Marriage Registration Certificate in Puducherry (e-Thirumanam)
Puducherry state government scheme
Marriage Registration Certificate in Puducherry is issued by the Registration Department through its District Registrar and 12 Sub-Registrar offices, and applications are filed and appointments booked on the e-Thirumanam portal at ethirumanam.py.gov.in. The Registration Department lists a registration fee of Rs 20, Rs 10 for each certified copy, and about one week for a Hindu marriage after documents are verified, against 30 days of public notice under the Special Marriage Act.
What is the Marriage Registration Certificate in Puducherry?
The Marriage Registration Certificate in Puducherry is the Union Territory's legal record that a marriage took place, entered in the marriage register by the Registration Department, Government of Puducherry. The Registration Department operates one District Registrar office and 12 Sub-Registrar offices covering the four regions of the Union Territory: Puducherry, Karaikal, Mahe and Yanam, and the Marriage Registrar attached to those offices issues the certificate.
Puducherry is unusual among Indian states and Union Territories in running a dedicated online front-end for this single service. The Registration Department's portal e-Thirumanam, at ethirumanam.py.gov.in, is described by the department as an online application submission and appointment booking portal for marriage registration. The department's parent website, regn.py.gov.in, carries the service description, the document lists for each marriage type and the fee schedule.
A Puducherry marriage certificate is what banks, passport offices, embassies, insurers, pension authorities and employers ask for when a marriage has to be proved. It is also the document required for a woman changing her surname on official records, for a spouse visa, and for claiming a family pension or a nominee benefit.
Which law applies, Hindu Marriage Act or Special Marriage Act?
Puducherry lists three distinct registration types on the Registration Department's marriage page, and choosing the right one decides both the documents and the timeline.
Hindu marriage registration applies where both parties are Hindu, Buddhist, Jain or Sikh and the marriage has already been solemnised according to custom. The registration is a record of a marriage that already legally exists. The Registration Department states that the certificate follows about one week after the documents are verified. Age is checked at 21 years for the bridegroom and 18 years for the bride at the time of marriage.
Special marriage registration applies where the couple is interfaith, or where Christian or Muslim parties choose the secular route, under the Special Marriage Act 1954. Puducherry requires a 30-day notice period for this route. The notice is published so that anyone can object; if no valid objection is received in 30 days, the registration proceeds. The department lists 21 years as the age requirement for both parties under this head.
Intended marriage registration is for couples who want the marriage itself solemnised before the Sub-Registrar rather than by a religious officiant. This is what most people call a court marriage. It also carries the 30-day notice period, and the marriage is solemnised and registered at the Sub-Registrar office in the presence of witnesses.
The practical rule is simple. If the wedding has already happened by Hindu rites, use Hindu marriage registration and expect roughly a week. If the wedding has not happened yet, or the couple is interfaith, expect at least 30 days because the notice period cannot be waived.
Who can and cannot apply in Puducherry?
A couple can apply if the bridegroom was at least 21 and the bride at least 18 at the time of the marriage, if both are of sound mind and capable of giving valid consent, if neither has a living spouse from a subsisting marriage, and if the marriage falls within the jurisdiction of a Puducherry Sub-Registrar, either because it was solemnised in the Union Territory or because the couple resides there. Widowed and divorced persons can apply by producing the death certificate of the former spouse or the decree of divorce.
A couple cannot apply where either party was below the legal age at the time of the marriage, where either party already has a living spouse whose marriage has not been dissolved, where the parties fall within the prohibited degrees of relationship and no custom permits the marriage, or where neither the marriage nor the couple's residence connects to Puducherry. An application cannot proceed under the Hindu marriage head if either party is not Hindu, Buddhist, Jain or Sikh, that case has to go through the Special Marriage Act route instead.
What documents are required?
The Registration Department lists a common core for all three registration types: proof of date of birth (birth certificate, transfer certificate or marks sheet), a photo identity card (voter card, Aadhaar, passport or driving licence), the ration card, the original certificate of solemnisation issued by the authorised person who conducted the marriage, and the marriage invitation card.
To this, applicants carry passport-size photographs of both parties, a joint photograph from the ceremony, and witnesses with their own identity documents. Where either party was married before, the divorce decree or the death certificate of the earlier spouse is added. Originals are produced at the Sub-Registrar office even when scanned copies were uploaded online.
What does it cost?
