Puducherry state government scheme
Financial Assistance to Indigent Tamil Scholars is a Puducherry Art and Culture Department scheme paying Rs 1,500 a month to elderly Tamil scholars living in poverty. Applicants must be at least 58 years old and have made a recognised contribution to Tamil language or literature. Apply on paper to the Directorate of Art and Culture.
What is the Financial Assistance to Indigent Tamil Scholars scheme?
Financial Assistance to Indigent Tamil Scholars is a welfare scheme of the Department of Art and Culture, Government of Puducherry. The scheme pays a monthly honorarium of Rs 1,500 to elderly scholars who have spent their working lives on Tamil language and literature and who now live in poverty.
The Department of Art and Culture groups this scheme under the larger head "Financial Assistance to Persons Distinguished in Letters and Arts". That head carries two components. The first is the assistance to Tamil scholars described on this page, at Rs 1,500 a month. The second is Financial Assistance to Indigent Artistes, which pays Rs 1,000 a month to poor artists working in music, dance, drama, folk arts, painting and sculpture.
The idea behind the scheme is simple. Puducherry has a long Tamil literary tradition, and much of the work of maintaining it; teaching, editing, commentary, translation, research on classical texts, has historically been done by people who earned very little from it. Many such scholars reach old age with no pension and no savings. The scheme is the union territory's answer to that: a small, dependable monthly payment that does not have to be reapplied for every year.
The scheme is sometimes referred to locally by its Tamil description, roughly vaRumaiyil vaadum tamizh aRignarkaLukku niti udavi, and readers searching in Tamil for assistance to Tamil scholars will land on the same departmental scheme.
Who is eligible for the indigent Tamil scholars scheme, and who is not?
You can apply if:
- You have completed 58 years of age on the date of application.
- You are a native of Puducherry, or you have lived continuously in the union territory for at least five years.
- You have made a real and demonstrable contribution to Tamil language or Tamil literature: published work, research, long service as a Tamil teacher or pandit, editorial work on Tamil texts, or comparable service.
- Your own income is small. The department's scheme page states an annual income ceiling of Rs 24,000, and its programmes page puts the same test as private means not exceeding Rs 1,500 a month.
- You are living in indigent circumstances, that is, the income test is not a formality but the substance of the scheme.
You cannot apply if:
- You are below 58 years of age. There is no relaxation published for this.
- You are not a native of Puducherry and cannot show five years of continuous residence in the union territory.
- Your income or your household's support places you above the ceiling.
- Your claim rests on general interest in Tamil rather than on scholarly or literary contribution. The scheme is for scholars, not for readers or enthusiasts.
- You already draw a government pension or honorarium that the Directorate treats as covering the same need. Applicants are asked to declare other pensions, and drawing two is not permitted.
Relatives cannot apply on a living scholar's behalf as a matter of right, although a family member may physically submit the papers for a scholar who is frail. The assistance is personal to the scholar and stops on death. It is not transferable to a spouse or child.
How much does the scheme pay, and for how long?
The scheme pays Rs 1,500 per month. That is the full benefit; there is no lump sum, no arrears component and no annual bonus attached to it.
Payment continues month to month for as long as the scholar lives and continues to satisfy the conditions. It is credited to the scholar's own bank account. Because the payment is recurring, the Directorate periodically asks beneficiaries to confirm that they are alive and still resident in the union territory, in the same way an old age pension is verified.
The number of scholars supported at any one time is limited by the budget of the Department of Art and Culture. In practice this means a fresh sanction often follows a vacancy, so a strong application may still wait. That is a real feature of the scheme and worth knowing before applying.
How to apply for the Financial Assistance to Indigent Tamil Scholars
The scheme is administered on paper by the Directorate of Art and Culture. There is no separate online portal for it.
- Get the application form. Collect the prescribed form free of cost from the Directorate of Art and Culture, Government of Puducherry, or download it from the applications section of art.py.gov.in.
- Obtain your certificates from the Revenue Department. You need an income certificate and a nativity or residence certificate. These are issued by the Revenue Department and are the two documents that most often delay an application, so start with them.
- Assemble the proof of your contribution to Tamil. Attach copies of published books and articles, service certificates from schools or colleges where you taught Tamil, citations or awards received, and testimonials from recognised Tamil institutions. Number the enclosures and list them on the covering page.
- Attach age proof, a bank passbook copy, Aadhaar and passport photographs. Check that your name is spelt identically on the bank passbook, Aadhaar and the application. A mismatch stops the payment even after sanction.
- Submit the completed application to the Directorate of Art and Culture, Puducherry. Applicants in Karaikal, Mahe and Yanam should submit through the office of the Regional Administrator concerned, who forwards it to Puducherry.
