What is the State Award for the Welfare of the Handicapped?

State Award for the Welfare of the Handicapped is a recognition scheme launched by the Directorate of Social Welfare, Government of Puducherry in 2002. Individuals and institutions are conferred awards on 3 December every year, the International Day for the Differently Abled, in order to encourage them to become economically productive and to serve the cause of differently abled persons in the Union Territory.

According to the Directorate of Social Welfare, Puducherry, the current cash components are:

Category Award
Outstanding differently abled person: government or private employee, or self-employed Rs 20,000
Individual serving the cause of the differently abled Rs 25,000
Institution serving the cause of the differently abled Rs 35,000

The Directorate's departmental norms also provide for a citation with a shield for government employers and private employers who serve the cause. Those two categories carry recognition rather than money, and they are directed at organisations that employ differently abled staff.

Final selection in every category is made by a State Level Committee.

Readers will find an older rate table in circulation; Rs 10,000 for an outstanding differently abled government or private employee, Rs 10,000 for an outstanding self-employed differently abled person, Rs 15,000 for an individual serving the cause and Rs 25,000 for an institution. Those were the earlier figures. The amounts published on the Directorate's current scheme page are the ones set out above.

What the award is for

Recognition schemes are easy to dismiss as ceremonial. This one has a fairly concrete purpose. Employment is the hardest barrier for differently abled people in a small union territory with a limited formal job market, and the scheme's stated aim is to encourage awardees to become economically productive. It does that in two directions at once; by publicly honouring a differently abled person who has built a career or a business, and by honouring the employers, individuals and institutions that made room for them.

The 3 December function itself is the larger event. The Directorate organises a government function in all four regions of the Union Territory on the International Day for the Differently Abled, at which prizes for sports competitions are distributed, differently abled participants present cultural programmes, and awards, incentives and benefits under several departmental schemes are handed over on the same occasion.

Who is eligible for the State Award?

You can be considered if:

  • You are a differently abled person with 40 per cent disability and above who is a government employee, a private employee or self-employed, and can show an outstanding record.
  • You are an individual serving the cause of the differently abled in the Union Territory.
  • You are an institution serving the cause of the differently abled.
  • You have resided in Puducherry for not less than five years, or the institution works in the Union Territory.

The Directorate records no income limit and no age restriction for this scheme, which distinguishes it from almost every other differently abled scheme of the department, where a Rs 75,000 income ceiling applies.

You are not eligible and cannot apply if:

  • You are a differently abled person whose disability is below 40 per cent.
  • You have lived in the Union Territory for less than five years.
  • You are applying in the outstanding-person category but are neither employed nor self-employed, since that category is defined by economic activity.
  • You are an institution that does not work for the cause of differently abled persons in Puducherry.

There is no bar on individuals nominating themselves. The Directorate publishes an "Award self" form for that purpose alongside an "Award Institutions" form.

What documents are required?

Document Mandatory Notes
Award application form Yes "Award self" for individuals, "Award Institutions" for organisations
Disability certificate or UDID card Yes For the differently abled person categories
Residence proof in Puducherry Yes Not less than five years
Evidence of achievement or service Yes Employment record, business details, or record of work for the cause
Registration documents of the institution No For the institutional award
Bank passbook copy Yes For the cash component

How to apply for the State Award

  1. Download the correct form. The Directorate of Social Welfare, Puducherry publishes two forms among its downloadable forms for differently abled persons β€” "Award self" for an individual application and "Award Institutions" for an organisation. Printed copies are also available at the Directorate.
  2. Assemble the supporting record. For an outstanding differently abled person this means the employment or self-employment record; for an individual serving the cause it means a documented account of the work done; for an institution it means the registration certificate, audited accounts and an activity report.
  3. Attach the disability certificate or UDID card for the differently abled categories, along with proof of five years' residence in the Union Territory.
  4. Submit the completed application to the Directorate of Social Welfare, Puducherry, or to the Social Welfare office of the Karaikal, Mahe or Yanam region, and take a dated acknowledgement.
  5. Check the year's last date with the Directorate. Nominations are called ahead of the 3 December function each year, and the internal cut-off is well before the ceremony. Applying in November is usually too late for that year's awards.

How the award is conferred

Applications received are placed before the State Level Committee, which makes the final selection in each category. Successful awardees are informed and invited to the government function held on 3 December, where the citation is presented by the chief guest. The cash component is credited to the awardee's bank account, which is why a passbook copy forms part of the application.

The awards are not guaranteed annually in every category. Where the committee does not find a suitable candidate in a category, that award may not be conferred in that year.

Other recognition and incentive schemes in Puducherry

The State Award is not the only way the Directorate of Social Welfare recognises achievement among differently abled persons in the Union Territory.

A cash award to meritorious differently abled persons, implemented since 2007, goes to visually challenged students studying in government and private schools of Puducherry who secure the first, second and third rank at the state level in the SSLC examination each academic year. The award is Rs 20,000, Rs 15,000 and Rs 10,000 for the first, second and third rank holders respectively. Eligibility requires 100 per cent disability, residence of not less than five years, study in both Tamil and English medium, and having passed the qualifying examination. During 2021-22 the Government approved an amendment extending the scheme to meritorious visually challenged students of the Higher Secondary examination as well.

