Higher Educational Finance Assistance Scheme (Puducherry Building and Other Construction Workers Welfare Board)
Puducherry state government scheme
The Higher Educational Finance Assistance Scheme of the Puducherry Building and Other Construction Workers Welfare Board pays a one-time Rs 1,00,000 for MBBS or BDS through CENTAC, Rs 50,000 for BE or BTech and Rs 20,000 for an engineering diploma, plus Rs 2,000 to Rs 4,000 a year for degree and diploma courses, to wards of registered construction workers.
What is the Higher Educational Finance Assistance Scheme?
The Higher Educational Finance Assistance Scheme is an education benefit of the Puducherry Building and Other Construction Workers Welfare Board, which functions under the Labour Department, Government of Puducherry. The Board is constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and is funded by the cess collected on construction work in the Union Territory together with the contributions paid by registered workers.
The scheme extends financial assistance to the wards of registered beneficiaries who go on to higher education. It is by a wide margin the largest single benefit in the Board's schedule, because a construction worker's child admitted to a medical seat faces costs that no other welfare payment in the Board's list comes near.
According to the Board's published schedule of benefits, the rates are:
| Course | Assistance |
|---|---|
| MBBS or BDS (through CENTAC) | Rs 1,00,000 to one-time payment |
| BE or BTech (through CENTAC) | Rs 50,000 to one-time payment |
| Diploma in engineering | Rs 20,000 to one-time payment |
| PG degree courses | Rs 4,000 per annum |
| PG diploma courses | Rs 3,000 per annum |
| Degree courses | Rs 2,000 per annum |
| Non-engineering diploma courses | Rs 2,000 per annum |
The structure divides cleanly in two. The professional courses carry a large one-time payment, tied to admission through CENTAC. The Centralised Admission Committee of the Government of Puducherry, which conducts centralised counselling for professional courses in the Union Territory. The general degree and diploma courses carry a smaller annual payment that recurs through the course.
That design matters when planning. A ward admitted to BTech through CENTAC receives Rs 50,000 once, at the start, when the admission fee falls due. A ward in a three-year BA receives Rs 2,000 in each of the three years, a total of Rs 6,000, spread across the course.
Who is eligible for the higher educational finance assistance?
Your ward can receive the assistance if:
- You are registered as a construction worker with the Puducherry Building and Other Construction Workers Welfare Board, and your registration is live.
- Your contributions to the Board's fund are current, with no lapse that takes you outside beneficiary status.
- The claim is for your ward, a child of the registered worker.
- The ward has secured admission to one of the courses in the Board's schedule.
- For MBBS, BDS, BE and BTech, the admission is through CENTAC, which is the condition attached to those rates in the Board's own schedule.
You are not eligible and cannot apply if:
- You are not registered with the Board. Working in construction is not itself enough. The Board's benefits run to registered beneficiaries, and the registration must exist and be live at the time of the claim.
- Your contributions have lapsed and the registration has not been revived. This is the single most common reason a genuine claim fails.
- The ward's admission to a professional course was not through CENTAC, in which case the one-time rates for MBBS, BDS, BE and BTech do not apply as published. Ask the Board whether any lower rate applies to a management or non-CENTAC seat before assuming it does.
- You are a construction contractor or employer rather than a worker. The Board's benefits are for workers, not for those who engage them.
- The course is outside the schedule โ a short certificate course, a coaching programme or a foreign course is not among the categories listed.
- The claim is for a relative who is not your ward.

How to apply for the higher educational finance assistance
- Check that your Board registration is live and your contributions are paid up before doing anything else. If the subscription has lapsed, revive the registration and clear the arrears at the Board or Labour Department office. A claim filed on a lapsed registration is rejected regardless of the ward's merit.
- Collect the admission documents as soon as the seat is allotted. The CENTAC allotment letter for a professional course, the admission order, the fee receipt and the bonafide certificate from the college. The fee receipt is what fixes the academic year of the claim.
- Obtain the educational assistance application form from the Board or the Labour Department office. Forms are available in the Puducherry region and at the regional offices serving Karaikal, Mahe and Yanam.
- Fill in the form with your registration number, the ward's name, the course and institution, and your bank account number and IFSC code. Attach a self-attested copy of the registration card and pass book, the admission and fee documents, the mark statement, proof of relationship and the bank passbook copy.
- Submit the application at the Board or Labour Department office in your region and take a dated acknowledgement.
