Tholkappiar Award, Puducherry
Puducherry state government scheme
Tholkappiar Award is a literary honour of the Department of Art and Culture, Puducherry, carrying a cash prize of Rs 10,000 for outstanding research publication in Tamil literature. Two awards are given, with no age limit, to writers who are natives of Puducherry by birth or domicile or who have lived in the Union Territory for at least five years. Apply on the prescribed form.
What is the Tholkappiar Award?
Tholkappiar Award is a literary honour instituted by the Department of Art and Culture, Government of Puducherry, and given for outstanding research publication in Tamil literature. According to the department's published schedule of schemes, the award carries a cash prize of Rs 10,000, and the number of awards is two.
The award is named after Tholkappiar, the author of the Tholkappiyam, the oldest extant work of Tamil grammar and poetics. The name signals what the prize is for. This is not a creative-writing prize. The department's own note against the entry reads "for outstanding research publication in Tamil literature". Scholars working on grammar, prosody, textual criticism, literary history and allied research are the intended field. The name is also transliterated as Tholkapiar in the department's own application form title, so a search under either spelling leads to the same scheme.
Tholkappiar Award sits inside a larger head of expenditure called Improvement of Official Language and Linguistic Studies, under which the Directorate introduces regional languages for official purposes, conducts seminars, training classes and vizhas, and honours writers by presenting a set of awards. The Directorate itself was carved out of the Department of Education in 1992, with the stated aim of fostering the various art forms and improving the condition of artistes in the Union Territory.
The department's other literary and cultural honours
- Thamizhmamani, Telugu Ratna and Malayala Ratna: six, four and four awards respectively, each carrying Rs 75,000, for people above 60 who have published books of high repute in poetry, prose and research articles in literature and grammar.
- Puduvai Kalaimamani to 30 awards of Rs 50,000 each in literature, music, dance, drama, painting, sculpture and folk arts, for people above 30.
- Nehru Children's Literary Prize — two awards of Rs 10,000 each for books published in Tamil on children's literature during a calendar year.
- Kamban Pugazh Literary Prize: ten awards of Rs 10,000 each for creative writing in Tamil.
Who is eligible for the Tholkappiar Award?
You can take part if:
- You are a writer or author with a research publication in Tamil literature.
- You are a native of the Union Territory of Puducherry either by birth or by domicile; or
- You have continuously resided in Puducherry for not less than five years immediately preceding the submission of the application, which the department treats as equivalent to nativity for this scheme.
- There is no age restriction. The department's table records the age limit as not applicable, and states expressly that all writers and authors irrespective of age who are natives of the Union Territory can partake in the scheme.
You are not eligible if:
- You are neither a native of Puducherry by birth or domicile nor a continuous resident for the five-year qualifying period.
- Your work is not a research publication in Tamil literature, creative fiction, poetry and drama belong to the Kamban Pugazh Literary Prize, and children's writing to the Nehru Children's Literary Prize.
- You have no published research work to submit. The scheme is decided on a publication, not on a proposal.
The department's related schemes make the boundaries clearer still. A scholar seeking money to publish a manuscript or research journal applies under the scheme of financial assistance for publication of manuscripts and research journals, which grants Rs 10,000. A researcher below 35 with an MA degree seeking support to pursue research on art or culture applies for the fellowship for research scholars, which runs for two years and is renewable on performance. Tholkappiar Award, by contrast, rewards work already published.

How to apply for the Tholkappiar Award
- Watch for the notification. The Directorate publishes award notifications and updated application forms on the Notice Board and Application pages of art.py.gov.in. The Tholkappiar form is listed as "Application for Tholkapiar Award".
- Download or collect the prescribed form from art.py.gov.in, or from the Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001.
- Assemble the research publication in the number of copies the form specifies, along with your nativity or five-year residence proof and a list of your publications.
- Complete the form fully and sign the declaration.