The Directorate also pays a financial incentive of Rs 10,000 to the near relatives of an eye donor, a scheme running since 1997 with no income ceiling, open to persons aged 18 and above with not less than five years of residence, claimable within 90 days after the transplantation.

Marriage incentives are the largest cash recognitions in the Directorate's portfolio. Marriage between a differently abled person and a person without disability, a scheme running since 1986, attracts Rs 1,00,000; Rs 20,000 in cash and Rs 80,000 in National Savings Certificates. Marriage between two differently abled persons attracts Rs 2,00,000: Rs 40,000 in cash and Rs 1,60,000 in NSC. Both require annual income not exceeding Rs 75,000, a bride above 18 and a bridegroom above 21, disability of 40 per cent and above, five years of residence, a first and registered marriage, and an application within 120 days after the marriage.

Where to raise a grievance or make an enquiry

Enquiries about the current year's nomination window, the forms and the selection process go to the Directorate of Social Welfare, Government of Puducherry, on +91-413-2205871 or by email at socwel[at]py[dot]gov[dot]in.

Because selection is by a committee and involves comparative merit, an unsuccessful application is not a decision that can be appealed in the way a rejected pension claim can. The practical course is to apply again in a subsequent year with a fuller record of achievement or service.

No fee is payable for the form or for the application. Award amounts under Puducherry's welfare schemes are revised by government order from time to time, and the Directorate's own scheme page carries the current figures.

How to check your application status

The State Award for the Welfare of the Handicapped is a nomination scheme decided once a year by a State Level Committee, not a benefit disbursed through an online tracking portal, so there is no application ID or dashboard to log into. An applicant who has submitted an "Award self" or "Award Institutions" form has three practical ways to follow up.

  1. Keep the dated acknowledgement. When the form is handed in at the Directorate of Social Welfare, Puducherry, or at the Social Welfare office in Karaikal, Mahe or Yanam, ask the counter staff to stamp and date a copy or a receipt. That acknowledgement is the only proof of submission an applicant holds, and it is what the office will ask for if a status enquiry is made later.
  2. Call or visit the Directorate closer to 3 December. Because nominations are examined by the committee in the weeks before the International Day for the Differently Abled function, an applicant can call the Directorate on +91-413-2205871, or visit in person, to ask whether the application has reached the committee stage. Region offices in Karaikal, Mahe and Yanam can also confirm whether a form filed locally has been forwarded to the Directorate.
  3. Watch for the invitation. The Directorate does not issue rejection letters for this scheme. The practical signal of success is being informed and invited to the 3 December government function, where the citation is presented and the cash component is later credited to the awardee's bank account. If no communication arrives by early December, the application was not selected for that year.

Since selection is comparative and by committee, there is no status code such as "under process" or "approved" to check against; the only two outcomes are an invitation to the function, or no communication, in which case reapplying the following year is the normal course.

Common reasons for rejection

Because this is a merit-based nomination rather than an entitlement scheme, most applications fail on eligibility or documentation rather than on a right that was denied. The specific reasons the Directorate of Social Welfare is likely to set an application aside are:

  • Disability below 40 per cent. The outstanding differently abled person category requires 40 per cent disability and above. An application from someone whose disability certificate or UDID card records a lower percentage does not qualify, regardless of achievement. The fix is to have the disability reassessed and a fresh certificate issued before applying in a later year, if the degree of disability has since increased.
  • Residence of less than five years in Puducherry. Both individual and institutional categories require the applicant, or the institution's work, to be based in the Union Territory for not less than five years. A recent arrival, however accomplished, does not meet this test yet and should reapply once the residence period is complete.
  • No documented record of achievement or service. The outstanding-person category is decided on employment or business record, and the individual and institutional categories on a documented account of service to the cause. A form submitted without supporting evidence, such as employment proof, business details, or an activity report for an institution, gives the committee nothing to evaluate against other nominees and is set aside in favour of better-documented applications.
  • Wrong or incomplete form. The Directorate publishes separate "Award self" and "Award Institutions" forms. Using the individual form for an institutional nomination, or leaving mandatory fields blank, causes the application to be returned or ignored rather than placed before the committee.
  • Institution not working for the cause of differently abled persons in Puducherry. An institution's registration and accounts must show that its actual activity serves differently abled persons within the Union Territory. General welfare or charitable work that does not specifically address disability does not meet the institutional criterion.
  • Missing bank passbook copy. Since the cash component is credited directly to the awardee's bank account, an application without a passbook copy cannot be processed for payment even if the committee approves the nomination, and the Directorate will ask for it before release of funds.
  • Application filed too late. Nominations are examined ahead of the 3 December function, and the Directorate's internal cut-off falls well before the ceremony. A form submitted in November, close to the event, is usually too late to be placed before that year's committee and is automatically carried over, if at all, to the next cycle.
  • Not selected on comparative merit. Even a fully eligible and complete application can lose out to a stronger nominee in the same category, since only one outstanding person, one individual and one institution are typically honoured each year. This is not a procedural rejection, and the only remedy is to reapply in a subsequent year with an updated record of achievement or service.
