Labour Card (BOCW Welfare Board Registration) in Puducherry
Puducherry state government scheme
Labour Card in Puducherry means registration as a beneficiary of the Puducherry Building and Other Construction Workers Welfare Board, constituted in 2002 under the Labour Department. A construction worker aged 18 to 60 who has worked at least 90 days in the preceding 12 months registers at the Board office in Thattanchavady for Rs 25, plus an annual subscription of Rs 100.
Labour Card in Puducherry is not a separate document with that name. What workers and employers call a labour card is registration as a beneficiary of the Puducherry Building and Other Construction Workers Welfare Board, and the proof of it is the beneficiary identity card the Board issues after an inspector verifies the application. Nothing the Board pays: not medical assistance, not marriage assistance, not the death benefit; reaches a construction worker who does not hold that card.
What is the Puducherry labour card and who issues it?
The Puducherry Building and Other Construction Workers Welfare Board was constituted in 2002 under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and it functions under the Labour Department, Government of Puducherry. The Board is funded by the cess collected on construction work in the Union Territory together with the contributions paid by registered workers, which is why the Board treats a lapsed contribution as a break in entitlement rather than a technicality.
The Board's head office is at D-1, 4th Cross, Industrial Estate, Thattanchavady, Puducherry - 605 009. Because the Union Territory is not contiguous, the Board runs regional offices at Karaikal, Mahe and Yanam. The Karaikal office sits in the Perunthalaivar Kamaraj Administrative Complex, Madagadi, Karaikal. A worker in Mahe does not travel to Puducherry to register.
The card matters because the Board's benefit list is wide. A registered beneficiary in Puducherry can claim medical assistance on hospitalisation, accident medical assistance of Rs 1,500 a month while unfit after a fracture, maternity assistance, marriage assistance, higher educational finance assistance running up to Rs 1,00,000 for MBBS or BDS through CENTAC and Rs 50,000 for BE or BTech, cash merit awards for children who place in the top three at higher secondary level, disablement benefit, natural and accidental death benefit, funeral assistance, skill development support and refund of contribution to the nominee. None of these are open to an unregistered worker on the same worksite.
Who can and who cannot apply?
You can register if:
- You have completed 18 years of age and have not completed 60 years. Both limits come from the Act and the Board applies them strictly.
- You have worked in building or other construction work for not less than 90 days during the last 12 months. The 90 days need not be continuous and need not be with one employer.
- You live in Puducherry, Karaikal, Mahe or Yanam and can evidence it.
- You are willing to pay the Rs 25 registration fee and keep the Rs 100 annual subscription current.
You cannot apply if:
- You are under 18 or have completed 60 years. A worker approaching 60 should register before the birthday, not after: enrolment is what carries the later benefits.
- You cannot evidence 90 days of construction work in the preceding 12 months. A worker who has done occasional day work with no employer, contractor or union willing to certify it will struggle at exactly this point.
- You are not a construction worker at all. The Board covers building and other construction work as defined under the Act, and other unorganised trades are not eligible for this particular registration.
- Your earlier registration lapsed and the arrears are unpaid. A worker in that position is not registering afresh so much as reviving the membership, and the arrears must be cleared first.
What documents are required?
Carry originals and self-attested copies of each of the following to the Board office:
- Proof of age, birth certificate, school transfer certificate or Aadhaar.
- Proof of 90 days of construction work. A certificate from the employer, contractor, builder or a registered trade union.
- Aadhaar card, used for identification and for seeding the bank account.
- Passport-size photographs for the form and the identity card.
- Bank passbook copy, because every later benefit is paid by Direct Benefit Transfer.
- Residence proof in Puducherry, Karaikal, Mahe or Yanam.
- A self-declaration that you are a construction worker, naming your worksite.
The 90-day certificate is the document that decides most applications. Get it written on the employer's or the union's letterhead, with the dates of work stated, and keep a copy for later renewals.
How to apply for a labour card in Puducherry
Registration with the Puducherry Building and Other Construction Workers Welfare Board is an offline process at the Board's office. The Labour Department publishes the registration page and forms at labour.py.gov.in, but the application itself is filed in person.
- Collect the registration form. Visit the office of the Puducherry Building and Other Construction Workers Welfare Board at D-1, 4th Cross, Industrial Estate, Thattanchavady, Puducherry - 605 009, or the regional office at Karaikal, Mahe or Yanam, and ask the Labour Officer for the registration form. The form is issued free of cost, and it is also printed in the Labour Department's pages at labour.py.gov.in.
- Fill the form and attach the documents. Paste a passport-size photograph, attach self-attested copies of the age proof, the 90-day work certificate, Aadhaar, residence proof and bank passbook, and add the declaration naming your worksite. Record a nominee at this stage — the Board's death benefit and refund of contribution are paid to the recorded nominee or legal heir, and families lose months when no nomination exists.
- Submit the form and pay the fee. Pay Rs 25 at enrolment and Rs 100 as annual subscription at the counter, and take the receipt. The Board also collects Rs 300 as a renewal fee once in three years. Ask for and keep the acknowledgement. It is the only record you hold until the card is issued.
- Inspector's verification. An inspector appointed under the Act verifies the claim, which normally means confirming the worksite and the employment particulars you declared. Be reachable on the phone number you gave.
