Lean Season Assistance (Welfare and Relief for Fishermen During Lean Seasons and Natural Calamities Scheme)
Puducherry state government scheme
Lean Season Assistance gives every eligible fisherman family in Puducherry 5 kg of free rice and one set of clothing during natural calamities each year, and 100 kg of rice with a cash dole of Rs 750 during the annual fishing ban. The Department of Fisheries and Fishermen Welfare distributes it through fishermen co-operative societies on a token system.
What is Lean Season Assistance for fishermen in Puducherry?
Lean Season Assistance is a component of the Welfare and Relief for Fishermen During Lean Seasons and Natural Calamities Scheme, run by the Department of Fisheries and Fishermen Welfare, Government of Puducherry, through the Pondicherry Fishermen Welfare and Distress Relief Society.
The scheme was notified by G.O. Ms. No. 14/Fy., dated 8 September 2009, published in the Gazette of Puducherry on 10 September 2009, and it extends to the whole of the Union Territory: Puducherry, Karaikal, Mahe and Yanam.
The problem it addresses is seasonal, not accidental. Marine fishing stops twice over: once during cyclones and heavy weather, and again during the annual ban on fishing by mechanised boats, imposed to let fish stocks breed. Both periods leave fishing families with no income for weeks at a stretch. The notification states the objectives directly: to assist fishermen families deprived of income during natural calamities and the fishing ban period, to conserve fishery wealth in the sea during the breeding season, and to comply with the Government of India's orders on the mechanised fishing ban.
Key features
- 5 kg of free rice and one set of clothing per family during natural calamities, every year.
- 100 kg of rice and a cash dole of Rs 750 per family during the fishing ban period.
- Delivered in kind at the fishing villages, on a token system.
- Below Poverty Line status, a Red Ration Card and society membership are all required.
- Owning a mechanised boat does not disqualify a family, and neither does an old age pension.
Who is eligible for lean season assistance?
You can apply if:
- You are a fisherman ordinarily resident in the Union Territory of Puducherry.
- You belong to a group designated as Below Poverty Line.
- You hold a Red Ration Card issued by the Department of Civil Supplies and Consumer Affairs, Puducherry.
- You hold an identity card issued by the Director of Fisheries and Fishermen Welfare.
- You hold a membership certificate from the Fishermen Co-operative Society of your village.
- You are covered by the decisions taken periodically by the Governing Body of the Pondicherry Fishermen Welfare and Distress Relief Society, which also identifies beneficiaries.
You cannot apply if:
- The beneficiary or any other member listed on the ration card is in regular service in the Government, a quasi-Government body or a government undertaking, or is a retired government pensioner. Such a family is not eligible.
- You were ordinarily residing in a foreign nation during the natural calamity, lean season or fishing ban period for which the relief is issued.
- You do not hold a Red Ration Card, or you are not designated Below Poverty Line.
- You are not a member of the village Fishermen Co-operative Society.
Two express protections are worth knowing, because families are often wrongly turned away on both counts. First, the benefit shall not be denied only on the ground that the head of the family or a family member receives an Old Age Pension. Second, the benefit shall not be restricted on the ground that the fisherman owns mechanised, motorised or traditional fishing boats; or owns no boat at all.
What exactly is given?
The notification separates the two situations:
| Situation | Assistance |
|---|---|
| Lean season assistance during natural calamities, every year | 5 kg of free rice and one set of clothing; one quality saree with one blouse bit, one lunghie and one towel: per fishermen family |
| Fishing ban period assistance, during the year | 100 kg of rice and a cash dole of Rs 750 per fishermen family |
The clothing set is specified in that level of detail in the gazette notification itself. The larger allocation of 100 kg of rice reflects the length of the annual mechanised-fishing ban, which runs for several weeks, as against the shorter disruption of a cyclone.
How to apply for Lean Season Assistance
- Make sure the three documents are in place before the season. A Red Ration Card from the Department of Civil Supplies, a fisherman identity card from the Director of Fisheries and Fishermen Welfare, and a membership certificate from your village Fishermen Co-operative Society. Families that scramble for these after a cyclone usually miss the distribution.
- Visit the implementing office for your region. In Puducherry, the Pondicherry State Fishermen Co-operative Federation Limited. In Karaikal, the Karaikal Fishermen Co-operative Marketing Union. In Mahe and Yanam, the Assistant Director of Fisheries and Fishermen Welfare. The list of sub-offices is published at fisheries.py.gov.in.
- Request and fill the prescribed application form. The ban relief application form is published on the departmental website and is also issued in hard copy at the office. Fill every mandatory field, paste a passport-size photograph where asked, and attach self-attested copies of the ration card, identity card and society membership certificate.
- Submit and take an acknowledgement. Hand the duly filled and signed form with the documents to the concerned authority, and ask for a receipt with the date and time of submission and a unique identification number where one is issued.
- Collect the token from the Field Officer. Field Officers identify eligible families and issue tokens printed with the beneficiary's name and ration card number.
