Reimbursement / Spot Exemption of Sales Tax on High-Speed Diesel Oil
Puducherry state government scheme
Reimbursement / Spot Exemption of Sales Tax on High-Speed Diesel Oil refunds or spot-exempts the sales tax on diesel consumed by a registered mechanised fishing boat in Puducherry, up to 15,000 litres per boat per annum. Boat owners aged 23 to 60 who are members of a Fishermen Co-operative Society apply at the Department of Fisheries offices.
What is the diesel sales tax reimbursement for Puducherry fishermen?
Reimbursement / Spot Exemption of Sales Tax on High-Speed Diesel Oil is a marine fisheries support measure of the Department of Fisheries and Fishermen Welfare, Government of Puducherry. It is a sub-component under the umbrella scheme Financial Assistance for Availing Subsidy Components for the Development of Marine Fisheries, notified through the Rules for Grant of Various Subsidy Components and for Reimbursement/Spot Exemption of Sales Tax on High Speed Diesel oil to Marine Fishermen-2008, published in the Gazette of Puducherry on 1 June 2009 under G.O. Ms. No. 10/FY dated 26 May 2009.
The scheme's mechanism is simple: the prevailing sales tax on high-speed diesel oil consumed by a registered boat is reimbursed or spot-exempted, subject to a maximum of 15,000 litres per boat per annum, as may be revised by the Government from time to time.
Diesel is the largest running cost in mechanised marine fishing, and unlike a boat or a net it is a cost that recurs on every trip. A trawler that burns several hundred litres in a single sortie is exposed to fuel price movements in a way no capital subsidy can address. Removing the sales tax component from up to 15,000 litres a year is therefore an operating subsidy rather than an investment one — it lowers the cost per trip rather than the cost of entering the fishery.
Who is eligible for the diesel sales tax reimbursement?
You can apply if:
- You belong to the fishermen community, or are professionally engaged in fishing or the fish trade on a full-time basis, or are a prospective entrepreneur in the sector.
- You have resided in the Union Territory of Puducherry for a continuous period of not less than five years at the time of applying.
- You are enrolled as a member of a Fishermen Co-operative Society.
- You are above 23 years and below 60 years of age.
- You possess a registered mechanised boat or motorised fishing craft, renewed on an annual basis as the case may be.
- You have renewed the diesel passbook on a monthly basis.
- You can submit bills as proof of having drawn diesel from authorised bunks.
You are not eligible if:
- You are a recipient of the old age pension issued by the Department.
- You are employed in Government, a Government Undertaking, or a Fishermen Co-operative Society.
- You have dues outstanding to the Department or to the Fishermen Co-operative Societies at the time of making the application.
- Your boat is not registered, or its registration has not been renewed annually.
- You ventured for fishing during a notified fish ban period. The rules define a fishing ban as the period notified by the Government of India or the Union Territory of Puducherry.
- Your diesel passbook is not current, or you cannot produce bills from authorised bunks. "Authorised diesel bunk" is defined in the rules as a bunk or outlet authorised by the Department from time to time, so fuel drawn elsewhere does not count.
How much is the benefit worth?
The entitlement is expressed as a volume ceiling, not a rupee ceiling: the prevailing sales tax on up to 15,000 litres of high-speed diesel per boat per annum. What that is worth in rupees therefore moves with the tax rate and the diesel price, and the rules expressly reserve the Government's power to revise the 15,000-litre limit.
The benefit reaches the owner by one of two routes. Under spot exemption, the tax component is not levied at the authorised bunk at the time of drawing the fuel, so the boat owner simply pays less at the pump against the diesel passbook. Under reimbursement, the owner pays the taxed price, submits the bills, and receives the tax component back. Either way, the diesel passbook and the bunk bills are the documents that carry the claim.

How to apply for the diesel sales tax reimbursement
- Keep the paperwork current before you claim. Renew the boat registration annually, renew the diesel passbook every month, and retain every bill from the authorised bunks. The claim is built entirely on these records.
- Visit the Office or a Sub-Office of the Department of Fisheries and Fishermen Welfare and request the prescribed application form from the concerned authority. Applications are submitted in the Form prescribed under the rules as and when called for by the Department.
- Fill in every mandatory field, paste the passport-sized photograph and sign across it where the form requires, and attach self-attested copies of the boat registration certificate, diesel passbook, bunk bills, Society membership certificate, residence and age proof, no-dues certificate and bank passbook page.
- Submit the duly filled and signed form with the documents to the concerned authority at the Office or Sub-Office.
- Take a receipt or acknowledgement from the authority. Make sure it records the date and time of submission and a unique identification number where one is issued.
- Cooperate with the field enquiry. The application is enquired into on the field for genuineness by an officer not below the rank of Sub-Inspector of Fisheries, and is then verified and recommended by the scheme implementing officer, not below the rank of Assistant Director or Deputy Director of Fisheries.
- Await selection. Applications received are verified and eligible beneficiaries shortlisted by the implementing officer within 60 days from the commencement of the field enquiry work, and the shortlist goes to a Departmental Selection Committee.
Who decides, and how long does it take?
The Departmental Selection Committee for the Puducherry region is chaired by the Director of Fisheries and Fishermen Welfare, with the Joint Director, the Deputy Director (Welfare) and the Secretary of the Puducherry State Fishermen Co-operative Federation Limited as members, and the Deputy Director (Mechanisation) as Member-Secretary. The Karaikal region committee has the same chair and a corresponding regional composition, and Mahe and Yanam have their own committees.
