What is a police character certificate in Puducherry?

A character certificate in Puducherry is the Puducherry Police Department's written statement that its records disclose nothing adverse against a named person at the address that person has declared inside the Union Territory. The department delivers the service through its CCTNS Citizen Portal at cctnscitizen.py.gov.in, a site that states plainly at its foot that it "belongs to Puducherry Police Dept., Government of Puducherry".

The portal's own page on the service says it directly: "Request for Character Certificate is among one of the citizen services provided by Puducherry Police under CCTNS Project." CCTNS, the Crime and Criminal Tracking Network and Systems, is a mission mode project conceived by the Ministry of Home Affairs whose stated objective, as the portal puts it, is to make police functioning citizen friendly.

Eight citizen services sit on that portal: Character Certificate Request, complaint registration, tenant and paying-guest verification, event or performance requests, protest or strike requests, procession requests, employee verification, and domestic help verification. Four of the eight are verification services, which tells you how much of the department's citizen-facing work is antecedent checking.

Puducherry's geography makes this portal unusual. The Union Territory has four non-contiguous regions; Puducherry and Karaikal on the Tamil Nadu coast, Mahe on the Kerala coast, and Yanam in Andhra Pradesh, and one police department serves all four. The certificate covers your antecedents in whichever of those regions you declare.

Who can and who cannot apply?

You can apply for a Puducherry police character certificate if you live in the Union Territory; in Puducherry, Karaikal, Mahe or Yanam, and can identify the police station covering your residential address. There is no income limit, no caste criterion and no age bar. This is a records check, not a welfare benefit, so none of the eligibility tests that apply to a community, income or nativity certificate apply here. The portal's guidance on its citizen services says simply that an individual may apply.

You cannot apply on the Puducherry portal for an address outside the Union Territory. Villupuram, Cuddalore and Chennai are close by but are Tamil Nadu, and Tamil Nadu Police verifies those addresses on its own portal; the same is true of a Kerala address near Mahe or an Andhra Pradesh address near Yanam. This trips up a large share of applicants, because the borders in and around Puducherry run through built-up areas.

You are also not eligible to receive a clean certificate while a criminal case or an FIR is pending against you. The Puducherry Police Department records what the register shows rather than suppressing it, so a pending case appears on the certificate.

Applicants who have lived at more than one Puducherry address are eligible, but should expect a longer enquiry, because more than one police station then has to report.

What documents are required?

The Puducherry portal's design puts documents on your profile rather than on each individual request. Its instruction is explicit: after logging into the system, "please update your profile immediately and upload Your photo, Identity Proof, Address Proof etc. for all services and for future references."

So before you raise the request, have ready:

  • A passport-size photograph for the profile.
  • Identity proof, Aadhaar, passport, voter ID or driving licence in the applicant's name.
  • Address proof for the Puducherry, Karaikal, Mahe or Yanam address to be verified — ration card, electricity bill, rent agreement or property tax receipt.
  • The purpose of applying, settled in advance, because the portal asks for it as part of the request.

Keep the originals at home too. The officer who visits from the local police station asks to see something physical that ties you to the address, and producing it on the first visit is the single thing that shortens the enquiry most.

How to apply for a character certificate in Puducherry

  1. Open cctnscitizen.py.gov.in and register, if you are new to the portal. The portal states that registration is a one-time activity for a new citizen; existing users go straight to the citizen login box. The login screen carries a case-sensitive captcha, so type it exactly as shown.
  2. Log in and update your profile immediately. Upload your photo, identity proof and address proof there, the portal's instruction is to do this for all services and for future reference, so it saves work on every later request.
  3. Open "Character Certificate Request" from the Citizen Services menu on the portal.
  4. Fill at least every mandatory field. The portal asks you to complete all fields marked with an asterisk "along with Personal details, address, contact number and purpose of applying the services properly." Enter the name exactly as it appears on the identity document, and list every Puducherry address you have lived at, not just the current one.
  5. Verify everything, then submit. The portal warns: "Before submitting the request, Please verify the same. Once you submit, the request will not be editable." A typo in a name or date of birth at this stage generally means starting the request again.
  6. Take the system-generated print copy. The portal instructs applicants to get a printed copy after successfully submitting the request, for future reference. It carries the request number you quote in every follow-up.
  7. Stay available for the police enquiry at the declared address, on the contact number you entered.

How do you check the application status?

Log in to cctnscitizen.py.gov.in with the same credentials and open the request by its number. A CCTNS citizen request moves through the portal only after the substantive step, the police station's enquiry: is done, so a request that looks static for several days is normally sitting with a station rather than stuck in the software.

The portal also carries an FAQ section and a Help page reached from the login screen. Read those before calling anyone: they describe the current screens, which Puducherry updates from time to time.

Why do Puducherry character certificate applications get delayed?

  • The applicant was not found at the declared address when the officer visited, and no neighbour could confirm residence.
  • The address given is actually in Tamil Nadu, Kerala or Andhra Pradesh rather than in the Union Territory, so the Puducherry Police Department has no jurisdiction to verify it.
  • The police station selected does not cover the address entered, so the file waits to be reallocated.
  • Name, father's name or date of birth does not match the uploaded identity document, and because a submitted request is not editable, correcting it usually means a fresh request.
  • The profile was never completed, so the request carries no photo or proofs.
  • A previous Puducherry address was omitted and surfaced during the enquiry.
  • A pending FIR or criminal case exists, which the certificate then has to record.

How long is a Puducherry character certificate valid?

The Puducherry Police Department does not print an open-ended validity on this document, and the body asking for it sets the limit in practice. Most employers, passport offices and licensing authorities in India accept a police character certificate issued within the previous six months, and many recruitment processes insist on one issued after the date of the offer letter. Ask the requesting authority how recent a certificate it wants before applying, because a certificate obtained too early usually has to be obtained again.

What does it cost, and what about agents?

Apply directly on cctnscitizen.py.gov.in and pay only the fee the government's own screen displays. The Puducherry Police Department does not publish a rate card for this service on the portal's public pages, so the figure at your own submission step is the authoritative one, and it is the entire legitimate cost. Nobody at any police station in Puducherry, Karaikal, Mahe or Yanam is entitled to a rupee beyond it.

Agents who promise a character certificate "in three days" for a few thousand rupees are selling a queue position that does not exist. The file still goes to the same police station and the same verifying officer. Keep the system-generated print copy the portal tells you to take. It is your proof of what you submitted and when, and it is the first document to produce if anyone asks you for money on the side.

Where do you complain if something goes wrong?

The Puducherry Police Citizen Portal publishes a Contact Us page saying: "We would like to make Policing more friendly. For your suggestions and feedback, please write to us at cctns_py@ncrb.nic.in." That is the right address for a problem with the portal or the service itself.

For a stalled enquiry, start with the SHO of the police station handling your file, then escalate to the Superintendent of Police for your region and to the Director General of Police, Puducherry. For a demand for money outside the portal, escalate immediately and carry your printed acknowledgement.

For general Union Territory citizen services; including finding the right counter if you are unsure whether you need a police certificate or a revenue one: e-District Puducherry, run by the Directorate of Information Technology, publishes the toll free number 1800 425 2260, and its portal at edistrict.py.gov.in works in English, Tamil, Telugu and Malayalam, matching the four regions' languages.
