Diwali Gift Benefit Scheme (Puducherry Building and Other Construction Workers Welfare Board)
Puducherry state government scheme
The Diwali Gift Benefit Scheme of the Puducherry Building and Other Construction Workers Welfare Board pays Rs 2,000 every year to each registered construction worker to celebrate Diwali, credited by direct benefit transfer. The worker must have been registered with the Board for at least six months and must be contributing to the Board's fund.
What is the Diwali Gift Benefit Scheme in Puducherry?
The Diwali Gift Benefit Scheme is a welfare measure of the Puducherry Building and Other Construction Workers Welfare Board, which functions under the Labour Department, Government of Puducherry. Under the scheme the Board sanctions a sum of Rs 2,000 to each beneficiary enrolled with the Board every year so that the worker's household can mark the Diwali festival.
The Labour Department records the measure in its list of benefits extended by the Board, describing it as a Diwali Gift Coupon of Rs 2,000 issued to all enrolled beneficiaries of the Board. Locally the benefit is often called the Deepavali gift, and that is the name used in the Board's own listing of welfare measures.
The Board itself was constituted by the Labour Department in 2002 under the building and construction workers' welfare legislation, and has enlisted 53 categories of construction workers eligible for enrolment. It is funded from cess collected on construction works under the Puducherry Building and Other Construction Worker's Welfare Cess Act, 1996, together with subscriptions paid by registered workers.
The Diwali gift is one of ten or so benefits the Board runs. It is the only one that is paid to every enrolled beneficiary as a matter of course each year, rather than on the occurrence of an event such as childbirth, accident, marriage or death.
Who is eligible for the Diwali Gift Benefit?
You can claim if:
- You are a citizen of India.
- You are a construction worker registered as a beneficiary of the Puducherry Building and Other Construction Workers Welfare Board.
- You have been registered with the Board for at least six months at the time of the claim.
- You are contributing to the Board's fund, that is, your subscription is live and not in arrears.
You are not eligible if:
- You have never registered with the Board. Working in construction in Puducherry does not by itself create an entitlement: registration as a beneficiary does.
- Your registration is less than six months old. This is the clause that most often defers a first-time claim to the following year.
- Your subscription has lapsed. A beneficiary whose contributions are in arrears is not treated as a contributing member, and the Board's benefits run to live members.
- You are registered with a construction workers' welfare board in another state. The benefit belongs to the Puducherry Board's own enrolled beneficiaries.
Unlike the pension and income-linked schemes run by other Puducherry departments, the Diwali Gift Benefit publishes no income ceiling, no age limit and no caste condition. Registration, seniority of six months and a live subscription are the whole test.
How much is paid and how?
| Item | Detail |
|---|---|
| Amount | Rs 2,000 |
| Frequency | Once every year, around the Diwali festival |
| Mode | Direct benefit transfer into the worker's bank account |
| Who gets it | Every enrolled beneficiary of the Board meeting the six-month and subscription conditions |
Because payment is by direct benefit transfer, a bank account in the worker's own name; seeded with Aadhaar: is not optional. A joint account held only in a spouse's name, or an account whose Aadhaar seeding has lapsed, is the single most common reason a sanctioned payment fails to arrive.
Diwali falls in October or November each year, so the payment cycle runs in the weeks before the festival. A worker who wants the money in hand for the festival should have their registration, subscription and bank details in order well before then, rather than in the same week.
How to apply for the Diwali Gift Benefit in Puducherry
- Check that your Board registration is live and that it is at least six months old. If your identity card has expired, get the registration renewed before claiming.
- Clear any arrears of subscription to the Board's fund, since the benefit runs only to contributing beneficiaries.
- Confirm your bank account is Aadhaar-seeded and is in your own name, so the direct benefit transfer can reach it.
- Visit the office of the Puducherry Building and Other Construction Workers Welfare Board at the Industrial Estate, Thattanchavady, Puducherry, with your Board registration card, subscription record, Aadhaar and bank passbook. Applications for this benefit are accepted offline.
- Submit the claim ahead of the festival, so that the sanction and the transfer clear in time.
- Keep the acknowledgement, and check your bank account rather than waiting for a message, since DBT credits are not always accompanied by an SMS.
How do I check whether the payment has been made?
There is no online status tracker for this benefit. Check in this order:
- Your bank passbook or account statement, since the money arrives by direct benefit transfer and no coupon is handed over in person.
- The Board office at Thattanchavady, quoting your registration number, if nothing has been credited within a few weeks of the festival.
- The Labour Department, if the Board cannot resolve the matter. The Department's website at labour.py.gov.in carries the Board's constitution, registration procedure and the full list of benefits extended.
Why do Diwali Gift claims fail?
- Registration less than six months old at the time of the claim.
- Subscription in arrears, which takes the worker outside the class of contributing beneficiaries.
- Registration lapsed and not renewed. Board registration is not permanent and must be kept current.
- Bank account not seeded with Aadhaar, or an account in someone else's name, which causes the direct benefit transfer to fail even after sanction.
- Name mismatch between the Board record, Aadhaar and the bank account.
- Duplicate registration, where a worker has enrolled twice and the records are flagged.
Most failures at this Board are documentary rather than substantive. A worker who keeps the registration card renewed, the subscription paid and the bank account seeded will normally receive the Rs 2,000 without needing to chase it.
What other benefits does the Board provide?
The Labour Department lists the following welfare benefits extended by the Puducherry Building and Other Construction Workers Welfare Board to its enrolled workers:
- Maternity benefit
- Medical assistance
- Scholarship to the wards of registered workers
- Deepavali gift — the Rs 2,000 covered by this guide
- Death benefit, for both natural death and accidental death
- Funeral assistance
- Insurance premium to LIC, on fresh policies and renewals
- Marriage assistance
- Medical accident benefit
- Refund of subscription fee
Every one of these depends on the same foundation: a live registration with the Board and a subscription that is up to date. A construction worker in Puducherry who is not yet enrolled should treat registration as the first step, because it unlocks the whole set rather than only the festival payment.
Where do I register or raise a grievance?
- Puducherry Building and Other Construction Workers Welfare Board, Industrial Estate, Thattanchavady, Puducherry. The office where registration and claims are handled
- Labour Department, Government of Puducherry: labour.py.gov.in, which carries the registration procedure, the Board's constitution and the list of benefits
- The Puducherry Building and Other Construction Worker's Welfare Cess Act, 1996, and the Board's own rules, both published on the Labour Department website
Registration and the Diwali gift are both free of any agent's fee. The Rs 2,000 is credited directly to the worker's bank account, and no one needs to be paid to release it.
