What is Financial Assistance to Indigent Artistes?

Financial Assistance to Indigent Artistes is a scheme of the Directorate of Art and Culture, Government of Puducherry. The scheme pays Rs 1,000 per month to artists living in indigent circumstances who have contributed to music, dance, drama, folk arts, painting or sculpture, and who are aged 50 and above with an annual income below Rs 24,000.

The Directorate runs a companion component under the same head for indigent Tamil scholars, which pays Rs 1,500 per month to scholars whose annual income does not exceed Rs 24,000 and whose age is not less than 58 years. Both components appear on the department's scheme page under "Financial Assistance to persons distinguished in letters, arts and performing visual arts".

The reasoning behind the scheme is straightforward. A traditional performer, a therukoothu artist, a nadaswaram player, a folk drummer: may have spent forty years on stage without ever holding a salaried job, and reaches old age with no pension, no provident fund and no savings. The Directorate treats the artistic contribution itself as the qualification.

Key features

  • Rs 1,000 per month for indigent artists.
  • Rs 1,500 per month for indigent Tamil scholars.
  • Annual income ceiling of Rs 24,000.
  • Age 50 and above for artists, not less than 58 for Tamil scholars.
  • Residence in Puducherry by birth or domicile.
  • Continues to the artist's wife or children after death.

Who is eligible for the indigent artistes assistance?

You can apply if:

  • You are an indigent artist. That is, an artist in genuinely straitened circumstances.
  • Your age is 50 years and above. For the indigent Tamil scholars component, the age condition is not less than 58 years.
  • Your annual income is less than Rs 24,000.
  • You have contributed to music, dance, drama, folk arts, painting or sculpture.
  • You are a resident of the Union Territory of Puducherry either by birth or by domicile.
  • You are not the recipient of any other assistance from any other organisation.

You cannot apply if:

  • Your annual income is Rs 24,000 or more on the Revenue Department certificate.
  • You are below 50 years of age.
  • You cannot evidence a contribution to the recognised art forms. Enthusiasm for the arts is not the test; the department looks for a record of work.
  • You already receive assistance from another organisation. Such an applicant is not eligible, and concealment leads to recovery.
  • You are not a resident of Puducherry by birth or domicile.

After the artist's death, the wife or children of the indigent artist are eligible to receive the assistance. This is written into the scheme's conditions and is not a discretionary concession, though the department verifies the claim before continuing payment.

How much is paid, and for how long?

  • Rs 1,000 per month to the indigent artist.
  • Rs 1,500 per month to the indigent Tamil scholar under the parallel component.
  • Payment continues while the income and residence conditions are satisfied.
  • On the death of the artist, the spouse or children may continue to receive the assistance.

The money is credited to the beneficiary's bank account. Keep the account active; a dormant account is the usual reason a beneficiary discovers two or three missing months. Where the department asks for a periodic life certificate or a fresh income certificate, submit it promptly. A lapse suspends the credit rather than cancelling the sanction.

How to apply for Financial Assistance to Indigent Artistes

Applications are accepted offline at the Directorate of Art and Culture.

  1. Collect the prescribed form. Visit the Department of Art and Culture during office hours and request a hard copy of the prescribed format from the staff exclusively entrusted with issuing and collecting filled-in applications.
  2. Fill in every mandatory field. Paste a recent passport-size photograph, sign across it if the office asks, and give your bank details and art discipline precisely.
  3. Attach self-attested copies of the documents. Income certificate showing annual income below Rs 24,000, age proof, residence proof, Aadhaar, bank passbook, and the evidence of your artistic work: programme brochures, press notices, photographs of performances, catalogues, recordings or certificates from cultural organisations. Include the declaration that you receive no assistance from any other organisation.
  4. Submit to the Superintendent. Hand the duly filled and signed application with the documents to the Superintendent, Department of Art and Culture, No. 1, Romain Rolland Street, Puducherry - 605001.
  5. Ask for an acknowledgement. Request a receipt showing the date and time of submission and a unique identification number where one is issued.

Applicants in the outlying regions can begin at the departmental offices in Karaikal, Mahe and Yanam, whose addresses and telephone numbers are published on art.py.gov.in.

How do I check the status of my application?

There is no online tracker published for this scheme. Follow up by:

  • Telephone: the Directorate of Art and Culture on +91-413-2336203 or +91-413-2349716, quoting the date of submission and your acknowledgement.
  • Email: art@py.gov.in.
  • In person: at No. 1, Romain Rolland Street, Puducherry - 605001.
  • Regional offices: Karaikal +91-4368-221472, Mahe +91-490-2332222, Yanam +91-884-2321243.

Once sanctioned, verify the credit in the bank passbook each month rather than waiting for a communication.

Why are applications rejected, and what fixes it?

  • Income certificate at or above Rs 24,000. The ceiling is strict. The certificate must reflect the current position and come from the Revenue Department, Puducherry.
  • No documentary record of artistic work. Gather programme sheets, press cuttings, photographs, recordings and letters from cultural organisations before applying. This is the part applicants most often under-prepare.
  • Age below the threshold. 50 for artists, 58 for the Tamil scholars component.
  • Receiving assistance elsewhere. Disclose any grant from a cultural trust, academy or other organisation; concealment leads to recovery of the amount.
  • Residence not established. A recent ration card alone may not prove domicile. An older electoral roll entry or a Revenue Department certificate is stronger.
  • Bank account mismatch. The name on the passbook must match the name on Aadhaar and on the application.

Are there any key dates?

The Directorate has not notified a fixed annual window for this assistance; applications are received through the year. Two practical timings matter: apply as soon as you cross the age threshold and can obtain a current income certificate, and renew or re-certify whenever the department asks, since the income condition is a continuing one rather than a one-time test.

How do I raise a grievance?

  • The Director, Department of Art and Culture, No. 1, Romain Rolland Street, Puducherry - 605001, phone +91-413-2336203 and +91-413-2349716, email art@py.gov.in.
  • Karaikal: Office of the Assistant Library and Information Officer, 93, Masdhan Palli Street, Karaikal - 609602, +91-4368-221472.

  • Yanam: Government Public Library, High School Road, Yanam - 533464, +91-884-2321243.
  • Citizen's Charter: the department's charter, published at art.py.gov.in, sets out the services and the officers responsible.
  • Central portal: pgportal.gov.in, quoting your acknowledgement.