- Approval and issue of the identity card. After verification, the Secretary of the Board approves the enrolment and the beneficiary identity card is issued. Check the name spelling, date of birth and registration number on it against your Aadhaar before you leave the counter.
How do you check the status of your application?
There is no self-service online status tracker published for this registration. Check in person or by phone with the office where you filed:
- Puducherry, the Labour Officer, Board office, D-1, 4th Cross, Industrial Estate, Puducherry-9, phone 0413-2241562.
- Karaikal. The Labour Officer, Board Regional Office, Perunthalaivar Kamaraj Administrative Complex, Madagadi, Karaikal.
- Mahe and Yanam, the officer in charge of the Board's regional office for that region.
Quote the acknowledgement number from the receipt. The Labour Department states that the public may contact the Labour Officer in person on any working day.
How long does the card stay valid, and how do you renew it?
Puducherry does not issue this card for a fixed term that simply expires. The registration stays live as long as the contribution is current. Three things keep it alive:
- The annual subscription of Rs 100, paid every year.
- The renewal fee of Rs 300, collected once in three years.
- No default in contribution for more than one continuous year, that is the line the Board uses to decide whether a worker is still a beneficiary.
A worker whose card has lapsed is not barred forever. Revive the registration at the Board office and clear the arrears, then the benefit entitlements resume. The practical risk is timing: a family discovers the lapse when it files a death or medical claim, and by then the claim is already refused. Diarise the annual subscription.
Why are labour card applications rejected in Puducherry?
- The 90-day work certificate is missing or vague. A letter that does not state dates of work is the commonest reason an application stalls.
- Age outside 18 to 60. Nothing can be done about this; it is statutory.
- Worksite declaration that cannot be verified. The inspector's visit is a real check. Name a site that exists and an employer who will confirm you.
- Bank account mismatch. A name that differs from Aadhaar, or a closed account, blocks the Direct Benefit Transfer that every later benefit runs on.
- Earlier lapsed registration. Applying afresh instead of reviving an old membership creates duplicate records and delay.
- Incomplete photographs or unsigned declaration. Small, and entirely avoidable at the counter.
What does it cost, and what about agents?
The full cost of a Puducherry labour card is Rs 25 at registration plus Rs 100 annual subscription, with Rs 300 once in three years as the renewal fee. The registration form is free. The statutory ceiling on the registration fee under the BOCW Act, 1996 is Rs 50, so no office can lawfully demand more than the Board's notified charge.
Pay only at the Board's counter and always take the receipt. Agents and middlemen who offer to "get the card made" for a service charge add nothing, the inspector's verification and the Secretary's approval cannot be bought or accelerated, and a worker who pays an agent still has to produce the same 90-day certificate. If anyone demands money beyond the Board's listed fee, raise it with the Labour Officer.

Frequently asked questions
What is the fee for a labour card in Puducherry?
Registration with the Puducherry Building and Other Construction Workers Welfare Board costs Rs 25 at enrolment, with an annual subscription of Rs 100 to keep the membership live, and the Board collects Rs 300 as a renewal fee once in three years. The statutory ceiling on the registration fee under the BOCW Act 1996 is Rs 50, and the registration form itself is issued free of cost at the Board's office.
Who can register with the Puducherry Construction Workers Welfare Board?
Any building worker who has completed 18 years, has not completed 60 years, and has worked in building or other construction work for not less than 90 days during the last 12 months can register as a beneficiary. Residence in Puducherry, Karaikal, Mahe or Yanam is expected, and the 90 days must be evidenced.
Can I apply for the Puducherry labour card online?
No fully online self-service application is published by the Puducherry Labour Department — registration is made in person at the Board's office in Thattanchavady, Puducherry, or at the regional offices in Karaikal, Mahe and Yanam. The Labour Department website at labour.py.gov.in carries the registration page and the printable forms.
How long is the Puducherry labour card valid?
Membership stays live as long as the annual subscription of Rs 100 is paid and the three-yearly renewal fee of Rs 300 is not in default. A default in contribution for more than one continuous year takes the worker outside beneficiary status, and the registration must then be revived with arrears cleared.
What benefits does the Puducherry labour card give?
A registered beneficiary can claim the Board's medical assistance, accident medical assistance, maternity assistance, marriage assistance, higher educational finance assistance, cash merit awards, disablement benefit, natural and accidental death benefit, funeral assistance, skill development and refund of contribution. Every one of these is confined to workers whose registration is live.
Why do labour card applications get rejected in Puducherry?
The commonest cause is a missing or weak 90-day work certificate, followed by an age outside the 18 to 60 band, a bank account that does not match Aadhaar, and an unverifiable worksite declaration. The inspector's verification is a real step, not a formality.
Where do I complain if my registration is delayed?
Approach the Labour Officer of the Board at D-1, 4th Cross, Industrial Estate, Puducherry-9, phone 0413-2241562, on any working day. The Commissioner of Labour at the Labour Department Complex, Vazhudavur Road, Gandhi Nagar, Puducherry-605009, phone 0413-2279211, is the next step, and grievances can also be filed on the central portal at pgportal.gov.in.
Should I pay an agent to get my labour card?
No. The registration form is issued free of cost at the Board's office and the only money payable is the Rs 25 registration fee and the Rs 100 annual subscription, paid at the office against a receipt. Anyone demanding a service charge on top of that is not acting for the Board.
