What is the Cash Award to Top Ranking Holders in Public Examinations?

The Cash Award to Top Ranking Holders in Public Examinations is a merit award of the Directorate of School Education, Government of Puducherry, notified in G.O.Ms.No.108 dated 13 September 2010. It pays a lump sum to the students who secure the first, second and third ranks in the Union Territory's public examinations at class X and class XII level, every year.

According to the Directorate, the scheme covers SSLC, SSC, matriculation, HSC and Intermediate second year public examinations, taken from high and higher secondary schools, both government and private, in the Union Territory of Puducherry. The award is administered by the Joint Director (Higher Secondary) within the Directorate.

The quantum published by the Directorate is identical across the four regions and across both levels of examination:

Region Rank SSLC / SSC / matriculation HSC / Intermediate (second year)
Puducherry I Rs 50,000 Rs 50,000
Puducherry II Rs 30,000 Rs 30,000
Puducherry III Rs 20,000 Rs 20,000
Karaikal I / II / III Rs 50,000 / Rs 30,000 / Rs 20,000 Rs 50,000 / Rs 30,000 / Rs 20,000
Mahe I / II / III Rs 50,000 / Rs 30,000 / Rs 20,000 Rs 50,000 / Rs 30,000 / Rs 20,000
Yanam I / II / III Rs 50,000 / Rs 30,000 / Rs 20,000 Rs 50,000 / Rs 30,000 / Rs 20,000

Two features of the design matter to a student working out whether they have a realistic chance. First, awards are given region-wise, Puducherry, Karaikal, Mahe and Yanam are counted separately, so a student in Mahe or Yanam is competing within a much smaller field than one in Puducherry region. Second, the government order provides for the awards to be given separately for government and private schools, which means a top scorer in a government school is not displaced by a higher scorer in a private school.

The result is that a single year's SSLC and HSC results generate a substantial number of awards across the Union Territory, rather than a handful at the very top.

Who is eligible for the cash award?

You can receive the award if:

  • You are a citizen of India and belong to the Union Territory of Puducherry either by birth or by domicile, meaning continuous residence of not less than five years.
  • You studied in a government or private high school or higher secondary school in the Union Territory of Puducherry, or took the Intermediate course at a government junior college in the Union Territory.
  • You secured the first, second or third rank in the SSLC, SSC or matriculation examination, or in the HSC or Intermediate second year public examination.

You are not eligible and cannot apply if:

  • You did not secure one of the top three ranks in your region and school category. High marks that fall outside the top three do not attract the award, however narrow the margin.
  • You studied in a school outside the Union Territory of Puducherry, even if you are a native of Puducherry.
  • You are not a native of Puducherry and do not have five continuous years of residence in the Union Territory.
  • You appeared in a supplementary or improvement examination rather than the main public examination for the year, since the ranks are drawn from the annual public examination results.
  • You took an examination not covered by the scheme โ€” the government order names SSLC, SSC, matriculation, HSC and Intermediate second year public examinations.

What documents are required?

Document Mandatory Notes
Mark statement of the public examination Yes The basis of the rank claim
Rank certificate or Directorate's rank list entry Yes Ranks are identified region-wise from the published results
Bonafide certificate from the school Yes Confirms the school and the course
Residence or nativity certificate Yes Birth in Puducherry or five years' continuous residence
Aadhaar card Yes For the DBT credit
Bank passbook copy Yes The account should be Aadhaar-seeded

How to apply for the cash award

  1. Check the published results and the rank position. The Directorate of School Education publishes SSLC and HSC result analyses for the Union Territory, and rank positions are identified from the board's published marks.
  2. Approach the head of your school or junior college immediately after the results. The Directorate works through the institutions rather than inviting an open public application, so the head of the institution is the route by which a rank holder's details reach the Joint Director (Higher Secondary).
  3. Submit the documents to the school. The mark statement, the bonafide certificate, the residence or nativity certificate, a copy of the Aadhaar card and a copy of the bank passbook. Make sure the bank account is in the student's own name and is Aadhaar-seeded, since the Directorate disburses student welfare payments by Direct Benefit Transfer.
  4. Let the school forward the proposal to the Directorate of School Education, Puducherry, with the head of the institution's verification and signature.
  5. Follow up with the school and, if needed, with the Directorate on 0413-2207202 or by email at dse-edn@py.gov.in if the award has not been received within a few months of the results.

How and when the money is paid

The award is a one-time lump sum for the examination concerned. A student who tops SSLC and then tops HSC two years later has two separate claims, because they are separate examinations in separate years.

