Puducherry state government scheme
Kamban Pugazh Literary Prize is an award of the Department of Art and Culture, Puducherry, giving 10 prizes of Rs 10,000 each for the best novel, short story, drama, poem and prose in Tamil. The book's first edition must have been published in the previous calendar year, must be the author's own creative work, and a past winner must wait four years before competing again.
What is the Kamban Pugazh Literary Prize?
Kamban Pugazh Literary Prize is a literary award of the Department of Art and Culture, Government of Puducherry. According to the department's published schedule of schemes, the prize is Rs 10,000, the number of awards is 10, and the fields covered are novel, short story, drama, poem and prose in Tamil.
The award is named for Kamban, the poet of the Kamba Ramayanam, and the name Kamban Pugazh. The glory of Kamban; sets the register the department is aiming at. Where the Tholkappiar Award honours scholarship, Kamban Pugazh honours creative literature. Ten prizes a year makes it the widest of the Directorate's Tamil literary awards by number of recipients, even though each prize is modest in money terms.
Kamban Pugazh Literary Prize is funded under the head Improvement of Official Language and Linguistic Studies, the same budget line that supports Thamizhmamani, Puduvai Kalaimamani, Telugu Ratna, Malayala Ratna, the Nehru Children's Literary Prize and the Tholkappiar Award, along with seminars, training classes, literary functions and vizhas. The Directorate of Art and Culture, established in 1992 after bifurcation from the Department of Education, describes its purpose as fostering the various art forms and uplifting the condition of artistes in the Union Territory.
Who is eligible for the Kamban Pugazh Literary Prize?
You can compete if:
- You are the author of a published work of creative literature in Tamil. A novel, short story collection, drama, poetry collection or prose work.
- The first edition of the book was published in the calendar year previous to the year of the award, that is between 1 January and 31 December of the qualifying year.
- The publication is creative literature of your own, original work, not derived from someone else's.
You are not eligible if:
- The book is an abridged version, an imitation, a translated version of another book, or a synopsis. The department's condition is explicit on this point.
- The work is literary criticism, or a thesis or research presented to a university for a degree or examination. Those are expressly excluded from this award.
- You won the award within the previous four years. The department's rule is that an author once awarded is not eligible to participate for the award in the next four consecutive years.
- The first edition falls outside the qualifying calendar year. A book first published two years earlier does not become eligible by being reprinted.
The department's related awards cover the writers who fall outside this one. A Tamil scholar with a research publication should look at the Tholkappiar Award (two prizes of Rs 10,000). An author of Tamil children's literature should look at the Nehru Children's Literary Prize (two prizes of Rs 10,000, for books published in Tamil on children's literature during a calendar year, where the author must be a native of Puducherry or have resided at least five years in the Union Territory). A senior writer above 60 with books of high repute may be considered for Thamizhmamani, which carries Rs 75,000.

- Download the prescribed form, listed as "Application for Kamban Pugazh Literary Award", or collect it from the Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001.
- Confirm your book qualifies, first edition published between 1 January and 31 December of the calendar year preceding the award year, in Tamil, in one of the five listed forms, and entirely your own creative work.
- Assemble the copies of the book required by the notification, along with proof of the first publication date.
- Complete the form, sign the declaration that the work is original creative literature, and attach your biodata and list of publications.
- Submit the application to the Superintendent, Scheme Section, Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001, before the last date stated in the notification.
- Applicants in the outlying regions may route the application through the Assistant Library and Information Officer, 93 Masdhan Palli Street, Karaikal - 609 602 (04368-221472), or the Library Information Assistants at the Government Public Library, Mahe - 673 310 (0490-2332222) and the Government Public Library, High School Road, Yanam - 533 464 (0884-2321243).
How the prize is decided
The Directorate constitutes selection committees for its literary awards and announces the results with the award ceremonies it holds through the year, often alongside literary vizhas and commemorative events. The published conditions tell you what the committee is screening for: originality, the form of the work, and the publication year. Nothing in the department's published conditions for this prize sets an age limit or an income ceiling. Those apply to other schemes such as the financial assistance to indigent artistes (Rs 1,000 a month, above 50 years, annual income below Rs 24,000) and to indigent Tamil scholars (Rs 1,500 a month, above 58 years).
Common reasons an entry is rejected
- Publication year outside the window. The single most frequent problem, and the easiest to check before applying.
- Translated or adapted work. Translations, abridgements and retellings are excluded, however well executed.
- Criticism or academic research submitted as creative writing. Critical essays and university theses are ruled out by name.
- Applying within four years of a previous win. The four-year cooling period is absolute.
- Insufficient copies of the book for circulation to the committee, or missing proof of the first edition date.
- Late submission after the last date in the notification.
Where to get help or raise a grievance
- The Director, Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001 to phone 0413-2336203 and 0413-2349716, email art.pon@nic.in.
- The Superintendent, Scheme Section, at the same address, for scheme applications and status.
- The Directorate's citizen charter provides that for redressal of grievances, complaints and suggestions the public may contact the Assistant Library and Information Officer on all working days, and may meet the Director on Tuesdays and Thursdays between 10.00 a.m. and 12.00 noon. In Karaikal, Mahe and Yanam the officials in charge of the Department of Art and Culture, and if necessary the Regional Executive Officers, may be approached.
- Grievances can also be lodged on the central portal at pgportal.gov.in.
No fee is charged for entering, and there is no route to the prize other than the prescribed application form.
How to check your application status
There is no online tracking dashboard for the Kamban Pugazh Literary Prize. The Department of Art and Culture processes entries manually through its Scheme Section, so status has to be confirmed by direct contact rather than by logging into a portal.
- Keep proof of submission. If you submitted by post, keep the courier or registered post receipt with the date. If you submitted in person, note the date and, where possible, the name of the official who received the file. There is no acknowledgement slip or reference number generated automatically, so this receipt is your only record that the entry reached the department.
- Wait for the selection cycle to run its course. Entries are screened by a selection committee and results are declared along with the year's award ceremonies, not on a fixed monthly schedule, so a status enquiry made a few days after submission will not get a meaningful answer.
- Call or write to the Superintendent, Scheme Section at the Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001, quoting your name, the title of the book submitted, and the date of submission. This office, not the Director's office, handles day-to-day scheme correspondence.
- Applicants from Karaikal, Mahe or Yanam who routed their entry through the Assistant Library and Information Officer or a Government Public Library should follow up with that same office first, since the file moves from there to Puducherry and a local check is quicker than calling the head office directly.
- Watch the Notice Board on art.py.gov.in. Selection results and award announcements for the Directorate's literary prizes are published there, and this is the most direct way to confirm whether a given year's Kamban Pugazh has been decided, since the department does not send individual rejection letters to every author whose book was not selected.
- If a genuine delay looks unusual, for example no announcement has appeared long after the calendar year the book qualified in has closed, a written enquiry to the Director's office is the next step, since no separate status helpline number is published for this specific award.