- Submit the application to the Superintendent, Scheme Section, Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001, before the last date in the notification.
- Applicants in the outlying regions may submit through the Assistant Library and Information Officer at 93 Masdhan Palli Street, Karaikal - 609 602 (04368-221472), or through the Library Information Assistants at the Government Public Library, Mahe - 673 310 (0490-2332222) and the Government Public Library, High School Road, Yanam - 533 464 (0884-2321243).
How the award is decided and paid
The Directorate's award schemes are decided by selection committees constituted by the department, and the cash prize is released to the awardee after the announcement. The department's conditions for its senior awards give a sense of how it weighs candidates: the awardee should have published books of high repute, should have participated in literary and research activity, and should not already have received a similar award from another government or organisation such as a university. For Tholkappiar Award specifically, the published condition is the quality of the research publication in Tamil literature together with the nativity requirement.
Why applications fail
- Nativity not documented. Claiming five years of residence without a Revenue certificate or equivalent proof is the most common gap.
- Wrong scheme. Creative fiction, poetry and drama sent to Tholkappiar Award belong to the Kamban Pugazh Literary Prize; children's literature belongs to the Nehru Children's Literary Prize.
- Unpublished work. A thesis or manuscript that has not been published as a research work is not what this award considers.
- Late submission. The award runs in announced rounds with a stated last date; applications arriving afterwards are not carried forward automatically.
- Incomplete set of copies of the publication, which stalls circulation to the committee.
Where to get help or raise a grievance
- The Director, Department of Art and Culture, 1 Romain Rolland Street, Puducherry - 605 001 to phone 0413-2336203 and 0413-2349716, email art.pon@nic.in.
- The Superintendent, Scheme Section, at the same address, handles scheme applications.
- The Directorate's citizen charter states that for redressal of grievances, complaints and suggestions the public may contact the Assistant Library and Information Officer on all working days, and may meet the Director on Tuesdays and Thursdays between 10.00 a.m. and 12.00 noon. In the outlying regions the officials in charge of the Department of Art and Culture, and if necessary the Regional Executive Officers, may be approached.
- Grievances can also be filed on the central portal at pgportal.gov.in.
There is no application fee for the award, and no intermediary is involved.
How to check your application status
Tholkappiar Award is processed entirely offline, through the Scheme Section of the Department of Art and Culture, and there is no online tracking number or portal login for an application once it is submitted. Applicants need to follow up directly with the department.
Keep your submission proof. When you hand in or post the application at 1 Romain Rolland Street, Puducherry-1, note the date of submission and, if you submitted in person, ask for an acknowledgement. This is what you will quote when you follow up.
Call the Scheme Section or the Director's office. The department can be reached at 0413-2336203 and 0413-2349716. Since the award runs in an announced round tied to a specific last date, ask specifically whether the selection committee for that round has met and whether results have been announced, rather than asking generically whether your form has been "processed".
Write in if you need it on record. An email to art.pon@nic.in, quoting your name, the round's last date and the date you submitted, gives the department something to trace against their file.
Use the in-person meeting slots. The Directorate's citizen charter states that the Director is available to meet the public on Tuesdays and Thursdays between 10.00 a.m. and 12.00 noon. This is meant for exactly this kind of follow-up, and also for applicants in the outlying regions who submitted through the Karaikal, Mahe or Yanam library offices and want to confirm their form reached Puducherry.
Watch for the results announcement. Award decisions are typically announced through the department rather than communicated individually to every applicant beforehand, so the Notice Board page of art.py.gov.in is the place to check once the round closes, alongside your direct follow-up call.
Escalate through the grievance portal only if the department does not respond. If calls and the office visit slot do not get a clear answer on a submitted application, a grievance can be lodged on pgportal.gov.in, which routes complaints to the concerned Union Territory department.
There is no SMS or portal-based status update for this scheme, so a phone call or an in-person visit during the published meeting hours remains the fastest way to know where an application stands.
