What is the Grant of Transport Allowance to Differently Abled Persons?

Grant of Transport Allowance to Differently Abled Persons is a cash allowance run by the Directorate of Social Welfare, Government of Puducherry, for persons with disabilities who need to travel: to school, to work, to a hospital or for routine errands, and who find the free bus pass of limited use because their journeys are not on bus routes or because their disability makes bus travel difficult.

The Directorate pays a fixed sum of Rs 300 per month under the scheme. The allowance is deliberately framed as an alternative to the free bus pass rather than an addition to it, so a beneficiary chooses one of the two. That single design choice is the thing most applicants get wrong, and it is worth understanding before you fill in the form.

The scheme runs in all four regions of the Union Territory: Puducherry, Karaikal, Mahe and Yanam, and forms part of the Directorate's wider set of mobility supports for persons with disabilities, which also includes free bus passes, motorised tricycles, prosthetic appliances and a fuel subsidy for those who own motorised vehicles.

How much is paid and how?

The benefit is Rs 300 per month, or Rs 3,600 over a full year. Payment is made to the beneficiary's own bank account. There is no cash counter, and the amount is not paid as a lump sum at the start of the year.

Rs 300 a month is a modest figure, and it is best understood as a contribution towards autorickshaw or share-auto fares rather than as a full travel budget. For a person whose daily travel is short and local, however, choosing the allowance over a bus pass they would rarely use is often the better decision.

Who is eligible for the transport allowance?

According to the Directorate of Social Welfare, an applicant must satisfy all of the following:

You can get the allowance if:

  • Your annual income is less than Rs 75,000.
  • You are 5 years of age or above.
  • Your certified disability is 40 per cent or more.
  • No educational qualification is required, the allowance is open irrespective of schooling.
  • You have been a resident of Puducherry for at least five years.
  • You surrender any free bus pass you already hold to the Directorate.
  • You sign the declaration stating whether you prefer the transport allowance or the free bus pass.

You are not eligible if:

  • Your certified disability is below 40 per cent.
  • Your annual income is Rs 75,000 or more.
  • You are under 5 years of age.
  • You cannot establish five years' residence in the Union Territory.
  • You wish to retain a free bus pass: in that case you cannot also draw this allowance, and you must choose one.

Income certificate Yes Annual income under Rs 75,000
Residence proof Yes Five years in Puducherry
Aadhaar card Yes Identity and bank seeding
Bank passbook Yes Account in the applicant's own name

Existing free bus pass No To be surrendered if you hold one

How to apply for the transport allowance

  1. Check the disability certificate. Confirm it records 40 per cent or more. If you do not hold one, get it from the government medical board at your regional Government General Hospital, or obtain a UDID card through swavlambancard.gov.in.
  2. Obtain a current income certificate from the Revenue authorities showing annual income below Rs 75,000, and collect your residence proof, Aadhaar card and bank passbook.
  3. Decide between the allowance and the free bus pass. If you already hold a bus pass, take it with you to surrender it at the Directorate of Social Welfare.
  4. Apply online: open edistrict.py.gov.in, register as a user, log in, choose the Directorate of Social Welfare from the department list, select the transport allowance service, complete every mandatory field, upload the documents and submit. Save the reference number shown on screen.
  5. Or apply offline, download the form from the "Differently Abled Persons - Download Forms" page on socwelfare.py.gov.in, fill it in, attach self-attested photocopies, and submit at the Directorate of Social Welfare or your regional Social Welfare office. Collect the acknowledgement.
  6. Follow up after verification. The Directorate checks the disability certificate, income and residence before sanction, and confirms that no free bus pass is running in your name.

How do I check my application status?

  1. Log in to edistrict.py.gov.in and open the tracking section with your application reference number.
  2. Use the portal's Track Certificate page for services routed through it.
  3. For offline applications, call the Directorate of Social Welfare on +91-413-2205871 or email socwel[at]py[dot]gov[dot]in with your acknowledgement number.
  4. After sanction, confirm the Rs 300 monthly credit in your bank passbook.

