Scheme for Reimbursement of Educational Expenses to Hearing Impaired Students Pursuing Special Higher Education Courses Inside or Outside the Union Territory of Puducherry
Puducherry state government scheme
Scheme for Reimbursement of Educational Expenses to Hearing Impaired Students is a Puducherry scheme running since 2014 that reimburses the entire course fee from the first year onwards for hearing impaired and visually impaired students pursuing special higher education courses, where annual income is up to Rs 2,00,000, disability is 40 per cent and residence is five years.
What is this reimbursement scheme?
Scheme for Reimbursement of Educational Expenses to Hearing Impaired Students Pursuing Special Higher Education Courses Inside or Outside the Union Territory of Puducherry is a scheme of the Directorate of Social Welfare, Government of Puducherry, implemented since 2014. Its objective, in the Directorate's own words, is to provide financial assistance to hearing impaired and visually impaired students to pursue their special higher studies.
The benefit is unusual in its generosity of design: reimbursement of the entire fee, given from the first year onwards. Most education support schemes fix a rupee amount per year regardless of what the course actually costs. This one follows the fee.
That design reflects the real problem it addresses. Higher education for a deaf or blind student is not simply ordinary education with a concession. It requires institutions equipped with interpreters, braille material, assistive technology and trained faculty, and those institutions are few. A student from Puducherry may well have to enrol at a specialised institution in another state, which is exactly why the scheme's title covers courses inside or outside the Union Territory. Fees at such institutions bear no relation to the Rs 5,000 or Rs 6,800 a year that a general state scholarship provides.
Who is eligible for the reimbursement?
You can apply if:
- You are a hearing impaired or visually impaired student with disability of 40 per cent and above, certified by the competent medical authority or evidenced by a UDID card.
- Your annual income is Rs 2,00,000 or below.
- You have resided in the Union Territory of Puducherry for not less than five years.
- You are enrolled in a full-time course at a government recognised institution.
- The course is a special higher educational course, taken inside or outside the Union Territory.
You are not eligible and cannot apply if:
- Your disability is below 40 per cent.
- Your annual income exceeds Rs 2,00,000.
- You have lived in Puducherry for less than five years.
- You are enrolled in a part-time, correspondence or distance course. The Directorate's condition is a full-time course.
- The institution is not recognised by government.
- Your disability is of a category other than hearing or visual impairment. Students with other disabilities are covered by the Directorate's separate state scholarship scheme and by the central pre-matric and post-matric scholarships, not by this one.
The Rs 2,00,000 income ceiling deserves emphasis. Almost every other differently abled scheme run by the Directorate of Social Welfare, Puducherry, the fuel subsidy, the free rice, the prosthetic appliances, the state scholarship β caps income at Rs 75,000. This scheme's ceiling is nearly three times as high, and families who have been turned away from other schemes on income grounds should check this one on its own terms.

How to apply for the reimbursement of educational expenses
- Secure the admission first and keep every fee receipt. Because this is a reimbursement scheme rather than an advance scholarship, the receipts are the basis of the claim. Ask the institution for a properly stamped receipt showing the fee heads, not a handwritten note.
- Obtain the disability certificate or UDID card showing hearing or visual impairment of 40 per cent and above. The Directorate of Social Welfare has been enrolling beneficiaries for UDID since 2019 and the card serves across schemes.
- Get the income and residence certificates from the revenue authority, with income certified at Rs 2,00,000 or below and residence at five years or more.
- Collect the application form from the Directorate of Social Welfare, Puducherry, or the Social Welfare office of the Karaikal, Mahe or Yanam region. Scholarship and assistance forms for differently abled persons are also published on the Directorate's website for download.
- Apply online through the e-District portal at edistrict.py.gov.in if you prefer, using the Social Welfare services for differently abled persons.
- Attach the admission letter or bonafide certificate, proof that the institution is government recognised, the fee receipts and a copy of the student's bank passbook.
- Submit the application and take a dated acknowledgement, then reapply at the start of each subsequent academic year with that year's fee receipts and the previous year's mark sheets.
