What is the Incentive Award to Inter-Caste Married Couples?

Incentive Award to Inter-Caste Married Couples is a scheme of the Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Government of Puducherry. The scheme pays a cash-and-savings award to a newly married couple where one partner belongs to a Scheduled Caste and the other belongs to a different community.

According to the scheme sheet published by the Government of Puducherry, the stated objective is "to reduce the effect of untouchability and as a step towards bringing about a casteless society". The award is therefore explicitly a social reform measure rather than a poverty relief measure, which is why the scheme carries no income ceiling at all.

The award is worth Rs 50,000 per couple, structured as:

  • Rs 20,000 in cash, and
  • Rs 30,000 as a National Savings Certificate in the couple's name.

That split matters. Half the value is deliberately locked into a savings instrument so that the award does not disappear into wedding expenses, while the cash portion is available to the couple immediately after sanction.

The scheme runs across the four regions of the Union Territory: Puducherry, Karaikal, Mahe and Yanam. Residents often refer to it simply as the kalappu manam incentive, the Tamil phrase for an inter-caste marriage.

Who is eligible for the inter-caste marriage award in Puducherry?

You can claim the award if:

  • The marriage is between a Scheduled Caste person and a person of another community. One partner SC, one partner not, is the core requirement.
  • The marriage is registered with the registering authority.
  • The marriage is the first marriage for both the bride and the groom.
  • Both partners, or either of them, is a native of Puducherry.
  • The application is submitted within 60 days of the marriage being performed.

You are not eligible and cannot apply if:

  • Both partners are from the same community, or neither partner is Scheduled Caste. An inter-religious marriage between two non-SC partners does not qualify under this particular scheme.
  • The marriage has not been registered. A temple, church or mosque ceremony alone is not enough.
  • Either partner has been married before. The rules require that the marriage be performed for the first time between the bride and groom.
  • Neither partner has Puducherry nativity.
  • The 60-day window has closed before the application reaches the department.

There is deliberately no income limit and no ceiling based on occupation, education or property. Applicants sometimes assume an income certificate is needed and lose time chasing one; the scheme rules do not ask for it.

What documents are required?

Document Mandatory Notes
Marriage registration certificate Yes The marriage must be registered
First-marriage certificate from an MP or MLA Yes Confirms it is the first marriage for both
Community certificates, bride, groom and their parents Yes Establishes the inter-caste character of the marriage
Nativity certificates Yes At least one partner must be a Puducherry native
Nationality certificates Yes Listed in the scheme enclosures
Age proof of bride and groom Yes Birth certificate or equivalent
Joint bank account passbook copy No For release of the Rs 20,000 cash component

The requirement for community certificates covering the parents as well as the couple catches many applicants out. Plan for four community certificates, not two, and start collecting them from the Revenue Department before the wedding rather than after.

How to apply for the inter-caste marriage incentive in Puducherry

  1. Register the marriage with the Registrar of Marriages, the municipality or the commune panchayat, and collect the marriage registration certificate. The 60-day clock runs from the date the marriage was performed, not from the date of registration, so do this without delay.
  2. Collect the community, nativity and nationality certificates for the bride, the groom and their parents from the Revenue Department.
  3. Obtain the first-marriage certificate from your Member of Parliament or Member of the Legislative Assembly, certifying that this is the first marriage for both partners.
  4. Collect the application form from the Adi Dravidar Welfare and Scheduled Tribes Welfare Department office, or the sub-office in your region.
  5. Fill in the form with the names, ages, communities and addresses of both partners, the date and place of marriage, and joint bank account details.
  6. Attach all enclosures and submit the application at the departmental office for Puducherry region, the Karaikal sub-office, or the Welfare Officer in Mahe or Yanam — within 60 days of the marriage.
  7. Collect the acknowledgement with the file number and keep it for follow-up.

The department verifies the community status of both families, the registration of the marriage and the nativity condition before sanctioning. On sanction, the Rs 20,000 cash portion is released and the Rs 30,000 National Savings Certificate is issued.

