What is the ice plant and fish processing unit subsidy in Puducherry?

Grant of Subsidy For Setting up of Ice-Plant / Cold Storage / Fish Processing Unit is a post-harvest infrastructure subsidy of the Department of Fisheries and Fishermen Welfare, Government of Puducherry. It forms Part II of the Puducherry Development of Shore Based Facilities, Ice Plants, Service Unit, Infrastructural Facilities and Quick Transport Facilities Rules, 2010, notified under G.O. Ms. No. 7/Fy dated 31 March 2010 and published in the Gazette of Puducherry on 7 April 2010.

The Department grants a 10% subsidy, subject to:

  • a maximum of Rs 3,00,000 per unit for establishing an Ice Plant-cum-Cold Storage, and
  • a maximum of Rs 10,00,000 per unit for establishing a Processing Unit.

The stated objective is to preserve fish and fishery products by installing ice plant-cum-cold storage units and processing units. That objective explains why a marine fisheries department funds what looks like industrial infrastructure. Fish begins losing value the moment it lands. Without ice at the landing centre and cold storage behind it, a good catch has to be sold the same day at whatever price the shore buyer offers. Every hour of cold chain added between the boat and the buyer shifts bargaining power back towards the fisherman, which is why the same rules also subsidise insulated vans and ice-boxes at a much higher rate of 50%.

The subsidy percentage here is deliberately low. At 10%, this is a nudge on a bank-financed project rather than the principal source of capital, which is consistent with the rules requiring a loan sanction order to be enclosed and the subsidy to be released into the beneficiary's loan account at the bank.

Who is eligible for the ice plant and processing unit subsidy?

You can apply if:

  • You are from the private sector, or are a fisherman, a fishermen or fisherwomen co-operative society, or an entrepreneur. The rules describe the targeted group as all of these, fulfilling the eligibility criteria.
  • You are not less than 18 years old and not more than 50 years of age.
  • You can enclose the loan granting or loan sanction order, as provisional selection for the grant of loan by the bank.
  • You have obtained the necessary approvals from the authorities concerned. The Municipality, the Department of Science and Technology, the Inspector of Factories and Boilers, the Agriculture Department and any other applicable authority — and can enclose them.

You are not eligible if:

  • You have already availed any benefit of loan or subsidy from any other source for the same purpose. This bar is stated expressly and rules out stacking this grant on top of another scheme's support for the same unit.
  • You are under 18 or over 50 years of age.
  • You have no bank loan sanction or provisional selection order to enclose. The subsidy is released to the bank against the beneficiary's loan account, so a project without bank finance has no channel to receive it.
  • You lack the statutory approvals for the unit. An ice plant or processing unit touches municipal, factory, boiler and food-safety regulation, and the Department requires those clearances up front rather than after sanction.
  • You are seeking support for something outside the two listed unit types. Transport vehicles, for example, fall under Part I of the same rules at a 50% subsidy, and should be claimed there instead.

How much is paid, and how does the money move?

Unit type Subsidy rate Ceiling
Ice Plant-cum-Cold Storage 10% Rs 3,00,000 per unit
Fish Processing Unit 10% Rs 10,00,000 per unit

Beyond these two, the same Part II of the rules also provides grant-in-aid for the construction and maintenance of fishing harbours, and for the construction of fish landing centres, fish landing jetties, fish drying platforms, fish curing yards, work sheds, cyclone shelters and community halls. Those are institutional works rather than individual entitlements, and an individual applicant should not expect to claim them as a personal benefit.

The release mechanism is fixed by the rules. Applications satisfying the conditions are verified and sent to the concerned bank for grant of loan. On receipt of the loan sanction order from the bank, the subsidy amount claimed is released to the bank in the account of the beneficiary for whom the loan amount was sanctioned. Money does not reach the promoter directly; it reduces the loan.

How to apply for the ice plant or processing unit subsidy

  1. Wait for the Department's call. The rules state that applications for grant of subsidy are normally invited by the Department of Fisheries and Fishermen Welfare periodically, so watch for the notification rather than filing unprompted.
  2. Assemble the approvals and the bank sanction first. Obtain the Municipality, Department of Science and Technology, Inspector of Factories and Boilers and Agriculture Department clearances applicable to your unit, and the loan sanction or provisional selection order from the bank. An application without these cannot progress.
  3. Visit the Office or a Sub-Office of the Department of Fisheries and Fishermen Welfare and request the hard copy of the prescribed application form from the concerned authority.
  4. Fill in every mandatory field, paste the passport-sized photograph and sign across it where the form requires, and attach self-attested copies of the loan sanction order, the statutory approvals, the age proof, the project report and cost estimate, the no-other-subsidy declaration, the society registration certificate if applicable, and your bank account details.
  5. Submit the duly filled and signed application with the documents to the concerned authority.
  6. Request a receipt or acknowledgement from the authority to whom the application was submitted, and check that it records the date and time of submission and a unique identification number where one is issued.
  7. Cooperate with the departmental verification. The application is verified and then sent to the concerned bank for grant of loan; the subsidy follows the bank's sanction order.