How the reimbursement works in practice
The Directorate's stated benefit is reimbursement of the entire fee from the first year onwards. Two practical implications follow.
First, the family must generally pay the fee and then claim. Students enrolling at an out-of-state specialised institution should plan for that cash flow, because the reimbursement cannot be released against an unpaid demand note.
Second, the claim is annual. It is not sanctioned once for the whole degree. Each academic year needs its own set of receipts, and continuation typically depends on producing the previous year's results, which is why mark sheets are worth keeping ready even though they are not a first-year requirement.
Reimbursement is credited to the student's bank account, so an active account in the student's own name, seeded with Aadhaar, should be opened before applying.
What else Puducherry offers hearing and visually impaired students
The Directorate of Social Welfare, Puducherry runs a wider set of measures that a family in this position should know about. Ananda Rangapillai Government Special School for Visually Handicapped and Hearing Impaired at Pillaichavadi, established in 1981, and the Government Special School for Visually Handicapped and Hearing Impaired, Karaikal, established in 1997, provide free boarding, lodging, academic education, uniforms, textbooks, braille books, hearing aids and an annual tour to admitted children, with admission to first standard for children who have completed five years of age.
At higher levels, the Directorate's state scholarship for differently abled students pays Rs 1,000 a year for standards I to V, Rs 2,000 for VI to VIII, Rs 3,400 for IX to XII, Rs 5,000 for undergraduate courses and Rs 6,800 for postgraduate and professional courses, at the Rs 75,000 income ceiling. Central pre-matric and post-matric scholarships for students with disabilities run in parallel through the Department of Empowerment of Persons with Disabilities, with an income ceiling of Rs 2,50,000. A cash award of Rs 20,000, Rs 15,000 and Rs 10,000 goes to the first, second and third rank holders among visually challenged students at the state level in the SSLC and Higher Secondary examinations.
Where to raise a grievance
Grievances go to the Directorate of Social Welfare, Government of Puducherry, on +91-413-2205871 or by email at socwel[at]py[dot]gov[dot]in. Carry the acknowledgement, the fee receipts and the admission documents.
The commonest reason a claim stalls is a fee receipt that does not match the institution's official fee structure, or a course whose recognition cannot be established. Both are resolved by obtaining a written statement of the fee structure and the recognition status from the institution's administrative office.
No fee is payable for the application form or for processing. Income ceilings and scheme conditions in Puducherry are revised by government order from time to time, so confirm the current position at the Directorate before applying.
How to check your application status
This scheme does not run on a public applicant-facing tracking dashboard the way some central portals do, so status checking works through a mix of the acknowledgement you were given and direct follow-up.
- Keep the dated acknowledgement from submission. Whether you applied on paper at the Directorate of Social Welfare or through the Puducherry e-District portal, the acknowledgement number or receipt is the reference you quote in every follow-up call or visit. Without it, staff have to search files by name alone, which slows things down.
- If you applied online through edistrict.py.gov.in, log back into your e-District account and open "My Applications" or the equivalent service history section. The portal shows whether the application is pending at the Directorate, sent back for correction, or sanctioned, though the wording used varies by service.
- If you applied offline, the only reliable way to check progress is to visit or call the Directorate of Social Welfare, or the Social Welfare office in Karaikal, Mahe or Yanam if you filed there, and ask for the file status against your acknowledgement number.
- Call the Directorate helpline at +91-413-2205871 for a verbal status update. Because this is a reimbursement scheme processed against fee receipts submitted for a specific academic year, be ready to state which academic year's claim you are asking about.
- Watch your bank account rather than waiting for a notification. The scheme pays out as a credit to the student's bank passbook. Since Puducherry does not commit to a fixed processing timeline for this scheme, a credit in the account is often the first confirmation that the claim has been cleared, so check the passbook or bank statement periodically after submission rather than assuming silence means rejection.
- Re-verify before the next academic year. Because the claim must be renewed annually with fresh fee receipts, confirm that the previous year's reimbursement was actually processed before submitting the next year's claim, so any unresolved issue from an earlier year does not carry forward silently.
