between the two.
  • Income certificate above Rs 75,000.
  • Short residence. Five years in Puducherry must be documented.

Key dates and handover conditions

The scheme has no fixed application window; applications are received all year and processed against the annual procurement. The tricycle is issued once, and the beneficiary is expected to keep it registered and insured as required for a motorised vehicle. Report a change of address or of employment to the Directorate, since the file is verified against those details.

Why the conditions are set the way they are

The eligibility conditions on this scheme look demanding compared with the Directorate's cash benefits, and applicants often read them as obstruction. They follow logically from what is being handed over.

The 65 per cent lower-limb threshold exists because a motorised tricycle is a mobility substitute for legs that do not work. A person with a 40 per cent impairment who can walk, and a person with a hearing or visual disability, have different needs that other Directorate schemes address.

The driving licence and medical fitness certificate exist because the vehicle is motorised and travels on public roads. The Directorate cannot issue a powered vehicle to someone the Transport Department and a medical officer have not cleared to drive it.

The employment or education condition and the 6-kilometre distance exist because the tricycle is a limited-supply asset. Where there are fewer vehicles than applicants, the Directorate prioritises the person with a daily journey that the vehicle will actually solve.

The no-other-transport-allowance rule prevents a person from drawing both the Rs 300 monthly transport allowance and a free vehicle for the same purpose.

Related Directorate schemes to consider

If you do not meet the tricycle conditions, other Directorate of Social Welfare schemes are likely to fit:

  • Supply of Prosthetic Appliances; calipers, crutches, wheelchairs, non-motorised tricycles, hearing aids and low vision aids, free of cost at 40 per cent disability, on a government specialist's advice.
  • Grant of Transport Allowance — Rs 300 a month, at 40 per cent disability and age 5 and above, as an alternative to the free bus pass.
  • Free bus pass for travel within the Union Territory.
  • Grant of Fuel Subsidy for differently abled persons who already own motorised vehicles, the natural follow-on once you have a tricycle.
  • Grant of Financial Assistance to Differently Abled Person: Rs 3,000 to Rs 4,800 a month by disability percentage and age.

A tricycle beneficiary should specifically ask about the fuel subsidy, since owning a motorised vehicle is exactly the condition that scheme is written for.

Frequently asked questions

What does the Puducherry motorised tricycle scheme provide?

The Directorate of Social Welfare supplies an invalid carriage — a motorised tricycle — free of cost to eligible persons with disabilities. There is no cash payment; the vehicle itself is issued.

What disability percentage is needed for the motorised tricycle?

A locomotor disability of the lower limbs of at least 65 per cent is required, which is a higher bar than the 40 per cent used for most other Puducherry disability schemes.

Do I need a driving licence to get the motorised tricycle?

Yes. A valid driving licence issued by the Transport Department is required because the tricycle is a motorised vehicle, and a medical certificate confirming you are fit to operate it is also required.

Can an unemployed person get the motorised tricycle in Puducherry?

No. The applicant must be engaged in gainful employment or pursuing higher, professional or technical education. A person who is neither working nor studying is not eligible under the current criteria.

What is the income limit for the invalid carriage scheme?

The annual income of the applicant, or of the parent or guardian where the applicant is a student, must not exceed Rs 75,000.

Can I get the tricycle if I already receive a transport allowance?

No. The Directorate states that the applicant should not be receiving a transport allowance from any government department or other source. That condition rules out drawing both benefits at once.

How far must my workplace be from home to qualify?

Departmental records state that the distance between the residence and the duty point should be above 6 kilometres. Mention the actual distance in your declaration, since the scheme is aimed at people with a genuine daily commute.

Since when has this scheme been running?

The scheme has been implemented since 2003 by the Directorate of Social Welfare, Government of Puducherry.

How do I check my application status?

Log in to edistrict.py.gov.in and open the tracking section with your reference number if you applied online. For offline applications, call the Directorate of Social Welfare on +91-413-2205871 and ask specifically whether the file is rejected or awaiting the annual vehicle allotment, since these are different outcomes.
