Grant of Subsidy for Purchase of Mobile Sea Food Van
Puducherry state government scheme
Grant of Subsidy for Purchase of Mobile Sea Food Van gives fisherwomen, their self-help groups and fisherwomen co-operative societies in Puducherry a 75% departmental subsidy on a mobile seafood van, with the remaining 25% met by a bank loan. Applicants must be 18 to 50 years old and non-overdue members of a Primary Fisheries Co-operative Society.
What is the mobile seafood van subsidy in Puducherry?
Grant of Subsidy for Purchase of Mobile Sea Food Van is a fisherwomen's livelihood scheme of the Department of Fisheries and Fishermen Welfare, Government of Puducherry. It was added as a new component to the Puducherry Development of Shore Based Facilities, Ice Plants, Service Unit, Infrastructural Facilities and Quick Transport Facilities Rules, 2010 by G.O. Ms. No. 22/Fy dated 11 February 2011, notified in the Gazette of Puducherry on 2 March 2011.
The Department provides a 75% subsidy on the cost of a mobile seafood van, with the remaining 25% met by a bank loan. The subsidised cost is not just the vehicle. The notification specifies that it covers the vehicle, fabrication of the body, procurement of an insulated ice-box, a two-burner stove, cooking utensils and accessories. In other words, the scheme funds a working mobile kitchen and fish stall, not a bare van.
The purpose is stated plainly in the notification: the van is meant to cater to the public by way of sale of fresh fish and processed fish and fishery products in a hygienic manner and at competitive price, using the concept of marketing fish in areas and places not served by regular markets or retail fish sale.
That last clause is the scheme's actual logic. Fish retailing in Puducherry concentrates around a handful of markets and landing centres. Neighbourhoods away from those points are poorly served, and fisherwomen who head-load fish to them work long distances in poor conditions with no cold chain. A refrigerated van with a stove turns that trade into a route business: the fish stays cold, the seller can cook and sell prepared items alongside raw fish, and the customer base extends into areas that had no fish retail at all.
Who is eligible for the mobile seafood van subsidy?
You can apply if you are an individual and:
- You belong to the fishermen community.
- You are a resident of the Union Territory of Puducherry by birth or domicile.
- You are a non-overdue member of the Primary Fisheries Co-operative Society concerned.
- You are between 18 and 50 years of age.
You can also apply as an organisation if:
- You are a registered Fisherwomen Co-operative Society in the Union Territory of Puducherry, or
- You are a group under a self-help group registered under the District Rural Development Agency or the Puducherry Urban Development Agency fold.
The notification is explicit that the individual conditions above also apply to the members of a self-help group applying under the scheme. A group cannot be assembled from members who would not individually qualify.
You are not eligible if:
- You are employed in Government, a Government Undertaking or a society, on either a part-time or a full-time basis.
- You are overdue to your Primary Fisheries Co-operative Society.
- You are under 18 or over 50 years of age.
- You are not a resident of Puducherry by birth or domicile.
- You are not from the fishing community, or your group's members are not.
- You cannot obtain the 25% bank loan that the scheme's financing structure depends on. Without the loan there is nothing for the front-end subsidy to offset.
How the money works
The financing is a 75:25 split to 75% departmental subsidy, 25% bank loan. The release mechanism is set out in the notification and is worth understanding before applying, because no cash reaches the applicant's hands at any point:
- Eligible applicants are shortlisted after field enquiry.
- The shortlisted application forms and enquiry reports are forwarded to the concerned nationalised bank for sanction of loans.
- On receipt of the bank's letter of intent for issue of loan, and on the opening of a separate account in the name of the beneficiary at the bank, the subsidy portion is released to the bank to offset the loan amount as front-end subsidy.
- On release of the matching loan amount by the bank, the funds are withdrawn jointly by the departmental officer and the bank for the creation of the asset, that is, to buy and fit out the van.
For the Puducherry region the joint withdrawal is done by the Joint Director of Fisheries and Fishermen Welfare; in Karaikal, Mahe and Yanam it is done by the Regional Head of Office of the Department. This structure is deliberate: it guarantees the subsidy is converted into a van rather than diverted, and it protects the beneficiary from being loaded with a loan before the subsidy has landed.
Who selects the beneficiaries?
Field enquiry is conducted by departmental officials not below the rank of Sub-Inspector of Fisheries and Master Mechanic. Applicants are then shortlisted by a Departmental Selection Committee, constituted region-wise:
| Region | Committee |
|---|---|
| Puducherry | Director of Fisheries and Fishermen Welfare (Chairman); Deputy Director (Mechanisation) (Member); Project Officer (Fisheries) (Member-Convener) |
| Karaikal | District Collector, Karaikal (Chairman); Deputy Registrar of Co-operatives, Karaikal (Member); Deputy Director of Fisheries and Fishermen Welfare, Karaikal (Member-Convener) |
| Mahe | Regional Executive Officer, Mahe (Chairman); Deputy Registrar of Co-operatives, Mahe (Member); Assistant Director of Fisheries and Fishermen Welfare, Mahe (Member-Convener) |
| Yanam | Regional Executive Officer, Yanam (Chairman); Block Development Officer, Yanam (Member); Assistant Director of Fisheries and Fishermen Welfare, Yanam (Member-Convener) |

How to apply for the mobile seafood van subsidy
- Watch for the call. Applications in the approved standard format set out in the Annexure to the notification are called for from the targeted group by the Department, so the round has to be open before you file.
