What is the Medical Camps scheme under the PONCARE grant-in-aid?

Medical Camps (Allopathy and Indian Systems of Medicine) is a welfare scheme listed in the Citizen's Charter of the Directorate of Social Welfare, Government of Puducherry, under the head "Grant-in-aid to Pondicherry Society for the Care of the Aged (PONCARE)". The Government of Puducherry does not run the camps directly. It releases a grant-in-aid to PONCARE, a registered society working for the elderly in Puducherry, and PONCARE organises the camps for senior citizens.

According to the Directorate of Social Welfare Citizen's Charter, the objective and benefit of the scheme are stated in one line: "Awareness speech by doctors, free check up/free Medicine." Those three things. A health talk, a free consultation and free medicines; are the whole of the benefit. The camps are held in both allopathy and the Indian systems of medicine, which in Puducherry covers Siddha, Ayurveda, Unani, Yoga and Naturopathy and Homoeopathy.

The scheme sits inside a wider grant-in-aid arrangement. The same PONCARE grant-in-aid also funds a Home for the Aged in Puducherry and a Day Care-cum- Recreation Centre with a Physiotherapy Unit. A senior citizen who attends a medical camp may therefore also be eligible for physiotherapy at the day care centre, and the same contact person handles both.

Who is eligible for the PONCARE medical camps?

The eligibility recorded in the Citizen's Charter is short and there are no hidden conditions.

You can attend if:

  • You are 60 years of age or above.
  • You are a senior citizen belonging to the Union Territory of Puducherry.

You are not eligible if:

  • You are below 60 years of age. The charter fixes the age limit at 60 and above, and younger family members accompanying a senior citizen are not beneficiaries of this scheme.
  • You do not belong to the Union Territory of Puducherry. A visitor from outside the Union Territory cannot claim the benefit as a matter of right.

There is no income limit, no ration card colour requirement, no caste or community condition, and no requirement that you be a member of PONCARE. Unlike almost every cash scheme run by the Directorate of Social Welfare, this one asks for no certificate at all.

What documents are required for the medical camps?

The Citizen's Charter of the Directorate of Social Welfare records "Not applicable" against supporting documents for this scheme. That is the official position: no certificate, no income proof, no application form.

Document Mandatory Why you may still want it
Aadhaar card No Fastest way to show you are 60 or above at the registration desk
Senior citizen card No Alternative age proof
Ration card or voter card No Establishes that you belong to Puducherry if asked
Earlier prescriptions, sugar or BP readings No Lets the camp doctor advise on a real history rather than guess

How to apply for the PONCARE medical camps

Medical Camps has no application form and no online process. The route is to find out when and where the next camp is being held and to turn up.

  1. Contact the Secretary, Pondicherry Society for the Care of the Aged (PONCARE), Puducherry, on 0413-2245317 or 0413-2246318, and ask for the date and venue of the next medical camp. These numbers are listed against PONCARE in the grievance officer table of the Directorate of Social Welfare Citizen's Charter.
  2. Watch for local announcements. Camps are publicised in the locality where they are held; through PONCARE's own home for the aged, through resident welfare and senior citizens' associations, and by word of mouth at the day care centre.
  3. Reach the camp venue on the day and register at the desk. Give your name, age and address. Nothing has to be submitted in advance.
  4. Attend the awareness talk by the doctors, then go through the check-up.
  5. Collect the free medicines prescribed at the camp before you leave, and keep the prescription slip for your next visit or for follow-up at a government hospital.

If you cannot travel to the camp, ask PONCARE whether the Day Care-cum- Recreation Centre and Physiotherapy Unit, which is run under the same grant-in-aid, can see you on a normal working day instead.

How does the grant-in-aid to PONCARE work?

The Government of Puducherry funds a set of non-governmental organisations working in social welfare through grant-in-aid rather than running every service departmentally. PONCARE is one of them, and the Directorate of Social Welfare's charter lists three welfare schemes under the PONCARE head:

  • Home for the Aged, Puducherry: residential care at a subsidised cost of Rs 1,200 for inmates, with food, routine health check-ups by doctors three times a week, newspapers and television.
  • Day Care-cum-Recreation Centre and Physiotherapy Unit, free physiotherapy as advised by doctors.
  • Medical Camps (Allopathy and Indian Systems of Medicine) — this scheme.

All three carry the same eligibility line: age 60 years and above, senior citizens belonging to the Union Territory of Puducherry. All three name the Secretary, PONCARE, Puducherry as the person to contact.

Because the funding is a grant, the number of camps in a year depends on the grant released and on PONCARE's own arrangements with doctors. The Citizen's Charter does not fix a minimum number of camps per year, and neither the Directorate nor PONCARE publishes an annual camp calendar in advance. That is why the practical first step is a phone call rather than a form.

Why do senior citizens miss these camps?

  • They never hear about the camp. There is no online notification system for PONCARE camps. Registering your phone number with PONCARE is the single most effective thing you can do.
  • They assume documents are needed and stay away. Nothing is required.
  • They are below 60. A 55-year-old with health problems is not covered by this scheme and should use the regular government hospital and primary health centre network of the Union Territory instead.
  • They live in Karaikal, Mahe or Yanam. PONCARE operates from Puducherry region. Senior citizens in the outlying regions should approach the Social Welfare Department office in their own region for aged-welfare services.

How to raise a grievance

The Directorate of Social Welfare Citizen's Charter names the grievance officers region by region.

