Cash Benefit Scheme (Puducherry Building and Other Construction Workers Welfare Board)
Puducherry state government scheme
The Cash Benefit Scheme of the Puducherry Building and Other Construction Workers Welfare Board is a merit award for the wards of registered construction workers who secure one of the top 3 ranks at state level or regional level in the higher secondary examination or its equivalent. The claim is filed offline with the Board, which pays by Direct Benefit Transfer.
What is the Cash Benefit Scheme of the Puducherry construction workers board?
The Cash Benefit Scheme is a merit award of the Puducherry Building and Other Construction Workers Welfare Board, which functions under the Labour Department, Government of Puducherry. Its stated objective is to provide educational financial assistance to the wards of construction workers who have secured the top three ranks at state level and regional level in the higher secondary examination or an equivalent examination.
The Board is constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and is funded by the cess collected on construction work in the Union Territory together with the contributions paid by registered workers. Every benefit it pays, including this one, is confined to workers who are registered beneficiaries and whose registration is live.
The scheme is narrow by design. Where the Board's Higher Educational Finance Assistance Scheme pays on the fact of admission, Rs 1,00,000 for MBBS or BDS through CENTAC, Rs 50,000 for BE or BTech through CENTAC, Rs 20,000 for a diploma in engineering and Rs 2,000 to Rs 4,000 a year for degree, PG and diploma courses. The Cash Benefit Scheme pays for rank. It recognises the small number of children of construction workers each year who finish in the top three of the higher secondary results at state or regional level.
A note on the amount. The exact rupee figures the Board pays for the first, second and third ranks are set in its own schedule of benefits. At the time of writing, the Labour Department's benefits page could not be reached to reproduce the current figures, and this guide does not state an amount that cannot be verified against the Board's own schedule. A claimant should ask the Board or Labour Department office for the current rate before filing. The Directorate of School Education separately pays a Cash Award to Top Ranking Holders in Public Examinations of Rs 50,000, Rs 30,000 and Rs 20,000 for the first three ranks in each region and school category, and a construction worker's child who tops the higher secondary examination may have a claim under that scheme as well as this one.
Who is eligible for the Cash Benefit Scheme?
Your ward can receive the award if:
- You are registered as a construction worker with the Puducherry Building and Other Construction Workers Welfare Board and your registration is live.
- Your contributions to the Board's fund are current, with no lapse taking you outside beneficiary status.
- The claim is for your ward — a child of the registered worker.
- The ward has secured one of the first three ranks at state level or regional level in the higher secondary examination or an equivalent examination.
- Documentary proof of the rank is available from the examination board or the school.
You are not eligible and cannot apply if:
- You are not registered with the Board. Working in construction is not itself enough; the registration must exist and be live at the time of the claim.
- Your contributions have lapsed and the registration has not been revived. This is the single most common reason a genuine claim of any kind fails before this Board.
- The ward did not secure a top-three rank at state or regional level. A high percentage without a rank does not qualify, however narrow the margin.
- The examination is not the higher secondary examination or its equivalent. A rank in class X, in a university examination or in a competitive examination is outside this scheme.
- You are a construction contractor or employer rather than a worker. The Board's benefits are for workers.
- The claim is for a relative who is not your ward.

How to apply for the Cash Benefit Scheme
- Check that your Board registration is live and your contributions are paid up. Do this before assembling anything else. A claim on a lapsed registration is rejected regardless of how well the ward performed, and reviving a registration takes time that a results-season claim may not have.
- Obtain the rank certificate from the examination board or the school as soon as the higher secondary results are published. The mark statement alone does not establish a state or regional rank; the placement has to be certified.
- Confirm the current award amount at the Board or Labour Department office, and ask which rank levels; state, regional, or both: are being recognised in the current year's schedule.
- Collect the application form from the Board or Labour Department office. Forms are available in the Puducherry region and at the offices serving Karaikal, Mahe and Yanam.
- Fill in the form with your registration number, the ward's name, the examination and rank, and your bank account number and IFSC code, and attach a self-attested copy of the registration card and pass book, the mark statement, the rank certificate, the bonafide certificate, proof of relationship and the bank passbook copy.
- Submit the application at the Board or Labour Department office in your region and take a dated acknowledgement.
- Track the claim with the acknowledgement number until the amount is credited, and check the account details on the file if a sanction has issued but no credit has appeared.
How the award is paid
Payment is by Direct Benefit Transfer into the bank account recorded on the application, which is the Board's standard route for all its cash benefits. No cash is handed over at the office, and the accuracy of the account number and IFSC code on the form determines whether the money arrives. A closed or dormant account is the usual explanation when a sanctioned claim does not reach the family.
The award is a one-time payment for the rank claimed. It is not a recurring scholarship, and it does not continue into the ward's college course. For that, the family should file separately under the Higher Educational Finance Assistance Scheme, which pays on admission and, for degree and diploma courses, recurs annually.
Why claims are rejected, and how to avoid it
- The registration has lapsed. Contributions are easy to miss during a lean construction season, and families often discover the lapse only at the moment of a claim. Check the pass book every year.
- No rank certificate is produced. A mark statement and a newspaper listing are not a substitute for the board's or school's certification of the rank.
