Puducherry state government scheme
The Day Care-cum-Recreation Centre and Physiotherapy Unit is a PONCARE grant-in-aid scheme of the Directorate of Social Welfare, Puducherry. Senior citizens aged 60 years and above who belong to the Union Territory get free physiotherapy as advised by doctors, plus day care and recreation. No documents and no application form are required.
What is the Day Care-cum-Recreation Centre and Physiotherapy Unit?
The Day Care-cum-Recreation Centre and Physiotherapy Unit is one of three welfare schemes listed under "Grant in aid to Pondicherry Society for the care of the Aged (PONCARE)" in the Citizen's Charter of the Directorate of Social Welfare, Government of Puducherry. The Government of Puducherry funds PONCARE through a grant-in-aid, and PONCARE runs the centre for senior citizens of the Union Territory.
According to the Directorate of Social Welfare Citizen's Charter, the objective and benefit of the scheme is stated in a single line: "Free Physiotherapy given as advised by the Doctors by Physiotherapist." The day care and recreation part of the name describes the setting. A place a senior citizen can come to during the day; while the physiotherapy unit is the clinical service that the grant-in-aid pays for.
Two things follow from that wording, and both matter to a family deciding whether this scheme is worth the trip. First, the physiotherapy is delivered by a physiotherapist, not by a volunteer, and it follows what a doctor has advised. Second, it is free at the point of use. Puducherry has no shortage of private physiotherapy clinics, and a course of post-stroke or post-fracture physiotherapy at commercial rates is beyond many pensioner households. This scheme exists to close that gap for people aged 60 and above.
Who is eligible for the PONCARE day care centre and physiotherapy?
The Citizen's Charter sets out two conditions and nothing more.
You can use the centre if:
- You are 60 years of age or above.
- You are a senior citizen belonging to the Union Territory of Puducherry.
You are not eligible if:
- You are under 60 years of age. A younger person needing physiotherapy is not covered by this scheme and should go to the physiotherapy department of a government hospital in the Union Territory.
- You do not belong to the Union Territory of Puducherry.
There is no income ceiling, no requirement to hold a below-poverty-line ration card, no caste or community restriction, and no membership fee. This is one of the few Puducherry welfare schemes that asks for no certificate at all.
What documents are required?
The Directorate of Social Welfare Citizen's Charter records "Not applicable" against supporting documents for this scheme. Nothing has to be produced as a condition of service.
| Document | Mandatory | Why bring it anyway |
|---|---|---|
| Aadhaar card | No | Simplest proof that you are 60 or above |
| Senior citizen card | No | Alternative age proof |
| Doctor's advice or referral for physiotherapy | No | The charter says physiotherapy is given "as advised by the Doctors" |
| X-rays, scans, discharge summary | No | Essential context for post-stroke, post-fracture and arthritis cases |
| Ration card or voter card | No | Shows you belong to the Union Territory |
How to apply for free physiotherapy at the PONCARE centre
There is no printed application form and no online portal for this scheme. The process is direct.
- Call the Secretary, Pondicherry Society for the Care of the Aged (PONCARE), Puducherry, on 0413-2245317 or 0413-2246318. Ask for the address of the Day Care-cum-Recreation Centre, the working hours, and whether the physiotherapist is available on the day you plan to come.
- Get your treating doctor's advice in writing if you have been under treatment at a government hospital or primary health centre. The charter frames the service as physiotherapy given as advised by doctors, so a written instruction: even a line on a prescription slip, tells the physiotherapist what to work on.
- Visit the centre with the senior citizen, an Aadhaar card for age, and any earlier X-rays, scans or discharge summaries. Register at the centre.
- Attend the sessions as scheduled by the physiotherapist. Physiotherapy works only as a course; a single session rarely changes anything.
- Use the day care and recreation facilities on the same visit. The centre exists partly to give older people somewhere to be during the day, which matters in households where everyone else is out at work.
What else does the PONCARE grant-in-aid cover?
The Directorate of Social Welfare's charter lists three schemes under the PONCARE head, all with the same eligibility and the same contact person:
- Home for the Aged, Puducherry: residential care with a subsidised cost of stay of Rs 1,200 for inmates, food both vegetarian and non-vegetarian, routine health check-ups by doctors three times a week, and newspapers and television for entertainment.
- Day Care-cum-Recreation Centre and Physiotherapy Unit, this scheme.
- Medical Camps (Allopathy and Indian Systems of Medicine), awareness talks by doctors, free check-ups and free medicines.
A family exploring options for an elderly relative should ask about all three in the same phone call. A senior citizen who cannot be left alone during the day but does not need residential care is exactly who the day care centre is for.
Why do people miss out on this scheme?
- They do not know the centre exists. The scheme is published in a Citizen's Charter PDF and on the national myScheme portal, neither of which an 80-year-old is likely to read. Word from a doctor or a neighbour is usually how people find it.
- They assume physiotherapy has to be paid for. It does not, under this scheme.
- They expect a cash benefit. There is none. This is a service scheme, and no money is credited to any account.
- They are below 60. The age bar is firm at 60 years and above.
- They live outside the Puducherry region. PONCARE operates in Puducherry; Karaikal, Mahe and Yanam residents should approach their own regional Social Welfare office.
How to raise a grievance
The Citizen's Charter of the Directorate of Social Welfare names the officer to approach at each level.
- PONCARE schemes: The Secretary, Pondicherry Society for the Care of the Aged (PONCARE), Puducherry, 0413-2245317, 0413-2246318.
- Aged persons and social defence, Puducherry region: The Field Officer, Social Defence Section, Directorate of Social Welfare, Puducherry, 0413-2205871, 0413-2205872.
- Karaikal: The Assistant Director, Social Welfare Department, Karaikal: 04368-223026.
