Capital Investment Subsidy: Thrust Area Industries under Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries
Puducherry state government scheme
Capital Investment Subsidy for Thrust Area Industries is a Puducherry Industries and Commerce Department incentive that pays 35% of the investment in plant and machinery up to Rs 30 lakh for micro and small enterprises, and 20% up to Rs 20 lakh for medium and large units. Apply offline within one year of starting production.
What is the Capital Investment Subsidy for Thrust Area Industries in Puducherry?
Capital Investment Subsidy: Thrust Area Industries is a component of the larger "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries" scheme run by the Department of Industrial Development (Industries and Commerce), Union Territory of Puducherry. The component pays a one-time capital subsidy on the money an industrial unit has spent on plant and machinery, provided the unit works in one of the sectors the administration has formally declared a "thrust area".
According to the scheme details published on myScheme by the Industries and Commerce Department, Puducherry, the rates are:
| Category of enterprise | Rate | Ceiling |
|---|---|---|
| Micro and small enterprises | 35% of plant and machinery investment | Rs 30,00,000 |
| Medium and large enterprises | 20% of plant and machinery investment | Rs 20,00,000 |
The purpose is straightforward. Puducherry is a small Union Territory with limited land, so the administration channels its industrial money towards sectors that create skilled jobs and add value rather than towards every activity equally. Declaring a list of thrust areas and paying a higher percentage of the machinery bill in those sectors is how that preference is expressed in cash.
Applications are accepted offline only, in the prescribed common subsidy application form available on the Directorate of Industries and Commerce website. There is no online submission portal for this component.
Who is eligible for the thrust area capital investment subsidy?
Units that can claim the subsidy:
- Industrial units operating in a notified thrust area activity. The notified list covers electronic industries, bio-technology industries, food processing industries, agro processing industries including marine products, leather products and footwear industries, light engineering industries including auto components, and textiles industries including garments.
- New thrust area industries that started production on or after 3 April 2003.
- Both micro and small enterprises, which draw the higher 35% rate, and medium and large enterprises, which draw 20%.
- Units financed by a bank or financial institution, and self-financed units. Only the route by which the money reaches the unit differs.
Who is not eligible:
- Individuals applying for a personal or household benefit. This is an industrial incentive tied to a registered enterprise and documented capital expenditure. A private person with no industrial unit cannot apply.
- Units in activities that fall outside the notified thrust area list. Such units may still be eligible under the general capital investment subsidy for new and existing industries, but not at thrust area rates.
- Units that began production before 3 April 2003 and claim as new thrust area industries.
- Units that file after the one-year claim window has closed, unless the delay is condoned by the competent authority.
- Traders, resellers and pure service establishments with no manufacturing plant and machinery to capitalise.

How to apply for the thrust area capital investment subsidy
- Download the prescribed form. Open the common application for subsidies page on the Directorate of Industries and Commerce website, industry.py.gov.in/common-application-subsidies, and print the form that applies to capital investment subsidy claims.
- Fill in every mandatory field, including the exact activity of the unit, the thrust area sector it falls under, the date of commencement of commercial production, and the itemised value of plant and machinery being claimed.
- Attach self-attested copies of all mandatory documents: registration, production certificate, machinery invoices, the chartered accountant's certificate, the loan sanction letter if the unit is financed, and the employment affidavit.
- Submit the signed application with enclosures to the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, in person or by post.
- Insist on a written acknowledgement. Check that the receipt carries the date and time of submission and a unique file or identification number. That number is what you will quote in every follow-up.
After submission, the Directorate scrutinises the claim on merit and works out the amount admissible. The file then goes to the State Level Committee, which examines the merits of each case, decides whether the unit qualifies, and recommends the quantum of subsidy.
When must the claim be filed?
The deadline is not a calendar date but a window measured from an event, which is why so many units miss it:
- New units, within one year from the date of obtaining the Entrepreneurs Memorandum Part-II, permanent registration, or the commencement of production certificate.
- Existing units — within one year of completing the expansion, diversification or modernisation on which the machinery investment was made.
A unit that installs machinery in one financial year and only thinks about the subsidy two years later has usually lost the claim.
How is the subsidy paid?
The subsidy is disbursed in a single instalment. The scheme document notes that where paucity of funds in a particular financial year makes a single disbursement impossible, the amount may be released in instalments instead.
The route depends on how the unit was financed:
- Units financed by financial institutions or banks, the subsidy is disbursed through the lender only, and is adjusted against the loan availed or applied to the creation of additional fixed assets or working capital.
- Self-financed units, the subsidy is disbursed directly to the entrepreneur.
How to check the status of your subsidy claim
- Quote the unique file number on your acknowledgement and contact the Directorate of Industries and Commerce at +91-413-2248476.
- Ask specifically whether your file is at scrutiny stage, awaiting inspection, or listed for the next State Level Committee meeting. These are the three points at which claims sit longest.
- If the unit is bank-financed, also confirm with your branch whether the sanctioned amount has been credited, since the money reaches the lender before it reaches the unit's books.
Why thrust area subsidy claims get rejected
- The activity is not on the thrust area list. The most common cause. A unit assembling a product is not automatically "light engineering" or "electronics" in the Department's classification.
- Machinery invoices in a personal name rather than the name of the registered enterprise.
- The one-year window has expired, counted from EM Part-II, permanent registration or the production certificate.
- Land and building costs included in the claim. Under this component only plant and machinery qualifies.
- Mismatch in the date of commencement between the application, the production certificate and what departmental officials find on inspection.
- Local employment condition not met or not evidenced by the affidavit and employment records.
- Second-hand or unpaid-for machinery claimed without proof of payment.
Most of these are curable. If the claim is returned for want of a document, resubmit with the missing paper rather than filing a fresh application, so that the original date of receipt is preserved.

Frequently asked questions
How much capital investment subsidy does a thrust area industry get in Puducherry?
A micro or small enterprise gets 35% of its investment in plant and machinery subject to a maximum of Rs 30,00,000, and a medium or large enterprise gets 20% subject to a maximum of Rs 20,00,000. The subsidy is normally released in a single instalment.
Which industries count as thrust area industries in Puducherry?
Electronics, bio-technology, food processing, agro processing including marine products, leather products and footwear, light engineering including auto components, and textiles including garments are the notified thrust area sectors. New thrust area industries that started production on or after 3 April 2003 are covered.
What is the last date to claim the thrust area capital investment subsidy?
A new unit must file within one year of obtaining its Entrepreneurs Memorandum Part-II, permanent registration or commencement of production certificate. An existing unit must file within one year of completing its expansion, diversification or modernisation.
Can an individual apply for this subsidy for personal use?
No. Individuals cannot apply for a personal benefit — this is an industrial incentive paid to a registered industrial unit against documented investment in plant and machinery, not a household or welfare payment.
Is land and building covered under the thrust area subsidy?
No. The thrust area component subsidises investment in plant and machinery only. Investment in land and buildings is covered under the separate Capital Investment Subsidy for new and existing industries notified from 1 April 2017.
How is the subsidy money paid out?
If the unit is financed by a bank or financial institution, the subsidy is released through that lender and adjusted against the loan or used to create additional fixed assets or working capital. A self-financed unit receives the money directly.
Who decides whether the subsidy is sanctioned?
A State Level Committee examines the merits of each case and decides whether the unit qualifies and what amount is admissible, after the Directorate of Industries and Commerce has scrutinised the claim.