- Track the claim with the acknowledgement number until the amount is credited, and check the account details on file if a sanction has been issued but no credit has appeared.
- File again in each subsequent year for the annual heads; degree, PG degree, PG diploma and non-engineering diploma courses carry per-annum rates and are not sanctioned once for the whole course.
How and when the money is paid
Payment is made by Direct Benefit Transfer into the bank account recorded on the application, which is the Board's standard route for its cash benefits. No cash is handed over at the office, so the accuracy of the account number and IFSC code on the form directly determines whether the money arrives. A closed or dormant account is the commonest reason a sanctioned claim fails at the payment stage.
The one-time heads: Rs 1,00,000, Rs 50,000 and Rs 20,000 to are paid once for the course, not once a year. The per-annum heads recur, but only on a fresh application each year with that year's fee receipt and bonafide certificate.
Why claims are rejected, and how to avoid it
- Registration has lapsed. Contributions to the Board's fund are easy to forget during a lean season, and a family only discovers the lapse when the child gets a college seat. Check the pass book every year, not at the point of claim.
- The admission was not through CENTAC for a professional course, which puts the case outside the published rate.
- Fee receipts are in a consolidated form or are in the name of someone other than the ward.
- The bank account details are wrong or the account is dormant.
- The relationship is not documented. Where the ration card or birth certificate does not clearly link the worker and the ward, the file is held for clarification.
- A name mismatch between the school record, the CENTAC allotment, the Aadhaar record and the Board's registration.
- An annual head is claimed only once. Families sometimes assume a degree course sanction covers all three years, and lose the second and third year payments.
What else the Board pays a construction worker's family
The Puducherry Building and Other Construction Workers Welfare Board's schedule covers a construction worker's family well beyond education. It includes maternity benefit, medical assistance, an accident medical assistance of Rs 1,500 a month while a worker is unfit for normal work after a fracture, disablement benefit, accidental death benefit, natural death benefit, funeral assistance, marriage assistance of Rs 7,000 for up to two children, a Deepavali cash gift, relief during natural calamity, pension, and refund of contribution on exit.
Separately, the Board runs a Cash Benefit Scheme for the wards of beneficiaries who secure the top three ranks at state and regional level in the higher secondary examination. A merit award distinct from this assistance, which turns on admission rather than rank.
Where to raise a grievance
Complaints about a delayed or rejected education claim go to the Puducherry Building and Other Construction Workers Welfare Board, Labour Department, Government of Puducherry, on +91-413-2241562. Workers in Karaikal are served by the regional office in that region, and there are offices covering Mahe and Yanam. Grievances may also be filed through CPGRAMS at pgportal.gov.in.
Carry the acknowledgement issued at submission along with the original admission and fee documents. There is no fee for the application and no agent is required.
How to check your application status
The Puducherry Building and Other Construction Workers Welfare Board processes education claims offline, and it does not run an online tracking portal where an applicant can log in and see a claim move through stages. Status has to be checked directly with the office where the claim was filed.
- Keep the dated acknowledgement from submission. The office issues this at the time the form and documents are handed in, and it is the reference the office needs to locate your file. Note the date of submission and the name of the official who received it, if given.
- Call the regional office where you filed, or the Board's Labour Department number, +91-413-2241562, and quote the acknowledgement number along with the worker's registration number and the ward's name. Ask specifically whether the claim has been sanctioned, is still under verification, or has been returned for a missing document.
- Visit the office in person if the claim has been pending for several weeks with no update by phone. Bring the acknowledgement, the registration pass book, and copies of the documents originally submitted, since the office may ask you to re-confirm details from the file.
- Check the bank account used on the application once the office confirms sanction. Payment comes by Direct Benefit Transfer, so a sanctioned claim shows up as a credit rather than through any notice from the Board. If the office says the claim is sanctioned but no credit appears after a reasonable interval, that points to a bank account or IFSC mismatch on file, and the office should be asked to verify the account details it has recorded.
- Escalate through CPGRAMS at pgportal.gov.in if the office gives no clear answer or the claim has been stuck for an unreasonable length of time. A CPGRAMS grievance against the Labour Department, Government of Puducherry, creates a written record and a tracking number that a phone call does not.
Because there is no digital dashboard for this scheme, the acknowledgement number and the date of filing are the only reliable handle an applicant has on a pending claim, and both should be kept safe until the amount is credited.