  • PONCARE schemes: The Secretary, Pondicherry Society for the Care of the Aged (PONCARE), Puducherry; 0413-2245317, 0413-2246318.
  • Aged persons and social defence, Puducherry region: The Field Officer, Social Defence Section, Directorate of Social Welfare, Puducherry; 0413-2205871, 0413-2205872.
  • Karaikal: The Assistant Director, Social Welfare Department, Karaikal: 04368-223026.
  • Mahe: The Welfare Officer, Social Welfare Department (Sub Office), Mahe: 0490-2332560.
  • Yanam: The Welfare Officer, Social Welfare Department (Sub Office), Yanam, 0884-2321319.

If a grievance is not settled, the charter directs you to the Director, Directorate of Social Welfare, Saradhambal Nagar, Ellaipillaichavady, Puducherry, for the Puducherry region; to the Collector, Karaikal, for Karaikal; and to the Regional Administrator for Mahe and Yanam.

No fee is payable at any stage of this scheme. The camp, the consultation and the medicines are free, and nobody is authorised to charge a senior citizen for attending.

How to check your application status

There is nothing to track here in the usual sense, because Medical Camps has no application form and no reference number. You do not submit anything in advance, so there is no file moving through an office and no online status page to log into. What senior citizens in Puducherry actually need to check is different: whether a camp is coming up, and whether they are on PONCARE's list to be informed of it.

  • Call the Secretary, PONCARE, Puducherry, on 0413-2245317 or 0413-2246318 and ask two things directly: the date and venue of the next scheduled camp, and whether your name and phone number are already noted for future camp announcements.
  • If you attended a camp and were given a prescription slip, that slip is your only record of the visit. Keep it; there is no separate certificate or benefit letter issued afterwards, and PONCARE does not maintain an online lookup for past attendance.
  • If you registered interest but have not heard back, follow up by phone rather than waiting, since camps depend on when the grant-in-aid is released and when PONCARE can arrange doctors, and there is no fixed annual calendar to check against.
  • For the linked Day Care-cum-Recreation Centre and Physiotherapy Unit, the same phone numbers can confirm whether a walk-in physiotherapy session is available on a normal working day if you are unable to wait for the next camp.

Common reasons for rejection

Because there is no written application to accept or reject, nobody is refused on paperwork grounds here. What happens instead is that a person is turned away at the camp registration desk on the day, and the reasons for that are narrow and specific.

  • You are under 60 years of age. The Citizen's Charter fixes the cut-off at 60 and above with no exceptions for early health problems; a person of 55 or 58, however unwell, is outside this scheme's coverage and will be directed to a regular government hospital or primary health centre instead.
  • You do not belong to the Union Territory of Puducherry. PONCARE's camps are meant for senior citizens of the Union Territory. Someone visiting from outside, even a relative of a local resident, is not covered as a matter of right.
  • You arrive at the wrong region's helpline expecting a Puducherry-region camp. PONCARE operates out of Puducherry region specifically. Residents of Karaikal, Mahe or Yanam calling the PONCARE numbers for a local camp will be told to approach their own region's Social Welfare Department office instead, since PONCARE's camps are not organised there.
  • The camp you travelled for has been postponed or cancelled because the grant-in-aid release or the availability of doctors changed after the announcement went out. Since there is no online notice board for this, the only way to avoid a wasted trip is to confirm the date by phone on the morning of the camp rather than relying on an announcement made days earlier.

None of these are refusals of a claim you filed; they are simply the boundaries of who the scheme covers and when a camp is actually running. A senior citizen who is 60 or above and belongs to Puducherry region will not be turned away at the desk for lack of documents, since the Citizen's Charter itself records no supporting document as mandatory.

Frequently asked questions

Who can attend the PONCARE medical camps in Puducherry?

Any senior citizen aged 60 years and above belonging to the Union Territory of Puducherry can attend. The Directorate of Social Welfare Citizen's Charter sets only two conditions — the age limit of 60 years and above, and belonging to the Union Territory of Puducherry. There is no income ceiling and no caste or category restriction.

What is given free at a PONCARE medical camp?

A free check-up and free medicines are given, along with an awareness speech by doctors. The camps cover both allopathy and Indian systems of medicine, so a senior citizen may be seen by an allopathic doctor or by a practitioner of Siddha, Ayurveda, Unani or Homoeopathy depending on the camp.

What documents do I need to bring to the camp?

None. The Directorate of Social Welfare Citizen's Charter records "Not applicable" under supporting documents for this scheme. Carrying an Aadhaar card and any earlier prescriptions is still sensible, because the registration desk has to note your age and the doctor needs your history.

Is there a cash payment under this scheme?

No. Medical Camps is a service scheme, not a cash transfer. The Government of Puducherry pays a grant-in-aid to PONCARE and PONCARE runs the camps; the senior citizen receives the consultation and medicines free, and no money is credited to any bank account.

Whom do I contact to find out when the next camp is?

Contact the Secretary, Pondicherry Society for the Care of the Aged (PONCARE), Puducherry, on 0413-2245317 or 0413-2246318. These are the numbers listed against PONCARE in the grievance officer table of the Directorate of Social Welfare Citizen's Charter.

What if I am refused service at a camp?

Take it up first with the Secretary, PONCARE, who is named in the Citizen's Charter as the grievance officer for this scheme. If that does not settle it, approach the Field Officer, Social Defence Section, Directorate of Social Welfare, Puducherry on 0413-2205871 or 0413-2205872, and then the Director, Directorate of Social Welfare.

Do senior citizens in Karaikal, Mahe and Yanam get these camps?

PONCARE is based in Puducherry region and the camps are organised by the Society there. Senior citizens in Karaikal should approach the Assistant Director, Social Welfare Department, Karaikal on 04368-223026, and those in Mahe or Yanam the Welfare Officer of the Social Welfare Department sub office on 0490-2332560 and 0884-2321319 respectively, for the aged-welfare services available in their region.