- Keep an acknowledgement. Ask for a dated receipt or inward number. That number is what you will quote on every follow-up visit or letter.
How do you check the status of an application?
Because the scheme runs offline, status is checked by contacting the office rather than a website.
- Quote the inward number and the date of submission when you enquire at the Directorate of Art and Culture, Puducherry.
- Applicants from Karaikal, Mahe and Yanam should first check with the Regional Administrator's office where the papers were lodged, since the file has to travel from there.
- Once assistance is sanctioned, a sanction order is issued and the first credit appears in the bank account named in the application. Check the passbook or the bank's SMS alerts rather than waiting for a letter.
Why do applications get rejected, and how do you fix it?
- Age below 58. Nothing can be done except to apply again after completing 58 years. Do not submit early hoping for a relaxation.
- Income certificate above the ceiling. If the certificate overstates your income, get it corrected at the Revenue Department rather than arguing the point in the application.
- Residence not established. A ration card alone is often treated as weak proof. Add a nativity certificate, voter roll entry and electricity bills covering the five-year period.
- Thin evidence of scholarship. This is the commonest substantive ground. Copies of a single article are rarely enough. Provide a consolidated list of publications with dates and publishers, and a testimonial from a Tamil department or literary body.
- Another pension already drawn. Disclose it. If the other pension is smaller, ask the Directorate in writing which one you may retain.
- Bank details that do not match. Correct the account or the name spelling and inform the Directorate in writing with a fresh passbook copy.
When can you apply, and what else does the department run?
Applications are received through the year; the Department of Art and Culture does not publish a fixed last date for this scheme. Sanctions, however, are periodic and depend on the budget.
Applicants should also know that the same department runs a set of awards for Tamil letters that carry much larger one-time cash prizes, and that these are separate from this welfare assistance. According to the department's programmes page, these include Tamil Mamani at Rs 75,000 for scholars aged 60 and above, Puduvai Kalaimamani at Rs 50,000, the Tholkappiar Award at Rs 10,000 for outstanding research publications in Tamil, and the Kamban Pugazh Literary Prize at Rs 10,000. A scholar eligible for the monthly assistance is often also eligible to be considered for one of these awards, and the two are not mutually exclusive.
Where do you complain if nothing moves?
- Write to the Director, Department of Art and Culture, Government of Puducherry, quoting the inward number of your application and the date.
- Applicants in the outlying regions may route the representation through the Regional Administrator, Karaikal, Mahe or Yanam.
- Grievances can also be lodged on the central public grievance portal CPGRAMS at pgportal.gov.in, selecting the Government of Puducherry and the Art and Culture Department. Keep the registration number that CPGRAMS issues.
A last practical note. No agent or middleman can secure this assistance for you, and no fee is payable to anyone for the application form or its processing. If someone asks for money to "get the file cleared", that is a matter to report to the Directorate directly.

Frequently asked questions
How much does the Puducherry scheme pay an indigent Tamil scholar?
The scheme pays Rs 1,500 per month. According to the Department of Art and Culture, this is a continuing monthly honorarium rather than a one-time grant, and it stays in payment for as long as the scholar lives and continues to meet the conditions.
What is the minimum age for the indigent Tamil scholars scheme?
The minimum age is 58 years. A scholar who has not completed 58 years on the date of application is not eligible, however distinguished the work in Tamil may be.
What income limit applies?
The department's scheme page sets the ceiling at an annual income not exceeding Rs 24,000, and its programmes page states the applicant's private means must not exceed Rs 1,500 a month. Both work out to roughly the same figure, and an income certificate from the Revenue Department is what the department actually acts on.
Can a Tamil scholar living outside Puducherry apply?
No. The scheme is restricted to natives of Puducherry and to people who have lived continuously in the union territory for at least five years. Scholars settled in Tamil Nadu or elsewhere are not eligible.
Is there a separate scheme for artists?
Yes. Financial Assistance to Indigent Artistes pays Rs 1,000 a month to poor artists in music, dance, drama, folk arts, painting and sculpture who are at least 50 years old and whose annual income is below Rs 24,000. It is a parallel scheme of the same department.
Can this assistance be drawn along with an old age pension?
Not normally. Puducherry's welfare schemes are framed so that a person does not draw two state honoraria or pensions for the same reason, and the Directorate asks applicants to declare any other pension. Declare it honestly at the application stage rather than risk recovery later.
How is the assistance paid?
The assistance is credited monthly to the scholar's own bank account. Give an active single-holder or joint account with a legible passbook copy, and inform the Directorate at once if the account is closed or changed.
