What is the Grant of Financial Assistance to Differently Abled Person?

Grant of Financial Assistance to Differently Abled Person is the main monthly maintenance allowance run by the Directorate of Social Welfare, Government of Puducherry, for persons with disabilities living in the Union Territory. The scheme gives a person with a certified disability a fixed sum every month to meet food, medicine, mobility and other everyday costs, so that the household is not pushed into distress by the loss of earning capacity.

The Directorate of Social Welfare administers the scheme across all four regions of the Union Territory; Puducherry, Karaikal, Mahe and Yanam, and it sits alongside the Directorate's other disability programmes such as the transport allowance, the fuel subsidy for those owning motorised vehicles, free bus passes, prosthetic appliances, motorised tricycles, scholarships and free rice distribution.

Assistance under this scheme is paid by direct credit to the beneficiary's own bank account. The scheme is often referred to locally as the disability pension or maatru thiranaaligal nithi udhavi, and readers searching by that name will find the same programme.

How much money does the scheme pay each month?

According to the Directorate of Social Welfare's scheme page, the monthly rates are:

Category Monthly assistance
Disability 40% to 65% Rs 3,000
Disability 66% to 85% Rs 3,500
Disability 86% to 100% Rs 4,500
Beneficiary aged 60 to 79 years Rs 3,700
Beneficiary aged 80 years and above Rs 4,800

The age-based rates recognise that an older person with a disability faces higher medical and care costs. A beneficiary already on the roll moves to the higher age slab automatically once the department's records show the birth date crossing 60 and again at 80, but it is worth writing to the Directorate if the revision does not happen, since it is triggered from the date recorded at the time of sanction.

At Rs 4,800 a month the maximum works out to Rs 57,600 in a year, and even the entry rate of Rs 3,000 a month is Rs 36,000 a year. A substantial figure for a household with an income ceiling of Rs 75,000.

Who is eligible for this Puducherry disability assistance?

You can get the assistance if:

  • You have a certified disability of 40 per cent or more, orthopaedic, hearing and speech, or visual. For intellectual disability the criterion is an IQ below 69 as certified by the medical board.
  • Your annual income does not exceed Rs 75,000, as certified by the Revenue authorities.
  • You have been a resident of the Union Territory of Puducherry for at least five years.
  • You hold a bank account in your own name.
  • There is no age restriction: children and adults alike can be sanctioned, and older beneficiaries move to higher rates.

You are not eligible if:

  • Your certified disability is below 40 per cent, or your IQ assessment does not meet the intellectual disability criterion.
  • Your annual family income is above Rs 75,000.
  • You cannot show five years of residence in Puducherry. A person who has recently moved to the territory cannot apply until the residence condition is met.
  • You do not hold a valid disability certificate from a government medical board. A private doctor's letter is not accepted.
  • You are drawing the same monthly disability maintenance allowance from another government source, since a duplicate benefit on the same ground is not sanctioned.

What documents are required?

Document Mandatory Notes
Disability certificate or UDID card Yes From a government medical board, showing the percentage
Income certificate Yes Annual income not above Rs 75,000
Residence proof Yes Establishing five years in Puducherry
Aadhaar card Yes Identity and bank seeding
Bank passbook Yes Account in the applicant's own name
Passport-size photograph Yes Recent, affixed on the form
Ration card No Supporting address and family proof

If you do not yet hold a UDID card, you can apply for one at swavlambancard.gov.in, which the Directorate links from its own site. A UDID card removes most disputes about the percentage recorded.

How to apply for Grant of Financial Assistance to Differently Abled Person

  1. Get your disability certificate from the government medical board at the Government General Hospital in your region, if you do not already hold one. Make sure the percentage is clearly written on it.
  2. Obtain an income certificate from the Revenue authorities showing annual income of Rs 75,000 or less, and gather your residence proof, Aadhaar card and bank passbook.
  3. Open edistrict.py.gov.in, register as a new user with your mobile number and email, and log in. Select the Directorate of Social Welfare from the department-wise list and choose the financial assistance to differently abled persons service.
  4. Fill in every mandatory field, upload scanned copies of the documents, and submit the application. Note down the application reference number that the portal shows.
  5. Offline route β€” download the form from the "Differently Abled Persons - Download Forms" page on socwelfare.py.gov.in, fill it in, attach self-attested photocopies of all documents, and submit it at the Directorate of Social Welfare or your regional Social Welfare office. Collect the acknowledgement.
  6. Wait for verification. The Directorate checks the disability certificate, the income certificate and the residence record before sanction.

How do I check my application status?

  1. Log in to edistrict.py.gov.in with the credentials you registered, and open the application tracking section using your reference number.
  2. The portal also has a Track Certificate facility at edistrict.py.gov.in/User/TrackCertificate.aspx for services routed through it.
  3. If you applied offline, call the Directorate of Social Welfare on +91-413-2205871 or email socwel[at]py[dot]gov[dot]in quoting the acknowledgement number.
  4. Once sanctioned, confirm the monthly credit in your bank passbook.

Why applications get rejected, and what to do

  • Disability below the threshold. A certificate recording 30 or 35 per cent will be rejected. If you believe the assessment is wrong, ask for a re-assessment by the medical board rather than reapplying with the same paper.
  • Income certificate above Rs 75,000. This is the most common financial ground for rejection. The certificate must be current; an old one showing a higher figure will be used as it stands.
  • Residence not established for five years. Produce a ration card, voter roll entry or a residence certificate covering the period.
  • Bank account mismatch. Accounts in a parent's or spouse's name are a frequent cause of failed credits. Use an account in the beneficiary's own name; for a minor, follow the Directorate's guidance on a guardian-operated account.
  • Incomplete uploads on the e-District portal. Blurred scans of the disability certificate are routinely sent back. Upload a clear, full-page scan.

Key dates and continuation

The scheme is open all year, with no fixed application window. Once sanctioned, assistance continues month to month; the Directorate may call for periodic verification, and a disability certificate issued for a limited validity period must be renewed before it expires or the payment can stop. Report any change of address within Puducherry, or any change of bank account, in writing to the sanctioning office.