Common reasons applications are rejected

  • A free bus pass is still active in your name. The Directorate checks this. Surrender the pass and the application can proceed.
  • Disability recorded below 40 per cent. Seek a re-assessment by the medical board rather than resubmitting the same certificate.
  • Income certificate above the ceiling. Rs 75,000 is a hard limit under this scheme.
  • Residence short of five years. Produce documents covering the full period โ€” ration card, voter roll entry or a residence certificate.
  • Preference declaration left blank. The form is returned if you have not chosen between the allowance and the bus pass.
  • Bank account not in the applicant's own name, which causes the credit to fail even after sanction.

Key dates and continuation

The scheme is open all year, with no application window and no last date announced. Once sanctioned, the Rs 300 is credited monthly and continues as long as you remain eligible. If your disability certificate carries a limited validity, renew it before expiry. Inform the Directorate in writing if you move address within Puducherry or change your bank account, and note that if you later want the free bus pass instead, you will need to apply to switch rather than simply stop using the allowance.

Allowance or free bus pass: how to decide

This is the only real decision the scheme asks you to make, so it deserves a paragraph of its own.

Take the free bus pass if your regular journeys are along bus routes, you travel frequently, and boarding a bus is manageable for you. A pass used several times a week is worth considerably more than Rs 300 a month in fares.

Take the Rs 300 allowance if your journeys are short and local, if there is no convenient bus route between your home and where you need to go, or if your disability makes bus travel impractical and you rely on autorickshaws or share autos. In that situation a bus pass is a piece of paper you never use, and the cash is real.

Note the pass must be physically surrendered to the Directorate if you switch to the allowance. Simply stopping its use is not enough, and the Directorate's records will still show it active, which will block the allowance.

Other mobility support from the Directorate

The transport allowance is one of several mobility measures the Directorate of Social Welfare runs for persons with disabilities in Puducherry:

  • Free bus pass for travel within the Union Territory, the alternative to this allowance.
  • Supply of Invalid Carriages (Motorised Tri-cycles), free of cost, for persons with 65 per cent or more lower-limb locomotor disability who are in employment or higher education. Note that a person receiving a transport allowance is not eligible for the tricycle.
  • Grant of Fuel Subsidy to Differently Abled Persons Who Are Owning Motorised Vehicles, for those who already have their own vehicle.
  • Supply of Prosthetic Appliances, including tricycles, calipers, crutches and wheelchairs, free of cost on a government specialist's advice.
  • Grant of Financial Assistance to Differently Abled Person; Rs 3,000 to Rs 4,800 a month depending on disability percentage and age.

Read the tricycle condition carefully before choosing. If you are employed, have 65 per cent or more lower-limb disability and hold a driving licence, the motorised tricycle is worth far more than Rs 300 a month, and drawing the allowance would rule it out.

Frequently asked questions

How much is the transport allowance for differently abled persons in Puducherry?

The Directorate of Social Welfare pays a fixed sum of Rs 300 per month, which works out to Rs 3,600 a year, credited to the beneficiary's bank account.

Can I keep my free bus pass and also take the transport allowance?

No. The scheme requires you to choose one. If you already hold a free bus pass you must surrender it to the Directorate of Social Welfare, and the application form carries a declaration where you state which benefit you prefer.

What is the minimum age for the transport allowance?

Five years. The Directorate's scheme page sets the age criterion as 5 years and above, so a young child with a certified disability can be sanctioned through a guardian.

What is the income limit?

Annual income must be less than Rs 75,000. This is the same ceiling the Directorate applies across most of its differently abled schemes and it is verified through a Revenue income certificate.

Does the transport allowance require any educational qualification?

No. The Directorate's stated criteria include "no educational qualifications", meaning the allowance is not restricted to students or to people in employment.

How do I apply for the transport allowance?

Apply online on the Puducherry e-District portal at edistrict.py.gov.in, or download the form from the "Differently Abled Persons - Download Forms" page on socwelfare.py.gov.in and submit it at the Directorate of Social Welfare with your documents.

How long must I have lived in Puducherry?

At least five years. Residence in the Union Territory of Puducherry for a minimum of five years is a stated eligibility condition.
