Kulavilakku Scheme, Puducherry
Puducherry state government scheme
Kulavilakku is a maternity nutrition scheme of the Department of Women and Child Development, Puducherry, paying Rs 500 to a pregnant woman to improve her nutritional status. The applicant must be at least 18, a native or five-year resident of Puducherry, have annual family income within Rs 24,000, and apply after completing seven months of pregnancy, for up to two pregnancies.
What is the Kulavilakku scheme?
Kulavilakku is a maternity nutrition benefit of the Department of Women and Child Development, Government of Puducherry. The scheme provides financial assistance of Rs 500 to a pregnant woman to improve her nutritional status. The Tamil name: kulavilakku, the lamp of the family: is the one the department itself uses on its scheme and application-form pages, and it is the name under which most people in Puducherry search for it.
Kulavilakku is listed by the department alongside Aravanaippu, its companion scheme for lactating mothers, and the two are usually described together as financial assistance for pregnant and lactating women. Aravanaippu provides Rs 1,200 to a lactating mother with the stated aim of improving the status of the girl child and providing her nutritious food.
The amount is small, and the honest way to describe Kulavilakku is as a supplementary nutrition top-up rather than a maternity income scheme. Puducherry women are simultaneously covered by the central Pradhan Mantri Matru Vandana Yojana and by the Integrated Child Development Services network of Anganwadi centres, which is where supplementary nutrition, growth monitoring and antenatal counselling actually reach households. Kulavilakku adds a small cash component on top of that, targeted at the last trimester.
Where Kulavilakku sits in the department's list
The Women Development wing of the department runs a cluster of small cash schemes, and it helps to see them together:
- Kulavilakku, Rs 500 to a pregnant woman.
- Aravanaippu, Rs 1,200 to a lactating mother, for the girl child.
- Grant of marriage allowance to the daughter of destitute widows.
- Grant of financial assistance for performance of marriage of poor brides.
- Incentive to widow re-marriage.
- Grant of incentive to the family having one girl child or two girl children and parents who have undergone family planning.
- Grant of financial assistance to poor parents having only one girl child who is studying in Class 8 to Class 10.
- Reimbursement of tuition fees for typewriting and shorthand for the children of widows.
Who is eligible for Kulavilakku?
You can apply if:
- You are a woman who is pregnant.
- You have crossed seven months of pregnancy. The application is considered only at that stage.
- You have attained the age of 18 years.
- You are a citizen of India and a native of the Union Territory of Puducherry by birth, or you have resided in Puducherry continuously for not less than five years.
- Your annual income does not exceed Rs 24,000.
- You are claiming for your first or second pregnancy.
You cannot apply if:
- You are below 18 years of age.
- Your annual income is above Rs 24,000.
- You are neither a native of Puducherry nor a five-year continuous resident.
- You are applying for a third or subsequent pregnancy. The benefit is provided for two pregnancies only.
- You are applying before the seventh month of pregnancy. The application is not rejected on merit at that stage; it is simply not yet considered, and should be filed once the seventh month is complete.
A separate scheme exists for Scheduled Caste women. The Adi Dravidar Welfare Department, Puducherry, runs its own grant of financial assistance to poor Scheduled Caste pregnant and lactating women, and an SC applicant should check which of the two routes gives the better benefit before filing.

How to apply for Kulavilakku
- Wait until the seventh month of pregnancy is complete. The department considers the application only at that point, so filing earlier wastes a trip.
- Download the Kulavilakku application form from the "Application forms women development schemes" page at wcd.py.gov.in, or collect it from your Anganwadi centre or the departmental office.
- Obtain your certificates β an income certificate showing annual income within Rs 24,000, and a residence or nativity certificate from the Revenue authorities where nativity rests on five years of continuous residence.
- Attach the pregnancy record, Aadhaar copy, age proof and a copy of your bank passbook.
- Submit the completed form to the Department of Women and Child Development through your Anganwadi worker, or directly at the departmental office. In Karaikal the application goes to the Child Development Project Officer, and in Mahe and Yanam to the Welfare Officer.
- Keep the acknowledgement and follow up with the office for the sanction and credit.
Puducherry also runs the e-District portal at edistrict.py.gov.in as a single window for government-to-citizen services, with a toll-free number 1800 425 2260 and a Track Application facility. Check there whether Kulavilakku is listed as an online service for the current year before travelling to the office.
How to check the status of a Kulavilakku application
Ask the office where you filed, the Anganwadi worker who forwarded the application, the Child Development Project Officer, or the Deputy Director at the Department of Women and Child Development. Quote the date of your application and the acknowledgement. Where the application was routed through the e-District portal, the Track Application option on edistrict.py.gov.in shows the current stage.
Why Kulavilakku applications get rejected
- Filed too early. An application submitted before seven months of pregnancy is not taken up.
- Income certificate above Rs 24,000 a year. This is the hard ceiling for the scheme.
- Residence not established. Where the applicant is not a native of Puducherry by birth, the five-year continuous residence must be certified by the Revenue authorities.
- Third pregnancy. The scheme covers two pregnancies only, and the department checks its own records.
- Bank account not in the applicant's name or not seeded with Aadhaar, which blocks the credit even after sanction.
- Applying under the wrong scheme. Lactating mothers should apply under Aravanaippu, not Kulavilakku, and Scheduled Caste applicants should check the Adi Dravidar Welfare Department's parallel scheme.