- Visit the Office or a Sub-Office of the Department of Fisheries and Fishermen Welfare and request the hard copy of the prescribed application form from the concerned authority.
- Fill in every mandatory field, paste the passport-sized photograph and sign across it where the form requires, and attach self-attested copies of the Society membership certificate showing non-overdue status, the residence and age proofs, the declaration of non-employment, the SHG or society registration certificate where applicable, the quotations for the vehicle and its fittings, and your bank account details. Group applicants must furnish the names of the members and the details of the group's registration as the annexure requires.
- Submit the duly filled and signed application with the documents to the concerned authority.
- Request a receipt or acknowledgement, and check that it records the date and time of submission and a unique identification number where one is issued.
- Cooperate with the field enquiry, conducted by officials not below the rank of Sub-Inspector of Fisheries and Master Mechanic.
- Follow the file to the bank. Once shortlisted, your application and the enquiry report go to the concerned nationalised bank. Open the separate account the bank requires, so the front-end subsidy can be released against it.
How do I check the status of my application?
Quote the acknowledgement details when following up at the Office or Sub-Office where you filed. The Department publishes its Sub-Office list at fisheries.py.gov.in/sub-offices. Because the process moves in two stages — departmental shortlisting, then bank sanction; ask specifically which stage your file is at. A file that has been forwarded to the bank is no longer waiting on the Department, and the next step is to follow up with the branch on the letter of intent.
Why applications get rejected, and how to fix them
- Overdue with the Primary Fisheries Co-operative Society. Clear the dues before applying; non-overdue membership is an express condition.
- Age outside the 18 to 50 band, for the individual applicant or for SHG members.
- Employment in Government, a Government Undertaking or a society, which disqualifies regardless of everything else.
- SHG not registered under the DRDA or PUDA fold, which leaves the group outside the defined targeted category.
- Members of an SHG who do not individually meet the conditions, since the individual criteria apply to them too.
- No bank willing to sanction the 25% loan, which stops the front-end subsidy from being released.
- Quotations missing for the body fabrication, insulated ice-box, stove, utensils and accessories, which leaves the cost base unverifiable.
- Filing between rounds, when applications have not been called for.
Where to raise a grievance
Approach the Department of Fisheries and Fishermen Welfare, Government of Puducherry at the Office or Sub-Office where you filed. The Department publishes its Sub-Office list at fisheries.py.gov.in/sub-offices and its contact details at fisheries.py.gov.in/contact-us; use those pages for current numbers, as the Department revises them from time to time.
The notification provides that in case of doubt or ambiguity about the interpretation of any provision of the scheme or its implementation, the matter is adjudicated by the Director of Fisheries and Fishermen Welfare, Puducherry, whose decision is final and binding on all parties concerned. Application forms are issued by the Department, and no agent is authorised to charge a fee for lodging your application.

Frequently asked questions
How much subsidy is given for a mobile seafood van in Puducherry?
The Department gives a 75% subsidy on the cost of the mobile seafood van, covering the vehicle, fabrication of the body, procurement of an insulated ice-box, a two-burner stove, cooking utensils and accessories. The remaining 25% is expected to be met by a bank loan.
Who can apply for the mobile seafood van?
Fisherwomen, fisherwomen self-help groups registered under the District Rural Development Agency or the Puducherry Urban Development Agency, and registered fisherwomen co-operative societies in the Union Territory of Puducherry. The scheme was framed specifically for women in the fishing community.
What is the van meant to be used for?
Selling fresh fish and processed fish and fishery products to the public in a hygienic manner and at competitive prices, using the concept of marketing fish in areas and places not served by regular markets or retail fish sale.
What age limits apply?
Applicants must be between 18 and 50 years of age. They must also belong to the fishermen community, be residents of Puducherry by birth or domicile, and be non-overdue members of the Primary Fisheries Co-operative Society concerned.
Can a government employee apply?
No. The applicant should not be employed in Government, a Government Undertaking or a society, either on a part-time or a full-time basis.
How is the subsidy released?
The subsidy portion is released to a separate account of the beneficiary at the bank, as front-end subsidy to offset the loan amount. Funds are then withdrawn jointly by the departmental officer and the bank for the creation of the asset, so the money is applied to buying the van rather than paid out in cash.
Do the eligibility conditions apply to SHG members individually?
Yes. The notification states that the individual eligibility conditions — community, residence, non-overdue membership, age and non-employment — also apply to members of a self-help group applying under the scheme.
When was the scheme introduced?
The component was approved by G.O. Ms. No. 22/Fy dated 11 February 2011 and notified in the Gazette of Puducherry on 2 March 2011, as an addition to the Puducherry Development of Shore Based Facilities, Ice Plants, Service Unit, Infrastructural Facilities and Quick Transport Facilities Rules, 2010.