How much does the award pay and in what form?

The total value is Rs 50,000 per couple, paid once. There is no annual renewal, no monthly component, and no additional amount for children born later.

Component Amount Form
Cash portion Rs 20,000 Released to the couple on sanction
Savings portion Rs 30,000 National Savings Certificate in the couple's name

Because Rs 30,000 of the award is a National Savings Certificate, the couple cannot treat the full Rs 50,000 as spendable money on the day of sanction. The certificate matures on its own terms and earns interest in the meantime, which is the intended design.

How do I check the status of my application?

  1. Keep the acknowledgement slip and file number issued when you submitted the application.
  2. Contact the office where you filed. The Adi Dravidar Welfare Department directorate for the Puducherry region, the Karaikal sub-office, or the Welfare Officer for Mahe and Yanam.
  3. Ask specifically whether community verification is complete, since that is the step where most files sit.
  4. If sanction has been accorded but the National Savings Certificate has not been issued, ask when the department's next batch of certificates is being processed.

Why inter-caste marriage award applications get rejected

  • Application filed after 60 days. This is the most frequent cause and it is usually fatal, since the deadline sits in the scheme rules.
  • Marriage not registered. Applicants who married months earlier and only registered later find that the 60-day period ran from the ceremony date.
  • Community certificates missing for the parents, not just for the couple.
  • First-marriage certificate not obtained from an MP or MLA, or obtained on plain paper without the required format.
  • Both partners from the same community, discovered at verification.
  • Neither partner able to show Puducherry nativity.
  • Name or date-of-birth mismatch between the marriage certificate, the age proof and the community certificates.

If a claim is rejected on a document ground within the 60-day window, correcting the paper and resubmitting quickly is usually possible. A rejection on the deadline itself is not curable.

Where do I complain if the award is delayed?

  • Adi Dravidar Welfare and Scheduled Tribes Welfare Department, Puducherry: 0413-2275681, 0413-2275682, 0413-2276375.
  • Karaikal: the departmental sub-office, escalating to the Collector, Karaikal.
  • Mahe and Yanam: the Welfare Officer, escalating to the Regional Administrator.
  • CPGRAMS at pgportal.gov.in, linked from the department's own website.

The application is free. No fee is charged for the form, for submission, or for the issue of the National Savings Certificate, and no middleman has any role in sanctioning this award.

Frequently asked questions

How much is the inter-caste marriage incentive in Puducherry?

The award is Rs 50,000 for each couple, split as Rs 20,000 in cash and Rs 30,000 in the form of a National Savings Certificate. The Government of Puducherry scheme sheet describes it as "an award with a value of Rs 50,000 to each couple".

Is there an income limit for the inter-caste marriage award in Puducherry?

No. The scheme rules state plainly that there is no income limit. A well-off couple and a poor couple are treated the same, provided the other conditions are met.

By when must I apply after an inter-caste marriage in Puducherry?

Within 60 days from the date the marriage was performed. This is a hard condition written into the scheme rules, and a late application is the single most common reason claims fail.

Who is not eligible for the inter-caste marriage incentive?

Couples where both partners are from the same community are not eligible, and neither are couples where neither partner is Scheduled Caste. A second or subsequent marriage for either partner is also excluded, since the marriage must be the first for both bride and groom.

Does the marriage have to be registered to claim this award?

Yes. The scheme rules require that the marriage be registered, and the marriage registration certificate is a mandatory enclosure. A religious or customary ceremony alone, without registration, does not qualify.

Does either partner need to be from Puducherry?

Yes, at least one of them. The rules say both bride and groom, or either of them, should be a native of Puducherry. A couple where neither partner has any Puducherry nativity cannot claim.

Can the Rs 30,000 National Savings Certificate be encashed immediately?

No. The Rs 30,000 is given as a National Savings Certificate rather than cash, so it matures according to the terms of the certificate. Only the Rs 20,000 cash component is available straight away.