- The rank claimed is not at state or regional level. A school-level or district-level topper does not meet the scheme's condition as published.
- The bank account details are wrong or the account is dormant.
- The relationship is not documented, so the link between the registered worker and the ward cannot be established.
- A name mismatch between the school record, the mark statement, the Aadhaar record and the Board's registration.
- The claim is filed long after the results. Although no fixed last date is published for this benefit, the Board's other benefits carry claim windows and a stale claim invites queries. File in the results season.
What else the Board pays a construction worker's family
The Puducherry Building and Other Construction Workers Welfare Board's schedule of benefits covers a registered worker's family across the whole of working life. It includes maternity benefit, medical assistance, accident medical assistance of Rs 1,500 a month while a worker is unfit for normal work after a fracture, disablement benefit, accidental death benefit, natural death benefit, funeral assistance, marriage assistance of Rs 7,000 for up to two children, a Deepavali cash gift, relief during natural calamity, pension, and refund of contribution on exit.
For education specifically, the Higher Educational Finance Assistance Scheme pays one-time assistance of Rs 1,00,000 for MBBS or BDS through CENTAC, Rs 50,000 for BE or BTech through CENTAC and Rs 20,000 for a diploma in engineering, and annual assistance of Rs 4,000 for PG degree courses, Rs 3,000 for PG diploma courses, Rs 2,000 for degree courses and Rs 2,000 for non-engineering diploma courses.
A construction worker's child in a government or government-aided school also receives, from the Directorate of School Education, two sets of uniform, textbooks, note books, footwear, a dictionary, a geometry box, an atlas and stationery free of cost, plus a laptop on passing class XII and student bus travel at Re 1 per trip.
Where to raise a grievance
Complaints about a delayed or rejected claim go to the Puducherry Building and Other Construction Workers Welfare Board, Labour Department, Government of Puducherry, on +91-413-2241562, or to the regional offices serving Karaikal, Mahe and Yanam. Grievances may also be filed through CPGRAMS at pgportal.gov.in.
Carry the acknowledgement issued at submission with the original mark statement and rank certificate. There is no fee for the application and no agent is required.
How to check your application status
The Cash Benefit Scheme is claimed offline and the Puducherry Building and Other Construction Workers Welfare Board does not run an online tracker where a claimant can look up a file by registration number. Status has to be chased through the office where the claim was submitted.
What to do:
- Keep the dated acknowledgement issued at the Board or Labour Department office when the claim was filed. This is the only proof of submission and every follow-up starts from it.
- Visit or call the same office where the claim was submitted, quoting the acknowledgement number and the ward's name and examination year. Claims are handled at the office level rather than through a central database, so the office of filing is the one that can actually see the file.
- Call the Board's Labour Department helpline, +91-413-2241562, if a visit is not practical. Have the acknowledgement number, the worker's registration number and the ward's name ready before calling.
- Ask specifically whether the claim has been sanctioned or is still under verification. Verification of the rank certificate and the registration's live status is where most claims sit for the longest before a decision.
- Once sanctioned, check the bank account recorded on the application if payment has not arrived after a reasonable interval. Since the award is paid by Direct Benefit Transfer, a sanctioned claim that shows no credit is usually a bank account or IFSC mismatch rather than a claim still pending, and the office can confirm which of the two applies.
- Escalate through CPGRAMS at pgportal.gov.in if the office visit and helpline call do not produce an update within a reasonable time, or if a claim appears to be stuck without reason.
There is no SMS or portal-based status alert for this benefit, so a claimant should expect to follow up in person or by phone rather than waiting for a notification, and should keep the acknowledgement until the amount is actually credited.

Frequently asked questions
What is the Cash Benefit Scheme of the Puducherry construction workers board?
The Cash Benefit Scheme provides educational financial assistance to the wards of registered construction workers who have secured one of the top three ranks at state level or regional level in the higher secondary examination or an equivalent examination.
How much is the cash benefit?
The amount is fixed by the Board's own schedule for the first, second and third ranks and is not reliably published in an accessible form at present, so a claimant should confirm the current figure at the Board or Labour Department office before filing. This guide does not state a figure that cannot be verified on the Board's own schedule.
Who can claim the cash benefit?
The ward of a worker registered as a beneficiary of the Puducherry Building and Other Construction Workers Welfare Board, where the ward has secured a top-three rank at state or regional level in the higher secondary examination or its equivalent.
Does a good percentage without a rank qualify?
No. The scheme is written around the first three ranks at state level and regional level. Marks alone, however high, do not create a claim.
Can a worker whose contributions have lapsed claim?
No. The Board's benefits are confined to workers whose beneficiary status is live, so a lapsed registration must be revived and arrears cleared before the claim is entertained.
Is this the same as the Higher Educational Finance Assistance?
No. Higher Educational Finance Assistance is paid on admission to a course — Rs 1,00,000 for MBBS or BDS through CENTAC, Rs 50,000 for BE or BTech, Rs 20,000 for a diploma in engineering and Rs 2,000 to Rs 4,000 a year for degree and diploma courses. The Cash Benefit Scheme is a merit award for a rank in the higher secondary examination.
How is the award paid?
By Direct Benefit Transfer into the bank account recorded on the application, which is the Board's standard route for its cash benefits.