How do I check the status of my application?

Quote the acknowledgement details, particularly the date and time of submission and any unique identification number, when following up at the Office or Sub-Office where you filed. The Department publishes its list of Sub-Offices at fisheries.py.gov.in/sub-offices, and the file will normally be traceable to the sub-office covering the region where the unit is proposed.

Because the subsidy is disbursed against a bank sanction, the practical status question is usually two-part: whether the Department has verified and forwarded your application to the bank, and whether the bank has issued the loan sanction order. A file can sit legitimately at the second stage for some time, and that delay is a banking one rather than a departmental one.

Why applications get rejected, and how to fix them

  • No loan sanction or provisional selection order enclosed. Approach the bank first; the departmental application is designed to sit on top of bank finance.
  • Statutory approvals missing. Municipal, factory and boiler clearances for an ice plant take time; start them before the Department's window opens.
  • Applicant outside the 18 to 50 age band, which is a hard condition under the rules.
  • Another subsidy already drawn for the same unit, which disqualifies the claim outright.
  • Claiming the wrong ceiling. An ice plant-cum-cold storage attracts Rs 3,00,000, not the Rs 10,00,000 that applies to a processing unit; a mismatched claim delays scrutiny.
  • Applying between rounds. Applications are invited periodically, and a form filed outside a notified round waits for the next one.
  • Individuals expecting a personal grant for harbour or landing-centre works. Those are institutional grant-in-aid items, not individual entitlements.

Where to raise a grievance

Approach the Department of Fisheries and Fishermen Welfare, Government of Puducherry through the Office or Sub-Office where the application was filed. The Department's Sub-Office list is published at fisheries.py.gov.in/sub-offices and its contact details at fisheries.py.gov.in/contact-us; use those pages for current numbers, as they are revised from time to time.

The rules provide expressly that if any doubt arises on the interpretation of any provision of the scheme and its implementation, the matter is referred to the Director of Fisheries and Fishermen Welfare, Puducherry, whose decision is final. Application forms are issued by the Department, and no agent or consultant is authorised by the Department to charge a fee for lodging your application.

Frequently asked questions

How much subsidy is given for an ice plant or fish processing unit in Puducherry?

The subsidy is 10% of the cost, subject to a maximum of Rs 3,00,000 per unit for an ice plant-cum-cold storage and a maximum of Rs 10,00,000 per unit for a fish processing unit. The Department of Fisheries and Fishermen Welfare notified the rates under the Puducherry Development of Shore Based Facilities Rules, 2010.

Who can apply for this subsidy?

Private sector promoters, fishermen, fisherwomen co-operative societies, fishermen and entrepreneurs who satisfy the eligibility conditions may apply. The rules describe the targeted group in exactly those terms.

Is a bank loan compulsory?

In practice yes. The rules require the loan granting or loan sanction order, as provisional selection for the grant of loan by the bank, to be enclosed, and the subsidy amount claimed is released to the bank in the beneficiary's account. The scheme is structured as a top-up on bank finance, not a standalone grant.

What age limits apply?

The applicant should not be less than 18 years old or more than 50 years of age. This is the same age band the Department applies across its shore-based facilities components.

What approvals do I need before applying?

Approvals from the authorities concerned — the Municipality, the Department of Science and Technology, the Inspector of Factories and Boilers and the Agriculture Department as applicable — must be obtained and enclosed with the application.

Can I claim this alongside another subsidy for the same unit?

No. The applicant should not have availed any benefit of loan or subsidy from any other source for the said purpose. A unit already supported by another scheme cannot be brought into this one.

What else do the same rules cover?

The Puducherry Development of Shore Based Facilities Rules, 2010 also provide a 50% subsidy for procuring transport vehicles — auto goods carriers up to 1 tonne, mini trucks of 1 to 3 tonnes, mini lorries of 3 to 5 tonnes, insulated fish vans of 5 to 10 tonnes, mopeds with insulated ice-boxes and engine spares for boats — and grant-in-aid for fishing harbours, landing centres, jetties, drying platforms, curing yards, work sheds, cyclone shelters and community halls.

Who settles disputes about the scheme?

The rules provide that where any doubt arises about the interpretation of a provision or its implementation, the matter is referred to the Director of Fisheries and Fishermen Welfare, Puducherry, whose decision is final.