Common reasons for rejection
- Fee receipt does not match the institution's declared fee structure. Reimbursement is calculated against what the institution officially charges. A receipt showing an amount, or fee heads, that the institution's own records do not confirm will be queried or rejected. Fix: ask the institution's accounts office for a receipt that mirrors its officially notified fee structure, not an informal or consolidated figure.
- Institution's recognition status cannot be established. The scheme requires enrolment at a government recognised institution. If the applicant cannot produce proof of that recognition, especially for a specialised institution outside Puducherry that the Directorate is less familiar with, the claim is held up. Fix: obtain a written recognition certificate or affiliation order from the institution before applying, not after a query is raised.
- Course is part-time, correspondence or distance mode. The condition is a full-time course. Applications for part-time diplomas or distance-learning special education programmes are turned down on this ground alone, regardless of how well every other condition is met. Fix: confirm the course's mode of study in writing from the institution before applying.
- Disability certification does not specify the required category or percentage. A general disability certificate that does not clearly state hearing or visual impairment at 40 per cent or above will not satisfy this scheme's specific condition, even if the applicant is otherwise disabled. Fix: get the certificate, or the UDID card, reissued or clarified to explicitly state the type and percentage of disability.
- Income certificate is outdated or exceeds the ceiling. Because the annual income limit here is Rs 2,00,000, an income certificate issued for a different purpose with a different reference period, or one that has lapsed, is a common cause of delay. Fix: get a fresh income certificate dated close to the application, explicitly certifying income at or below Rs 2,00,000.
- Residence proof does not cover the full five-year requirement. Applicants who have moved to Puducherry more recently, or whose residence documents only cover a shorter period, do not meet the five-year condition and are rejected on that basis. Fix: use residence records, ration card history, or municipal records that demonstrably span the full five years, not just a current address proof.
- Claim submitted without proof of actual payment. Since this is a reimbursement rather than an advance scholarship, a claim filed before the fee has actually been paid, or supported only by a fee demand notice instead of a paid receipt, cannot be processed. Fix: pay the fee first and attach the paid receipt, not the demand notice, with the application.
- Bank account details do not match the applicant's name. Reimbursement is credited to the student's own account. A passbook in a parent's or guardian's name, or account details with a mismatched name or inactive KYC, causes the credit to fail even after the claim is otherwise approved. Fix: open or update a bank account in the student's own name, linked to Aadhaar, before the claim is finalised.

Frequently asked questions
How much is reimbursed under this scheme?
The Directorate of Social Welfare, Puducherry provides reimbursement of the entire fee, given from the first year onwards. It is a full reimbursement of the course fee rather than a fixed scholarship amount.
What is the income limit for this scheme?
Annual income should be Rs 2,00,000. This ceiling is considerably higher than the Rs 75,000 that applies to most other differently abled schemes of the Directorate, which makes this scheme accessible to more families.
Does the scheme cover courses outside Puducherry?
Yes. The scheme's own title covers special higher educational courses inside or outside the Union Territory of Puducherry, which matters because specialised institutions for hearing and visually impaired students are often located in other states.
Is the scheme only for hearing impaired students?
No. Although the scheme is titled for hearing impaired students, the Directorate's stated objective is to provide financial assistance to hearing impaired and visually impaired students to pursue their special higher studies.
Is a part-time or distance course covered?
No. The Directorate's norms require a full-time course from a government recognised institution, so part-time, correspondence and unrecognised courses fall outside the scheme.
Since when has this scheme been running?
The Directorate of Social Welfare, Puducherry has implemented it since 2014, making it one of the newer schemes in the department's differently abled portfolio.
Can this be combined with the state scholarship for differently abled students?
The Directorate runs a separate state scholarship paying Rs 1,000 to Rs 6,800 a year by course level, alongside central pre-matric and post-matric scholarships for students with disabilities. Applicants should ask the Directorate which combination is permitted rather than assume all can be drawn together.