- Mahe: The Welfare Officer, Social Welfare Department (Sub Office), Mahe, 0490-2332560.
- Yanam: The Welfare Officer, Social Welfare Department (Sub Office), Yanam; 0884-2321319.
If the matter is still unresolved, the charter directs Puducherry region residents to the Director, Directorate of Social Welfare, Saradhambal Nagar, Ellaipillaichavady, Puducherry; Karaikal residents to the Collector, Karaikal; and Mahe and Yanam residents to the Regional Administrator.
Every part of this scheme. The physiotherapy, the day care and the recreation: is free. No fee is payable to any person for access.
How to check your application status
There is no application, no reference number and no online portal for this scheme, so there is nothing to track the way you would track a pension or subsidy application. What a family actually needs to check is whether a place and a physiotherapy slot are confirmed and whether the sessions already started are continuing on schedule. That is done directly with PONCARE, not through any tracking system.
- Call the Secretary, PONCARE, Puducherry, on 0413-2245317 or 0413-2246318, and ask by name for the senior citizen who registered. Since there is no application ID, be ready to give the name, approximate age and the date the person first visited the centre.
- Ask specifically about the physiotherapy schedule, not just whether the person is "registered." Physiotherapy is given as advised by the treating doctor, so the relevant status is which sessions have been completed, how many remain, and whether the physiotherapist has changed the advice after review.
- Visit the centre in person if the phone lines are not answered. A walk-in scheme like this is easier to follow up on the spot than by phone, especially to confirm whether the physiotherapist is on leave or whether the day care hall has moved timings.
- If the person stops attending for more than a few weeks, call ahead before returning. Slots and daily attendance are managed locally by the centre staff, and re-starting a paused course of physiotherapy is easier if the centre knows in advance.
- For anything unresolved after these calls, escalate to the Field Officer, Social Defence Section, Directorate of Social Welfare, Puducherry, on 0413-2205871 or 0413-2205872, who oversees aged persons' welfare across the department.
Common reasons for rejection
This scheme has no written application to be rejected, but a senior citizen can still be turned away or asked to come back later at the centre itself. These are the real, recurring reasons and the direct fix for each.
- No proof of age at the centre. The scheme is limited to those 60 years and above, and centre staff need some basis to confirm that. Carrying an Aadhaar card, a senior citizen card, or any government-issued ID with date of birth avoids a dispute at the counter, even though the Citizen's Charter itself lists no document as mandatory.
- Not a resident of the Puducherry region. PONCARE's day care centre and physiotherapy unit serves senior citizens belonging to the Union Territory, and it is administered regionally: Karaikal, Mahe and Yanam are not covered by the Puducherry PONCARE centre. A person from those regions will be redirected to their own regional Social Welfare office rather than served here, so confirm on the phone call which region you fall under before travelling.
- No physiotherapy advice for the treating condition. The charter states physiotherapy is given "as advised by the Doctors." Turning up wanting physiotherapy for a condition with no doctor's note or prior diagnosis can mean the physiotherapist first has to defer treatment pending medical advice. Getting a line of advice from a government hospital or PHC doctor before the visit avoids that delay.
- Physiotherapist not available on the day of the visit. Because this is a small, locally staffed unit and not a large hospital department, the physiotherapist may be on leave, attending another centre, or fully booked for the day. Calling ahead to check availability before travelling, especially for elderly patients for whom the trip itself is a burden, prevents a wasted visit.
- Expecting a cash payment or reimbursement. Some applicants come expecting money, since many other PONCARE-linked and Social Welfare schemes are cash transfers. This scheme pays for nothing in cash; it delivers a free in-kind service. There is no claim form to submit for reimbursement, and none will be processed, because none exists.

Frequently asked questions
Who can use the PONCARE Day Care-cum-Recreation Centre and Physiotherapy Unit?
Senior citizens aged 60 years and above who belong to the Union Territory of Puducherry can use it. The Directorate of Social Welfare Citizen's Charter lists only those two conditions. There is no income limit, no caste condition and no requirement to be a PONCARE member.
Is the physiotherapy free?
Yes. The Citizen's Charter describes the benefit as free physiotherapy given by a physiotherapist as advised by doctors. The Government of Puducherry pays PONCARE a grant-in-aid to run the unit, and the senior citizen pays nothing.
What documents must I bring?
None are compulsory, the Citizen's Charter records "Not applicable" under supporting documents. Bring your Aadhaar card for age, and any doctor's advice, X-ray or discharge summary relating to the problem you want treated.
Is this a residential home for the aged?
No, this is a day care centre. A senior citizen comes during the day for physiotherapy, recreation and company, and goes home. PONCARE separately runs a Home for the Aged in Puducherry, listed under the same grant-in-aid, where the subsidised cost of stay for inmates is Rs 1,200.
Whom do I contact to start physiotherapy?
Contact the Secretary, Pondicherry Society for the Care of the Aged (PONCARE), Puducherry, on 0413-2245317 or 0413-2246318. The Citizen's Charter names the Secretary as the contact person and grievance officer for all three PONCARE schemes.
Do I need a doctor's referral before I come?
Not to walk in, but it helps. The charter's wording is that physiotherapy is given "as advised by the Doctors", so the physiotherapist works to a medical instruction. If you have been seen at a government hospital for a stroke, a fracture or arthritis, bring that advice with you.
Is the same facility available in Karaikal, Mahe and Yanam?
PONCARE operates in the Puducherry region. Senior citizens in the other regions should approach the Assistant Director, Social Welfare Department, Karaikal on 04368-223026, or the Welfare Officer of the Social Welfare Department sub office in Mahe on 0490-2332560 and Yanam on 0884-2321319.