Marriage registration in Puducherry costs Rs 20, the registration fee stated by the Registration Department for all marriage registrations. The department's published fee schedule separately lists Rs 10 for each certified copy of the marriage certificate and a search fee of Rs 5 for every year searched when an old entry has to be located. Older departmental material also refers to a Rs 1 charge for the application form.
These are the entire government charges. Payment is made online through e-Thirumanam or at the Sub-Registrar office counter, and a receipt is issued. Nobody at a Sub-Registrar office is authorised to charge more. Touts outside registration offices in Puducherry routinely quote thousands of rupees for "fast-tracking" a certificate that costs Rs 20 to there is no fast-track slot to buy, and the 30-day notice under the Special Marriage Act cannot be shortened by any payment.
How to apply for marriage registration in Puducherry, online
- Open e-Thirumanam at ethirumanam.py.gov.in, the Registration Department's marriage registration portal, and register as a user with a mobile number and email address.
- Choose the registration type; Hindu marriage, Special marriage or intended marriage; because the form, the document list and the notice requirement all change with this choice.
- Fill in the particulars of both parties: full names, dates of birth, parents' names, addresses, religion, occupation, the date and place of solemnisation, and the details of the witnesses.
- Upload the scanned documents — date-of-birth proof, photo identity, ration card, certificate of solemnisation, invitation card and photographs, in the sizes and formats the portal specifies.
- Pay the fee online and save the acknowledgement with the application number generated by the portal.
- Book the appointment slot at the Sub-Registrar office of your choice from the calendar shown; e-Thirumanam exists precisely so that the couple can pick a convenient date instead of queueing.
- Attend on the appointment date with both parties, the witnesses and every original document. The Sub-Registrar verifies the papers, the parties and witnesses sign the marriage register, and the entry is made.
- Collect the certificate, for a Hindu marriage, about a week after verification; for a Special Marriage Act registration, after the 30-day notice period has run without a sustained objection.
How to apply offline at the Sub-Registrar office
- Visit the Sub-Registrar office with jurisdiction over the place of marriage or the couple's residence: one of the 12 offices across Puducherry, Karaikal, Mahe and Yanam: or the District Registrar office at Kamaraj Salai, Sakthi Nagar, Saram, Puducherry.
- Obtain and fill the marriage registration memorandum for the relevant Act, signed by both parties.
- Attach the document set, age proof, photo identity, ration card, certificate of solemnisation, invitation and photographs, and pay the Rs 20 fee at the counter.
- Appear with the witnesses on the date the registering officer fixes, sign the register, and collect the certificate once the entry is complete.
For an intended marriage or a Special Marriage Act registration, the notice is filed at step 2 and displayed for 30 days before the office proceeds.
How do you check the status of a Puducherry application?
The e-Thirumanam portal shows application status against the application number issued at submission, and the Registration Department's e-Services section allows certified copies to be downloaded from the applicant's dashboard once payment is processed. Where the application was filed on paper, the Sub-Registrar office that received it is the place to ask, quoting the receipt number and the date of filing. The department's office in Puducherry can be reached on 0413-2247194 or 0413-2231275, or by email at regn.pon@nic.in.
Is the certificate valid forever, and what if it is rejected?
A Puducherry marriage certificate does not expire. The entry in the marriage register is permanent, and additional certified copies can be obtained later at Rs 10 per copy, with a Rs 5 per-year search fee if the entry has to be traced.
Applications are commonly returned for a small set of reasons: a mismatch between the name or date of birth on the identity document and the one written on the form; no original certificate of solemnisation from the person who conducted the ceremony; an age below 21 for the bridegroom or 18 for the bride on the date of marriage; a previous marriage not accounted for by a divorce decree or death certificate; the wrong Act chosen for the couple's circumstances; witnesses failing to appear; or an application filed at an office that has no jurisdiction over the marriage or the couple's residence. Each of these is fixable. The usual remedy is to correct the document and re-present it at the same office.
Where do you complain if the office does not act?
The first escalation is to the District Registrar of the Registration Department, above the Sub-Registrar who is handling the file. The department's headquarters at Kamaraj Salai, Sakthi Nagar, Saram, Puducherry, contactable on 0413-2247194 and 0413-2231275 or at regn.pon@nic.in, is the point of contact for delays, refusals without a written reason, or any demand for money beyond the published fee. Keep the e-Thirumanam application number and the fee receipt: both are needed for the grievance to be traced.