The published timeline that a claimant can hold the Department to is the 60-day shortlisting window from the commencement of field enquiry. Follow up against that, quoting the acknowledgement issued at submission.
Why claims get rejected, and how to fix them
- Diesel passbook not renewed monthly. This is the most avoidable failure. Renew it every month whether or not you intend to claim that month.
- Bills from unauthorised bunks. Only bunks authorised by the Department from time to time count. Confirm the current list before fuelling.
- Boat registration not renewed for the year in question.
- Fishing during a notified ban period, which disqualifies the claim outright.
- Society membership lapsed, or dues outstanding to the Department or to the Society at the time of application.
- Age outside the 23 to 60 band, or the applicant drawing the Department's old age pension.
- Residence short of five continuous years in the Union Territory.
- Employment in Government, a Government Undertaking or a Co-operative Society, which bars the claim regardless of boat ownership.
Where to raise a grievance
Approach the Department of Fisheries and Fishermen Welfare, Government of Puducherry, through the Office or the Sub-Office where you filed. The Department publishes its list of Sub-Offices at fisheries.py.gov.in/sub-offices and its contact details at fisheries.py.gov.in/contact-us; use those pages for the current numbers, as the Department revises them from time to time.
The rules provide that where any doubt arises on the interpretation of a provision of the scheme or its implementation, the matter is referred to the Director of Fisheries and Fishermen Welfare, Puducherry, whose decision is final. Application forms are obtained from the Department, and no agent is authorised to charge a fee for filing on your behalf.
How to check your application status
There is no online tracking portal for this component. The Department of Fisheries and Fishermen Welfare, Puducherry processes claims entirely offline through its Office and Sub-Offices, so status has to be checked in person or through the acknowledgement issued at submission.
- Keep the acknowledgement from filing. When you submit the application at the Office or Sub-Office, the receipt or acknowledgement you are given at that time is the only reference document you will have. Note the date of submission and any identification number recorded on it, since the Department has not published a separate online reference number system for this scheme.
- Track the field enquiry stage. After submission, an officer not below the rank of Sub-Inspector of Fisheries carries out a field enquiry into the genuineness of the claim. You can ask the Sub-Office where you filed whether this enquiry has started, since the 60-day shortlisting clock runs from its commencement, not from the date you submitted the form.
- Ask about verification and recommendation. After the field enquiry, the scheme implementing officer, an Assistant Director or Deputy Director of Fisheries, verifies and recommends eligible cases. This is the stage your Sub-Office can confirm has been completed if you follow up after the 60-day window.
- Follow up at the Sub-Office or Office where you filed, quoting the date of submission and the acknowledgement. Since applications are considered by a regional Departmental Selection Committee, whether for Puducherry, Karaikal, Mahe or Yanam, the Sub-Office in your region is best placed to tell you which committee is handling your case and whether it has met.
- Use the Department's published contact list if the Sub-Office is unreachable. Current phone numbers and addresses for every Sub-Office are listed at fisheries.py.gov.in/sub-offices, and general Department contacts at fisheries.py.gov.in/contact-us. Since the Department revises these listings from time to time, check the live page rather than relying on an old number.
- For a reimbursement claim already approved, the credit is expected in the bank account recorded in the passbook copy submitted with the application. If the field enquiry and verification stages are confirmed complete but no credit has appeared, raise this specifically at the Office, since a completed verification does not by itself confirm that payment has been released.
No agent is authorised to charge a fee for checking or expediting the status of an application. Any such demand should be reported to the Office where the claim was filed.

Frequently asked questions
How much diesel is covered by the sales tax reimbursement?
The prevailing sales tax on high-speed diesel consumed by a registered boat is reimbursed or spot-exempted, subject to a maximum of 15,000 litres per boat per annum, as may be revised by the Government from time to time.
What is the difference between reimbursement and spot exemption?
Spot exemption means the tax component is not charged at the authorised bunk when the diesel is drawn, so the boat owner pays the lower price at the pump. Reimbursement means the owner pays the full taxed price and claims the tax component back afterwards against bills. The scheme rules provide for both routes.
What are the age limits?
The applicant must be above 23 years and below 60 years of age, and must be enrolled as a member of a Fishermen Co-operative Society. The applicant must also not be a recipient of the old age pension issued by the Department.
How long must I have lived in Puducherry?
Not less than five continuous years in the Union Territory of Puducherry at the time of making the application. This residence condition applies across all the marine fisheries subsidy components under these rules.
What happens if I fish during the ban period?
You lose the claim. The rules state that the applicant should not have ventured for fishing during notified fish ban periods. The ban period is notified by the Government of India or the Union Territory of Puducherry.
Do I have to keep the diesel passbook updated?
Yes, and monthly. The rules require that the applicant should have renewed the diesel passbook on a monthly basis, and should submit bills as proof of having drawn diesel from the authorised bunks. A lapsed passbook is the commonest cause of a failed claim.
Can a government employee claim this?
No. The applicant should not be employed in Government, Government Undertakings or a Fishermen Co-operative Society. Nor may the applicant have any dues outstanding to the Department or to the Societies at the time of applying.
What other subsidies come under the same rules?
The same 2008 rules cover subsidies for mechanised boats at 50% up to Rs 7.50 lakh, steel mechanised boats at 50% up to Rs 11 lakh, FRP vallam with nets at 50% up to Rs 1,00,000, FRP catamaran and marine plywood canoe at 50% up to Rs 50,000, wooden nava with nets at 50% up to Rs 40,000, boat insurance premium at 50% up to Rs 20,000 a year, and reactivation grants of Rs 10,000 for a wooden or steel boat and Rs 5,000 for an FRP boat.