- Surrender the token at the distribution point. Assistance is extended by the Field Officers on receipt of the token, in the fishing villages of the region concerned, under the supervision of the implementing officers and the Fishermen Co-operative Society.
How does distribution work in practice?
Distribution is made in the fishing villages of all four regions — Puducherry, Karaikal, Mahe and Yanam, under the supervision of the implementing officers and the regional Fishermen Co-operative Society. The methodology in the notification is a token system: families involved in fishing and allied fishing activities, who are members of the village co-operative society, hold a ration card and are deprived of income during the lean season, are identified by Field Officers and issued tokens; the assistance is then handed over against the token.
The consequence for a family is practical. The token, not the application, is what gets you the rice. If you have applied but never received a token, chase the Field Officer for your village rather than waiting at the distribution point.
Why do families miss out?
- No Red Ration Card. The notification names this document specifically. Apply to the Department of Civil Supplies and Consumer Affairs well in advance.
- No fisherman identity card. Obtain it from the Director of Fisheries and Fishermen Welfare.
- Society membership lapsed. Renew the village co-operative society membership; the certificate is a condition, not a courtesy.
- A family member in government service or drawing a government pension. This is an express disqualification, and it is checked against the ration card.
- Token not collected. The commonest practical failure. Stay in touch with the Field Officer for your village during the ban and calamity periods.
- Wrongly refused for owning a boat or drawing an old age pension. Neither is a valid ground. Quote the notification, which protects both cases expressly, and escalate to the Assistant Director for your region.
When is the assistance distributed?
There is no application deadline in the calendar sense. Distribution follows events:
- Natural calamities, the lean season assistance of 5 kg of rice and one set of clothing is extended during natural calamities, every year.
- Fishing ban period, the 100 kg of rice and the Rs 750 cash dole are extended during the period of ban on fishing during the year. The mechanised fishing ban follows the Government of India's specification and is announced by the department each season.
- Governing Body decisions, beneficiaries are also considered on the basis of decisions taken periodically by the Governing Body of the Pondicherry Fishermen Welfare and Distress Relief Society, so keep an eye on departmental announcements.
How do I raise a grievance?
- Directorate of Fisheries and Fishermen Welfare, Fishing Harbour Complex, Thengaithittu, Mudaliarpet Post, Puducherry - 605004, phone +91-413-2357761, email fish.pon@nic.in.
- Regional offices: the Pondicherry State Fishermen Co-operative Federation Limited, the Karaikal Fishermen Co-operative Marketing Union, and the Assistant Directors of Fisheries and Fishermen Welfare at Mahe and Yanam.
- Interpretation of the scheme: any doubt on the provisions or their implementation is referred to the Director of Fisheries and Fishermen Welfare, Puducherry, who is also Member-Secretary of the Pondicherry Fishermen Welfare and Distress Relief Society, and whose decision is final.
- Central portal: pgportal.gov.in.
For emergencies at sea the department publishes the Indian Coast Guard toll-free number 1554, the Coastal Police Station number 1093 and the State Emergency Operation Centre, Puducherry number 1077.
How to check your application status
This scheme has no online tracking portal, no application ID, and no SMS or email update system. Because assistance moves on a token, not a ticket number, "checking status" means confirming two separate things: whether your application was accepted, and whether a token has been cut in your name.
- Confirm your form was accepted. If you submitted the ban relief application at the Pondicherry State Fishermen Co-operative Federation Limited, the Karaikal Fishermen Co-operative Marketing Union, or the office of the Assistant Director of Fisheries and Fishermen Welfare at Mahe or Yanam, the acknowledgement receipt you were given at submission is your only proof. Keep it. Quote its date and any reference number on it when you follow up.
- Ask the Field Officer for your village directly. Tokens are issued village by village once Field Officers identify eligible families from the co-operative society's membership list and the ration card records, not through a portal lookup. Visiting or calling the Field Officer assigned to your fishing village is the fastest way to learn whether your name is on the list and when distribution is scheduled.
- Call the regional office if the Field Officer is unreachable. For Puducherry region matters, call the Directorate of Fisheries and Fishermen Welfare at +91-413-2357761, or write to fish.pon@nic.in. For Karaikal, Mahe or Yanam, call the respective regional office or the Assistant Director for that region.
- Visit in person during the distribution window. Because the token, not the application, triggers payout, applicants who hear nothing back should go to the office in person once a calamity or the fishing ban is announced, rather than assuming silence means rejection.
- Escalate through the Director if there is no response. The Director of Fisheries and Fishermen Welfare, Puducherry, who is also Member-Secretary of the Pondicherry Fishermen Welfare and Distress Relief Society, is the authority for any dispute over eligibility or delay, and their decision on the scheme's implementation is final.
- Use the central grievance portal as a last resort. A complaint about delay or non-receipt of a token, after direct follow-up with the Field Officer and regional office has failed, can be lodged on pgportal.gov.in for escalation to the department.