Payment is made by Direct Benefit Transfer into the Aadhaar-seeded bank account of the student, which is the Directorate's standard route for student welfare disbursements. There is no cash handout and no payment through the school, so a student without a bank account should open one as soon as the results are declared rather than waiting for the award to be sanctioned.

Timing follows the examination calendar. SSLC and HSC results in Puducherry are normally published in the months following the March to April examinations, and the award proposals are processed after the results, so the credit typically reaches the student in the same academic year in which the next course begins.

Common reasons a rank holder misses the award

  • The school does not forward the proposal. Because the scheme runs through institutions rather than an open application, a student who leaves the school immediately after the results and does not follow up can be missed. Speak to the head of the institution before you move on to a new college.
  • The bank account is not in the student's name or is not Aadhaar-seeded, so the DBT credit fails.
  • The nativity or residence certificate is not ready. A revenue certificate takes time to obtain, and it is worth applying for one as soon as the result is known rather than after the school asks for it.
  • A name mismatch between the mark statement, the Aadhaar record and the bank account. Board mark statements often carry initials where the bank account carries an expanded name.
  • The rank is claimed on total marks alone without the region and school category being applied. The award is worked out region-wise and separately for government and private schools, so the applicable rank list may differ from a Union Territory-wide list.

What other awards and scholarships the Directorate runs

The Directorate of School Education, Puducherry runs a wider student welfare programme alongside the cash award. Under the Joint Director (Higher Secondary) it also pays the examination fees of students appearing for public examinations, operates the National Means-cum-Merit Scholarship Scheme and supports NTS awardees.

Under the Senior Accounts Officer, the Directorate runs the Puducherry State Post Matric Scholarship Scheme, the Pre-Matric Scholarship to Other Economically Backward Class Students, the Award of Scholarships to Outstanding NCC Cadets at Rs 500 a month for senior division and Rs 250 a month for junior division cadets, the Attendance Scholarship to Girl Students in the Middle Stage of Education at Rs 200 a year, a Rs 20,000 a year scholarship for cadets from Puducherry studying at the Rashtriya Indian Military College, Dehradun, a scholarship for students from Puducherry at Sainik School, Amaravathi Nagar, and a scholarship for children who receive the National Child Award for Exceptional Achievements or other national and international merit awards.

Under the Deputy Director (Elementary Education), the Free Supply Scheme provides textbooks, note books, uniforms, footwear, dictionaries, geometry boxes, atlases and stationery free of cost to every child from LKG to class XII in government and government-aided schools, along with a laptop for class XII passouts.

Where to raise a grievance

Questions about the cash award are addressed to the Directorate of School Education, Government of Puducherry on 0413-2207202, or by email at dse-edn@py.gov.in. The Web Information Manager for the Directorate's website is the Director of School Education.

There is no fee for the award and no agent is involved. A student who is approached by anyone asking for money to "get the name included" in the award list should report it to the Directorate.

How to check your application status

There is no online tracking portal for this award, since the Directorate of School Education identifies rank holders from the published examination results rather than accepting individual online applications. Checking status means confirming that your proposal has actually moved from the school to the Directorate and then to payment. Follow these steps.

  1. Confirm with your school first. Because the head of the institution is the one who forwards a rank holder's papers to the Joint Director (Higher Secondary), the school office is the first and fastest place to ask whether your documents were sent, and when. Keep a copy of what you submitted (mark statement, bonafide certificate, residence certificate, Aadhaar copy, bank passbook copy) along with the date you handed it over, so you have something to point to if the school has no record of it.
  2. Ask for the date the proposal was sent to the Directorate. A school that has verified and forwarded your case can usually tell you the approximate date, which gives you a sense of how long the Directorate has had it.
  3. Contact the Directorate of School Education directly if a few months have passed since the results and you have heard nothing. Call the Directorate on 0413-2207202 or write to dse-edn@py.gov.in, quoting your name, the examination and year, your rank, region (Puducherry, Karaikal, Mahe or Yanam) and school category (government or private), and the date your school forwarded the proposal.
  4. Check your bank account for the DBT credit rather than expecting any separate notice of sanction. Since payment is made straight to the Aadhaar-seeded account, the credit itself is usually the first confirmation a student gets that the award has been approved. If your passbook shows no matching credit by the time the next academic year has begun, that is the point to escalate with the Directorate rather than continuing to wait.
  5. Re-verify your bank and Aadhaar details if the Directorate confirms the proposal was sanctioned but no credit has appeared, since a failed DBT transfer is almost always a mismatch or an account that was not properly Aadhaar-seeded, and the school or Directorate will need corrected details to reprocess it.
